In short

ISO 27701 certification in Pakistan at a glance

Digital Nation Pakistan Act, 2025 refers to ISO/IEC 27701, yet none of the Pakistani instruments checked makes it compulsory. Buyers in Pakistan ask for it anyway.

A Pakistani software house or call-centre operator handling personal data for overseas clients will usually meet privacy requirements in a customer's contract before it meets them in a Pakistani rulebook. For government work the National CERT's Pakistan Information Security Framework 2026 includes Essential Data Protection and Privacy Controls for federal and provincial bodies and designated critical information infrastructure, and the Prevention of Electronic Crimes Act, 2016 creates offences for unauthorised copying of data and access to information systems. The Digital Nation Pakistan Act, 2025 also gives the Pakistan Digital Authority a role in data governance standards. None of them names ISO/IEC 27701, which extends an information security management system with privacy controls and is audited by an accredited certification body, usually together with ISO/IEC 27001. Which obligations apply to you depends on your sector, contracts and counsel's advice. Sterling's Mumbai office helps organisations map personal data, set roles and prepare for audit, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs ISO 27701 in Pakistan, and what happens without it

In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • IT, BPO and software firms processing personal data for overseas clientsOverseas customers set privacy requirements in contracts, and a privacy management system gives a structured answer to them.
  • Suppliers to federal and provincial government bodiesThe PISF includes Essential Data Protection and Privacy Controls for those bodies, and suppliers handling their data are asked to match them.
  • Banks, fintechs and payment institutionsCustomer and card data sit under SBP's technology and card security frameworks, and privacy controls support them.
  • Healthcare, education and e-commerce operatorsThese organisations hold large volumes of personal data and are exposed to the offences in the Prevention of Electronic Crimes Act, 2016.

ISO 27701 requirements in Pakistan

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

Time

How long does ISO 27701 certification take in Pakistan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.

  • Scope: personal data processing activities, systems and countries involved
  • Data inventory and records of processing
  • Existing ISO 27001 system to extend
  • Certification body scheduling alongside the security audit

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Pakistan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Pakistan these factors move both.

  • Number of processing activities, systems and processors
  • Data mapping, impact assessments and privacy notices
  • Certification body audit fees quoted separately from consulting
  • Contract changes with processors and clients

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Pakistan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Pakistan

Choose a certification body accredited for this standard by the Pakistan National Accreditation Council (PNAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PNAC's recognition entries on the legacy mutual recognition site list ISO 9001, ISO 14001 and ISO 22000 for management systems and do not show ISO/IEC 27701, so ask the certification body which accreditation backs a privacy information management certificate and whether your customer accepts it. ISO/IEC 27701 is an extension to an information security management system, so a certification body normally audits it alongside ISO/IEC 27001. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

Business records, standards and tenders are mostly in English, and the Constitution allows English for official purposes; interviews with operators and suppliers may run in Urdu or a regional language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Audits review privacy processes, records and systems; much can be remote, with operations areas visited alongside the security audit.

ISO 27701 in Pakistan: questions clients ask

Does Pakistan's National CERT framework cover privacy?

Yes, for the bodies it applies to. The Pakistan Information Security Framework 2026 includes Essential Data Protection and Privacy Controls, one of its 13 documents, for federal and provincial government bodies and designated critical information infrastructure. It does not name ISO/IEC 27701. Suppliers to those bodies should ask the buyer which evidence satisfies the controls.

Does the Prevention of Electronic Crimes Act require a privacy certificate?

No. The Act creates offences, among them unauthorised copying or transmission of data and unauthorised access to information systems, and it creates no certificate. A privacy management system helps an organisation show it controls access to personal data. Ask counsel how the Act and any other law apply to your processing.

    Can I certify to ISO/IEC 27701 without ISO 27001?

ISO/IEC 27701 extends an information security management system, so organisations normally hold or build an ISO 27001 system first, and certification bodies audit the two together. Plan the security scope and the privacy scope as one project. Ask the certification body what it requires before you apply.

Which accreditation covers an ISO/IEC 27701 certificate?

No Pakistani accreditation entry for privacy information management appears on the legacy mutual recognition site, where PNAC is shown for three other management system standards. A certification body may nevertheless be accredited by another member of the arrangements. Request its accreditation certificate, confirm the scope names ISO/IEC 27701, and check with your customers that they accept the issuer.
