ISO 22301 certification in Pakistan at a glance
In Pakistan, ISO 22301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Continuity expectations in Pakistan arrive through the regulators of critical sectors rather than through a single business continuity law. The State Bank of Pakistan's technology governance framework spans IT, security, operations and audit for banks, DFIs and microfinance banks, and it has listed a technology risk management framework for payment institutions. The National CERT's Pakistan Information Security Framework 2026 includes incident response and critical information infrastructure protection documents for government bodies and designated infrastructure, and the Critical Telecom Data and Infrastructure Security Regulations 2020 sit on its legislation list. None of these names ISO 22301, so the certificate works as structured evidence rather than a stated rule. PNAC's recognition entries on the legacy mutual recognition site do not include business continuity, so check the accreditation behind any certificate. Sterling's Mumbai office helps with impact analysis, recovery strategy, plans and exercises, with Effivity software and Sterling Academy training included with the engagement.
Who needs ISO 22301 in Pakistan, and what happens without it
In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Banks, microfinance banks and payment institutionsSBP's technology governance framework covers operations and controls across IT, security and audit, and payment institutions have a technology risk management framework.
- Telecom operators and licenseesContinuity of critical telecom data and infrastructure is the concern of the Critical Telecom Data and Infrastructure Security Regulations 2020 on the National CERT's legislation list.
- Government bodies and designated critical information infrastructureThe PISF includes Essential Incident Response Controls and Essential CII Protection Controls.
- IT, BPO and data centre operators serving overseas clientsClient contracts commonly require tested continuity and recovery arrangements.

Take the ISO 22301 readiness checkISO 22301 requirements in Pakistan
Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.
In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

How long does ISO 22301 certification take in Pakistan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.
- Scope: critical services, sites and dependencies
- Business impact analysis and recovery objectives
- Testing and exercise records
- Certification body scheduling for business continuity auditors
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22301 certification cost in Pakistan?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Pakistan these factors move both.
- Number of sites, critical processes and suppliers in scope
- Recovery tooling, backup and alternative site arrangements
- Certification body audit fees quoted separately from consulting
- Exercise design and facilitation
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22301 consultants and certification bodies in Pakistan
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Pakistan
Choose a certification body accredited for this standard by the Pakistan National Accreditation Council (PNAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PNAC's recognition entries on the legacy mutual recognition site list ISO 9001, ISO 14001 and ISO 22000 for management systems and do not show ISO 22301, so ask the certification body which accreditation backs a business continuity certificate and whether your regulator or customer accepts it. Audit language
Business records, standards and tenders are mostly in English, and the Constitution allows English for official purposes; interviews with operators and suppliers may run in Urdu or a regional language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Audits review plans, exercise records and recovery arrangements; much can be done remotely, and recovery sites are normally visited.
ISO 22301 in Pakistan: questions clients ask
Do SBP rules require ISO 22301?
Neither the technology governance framework for banks nor the listing for the payment institutions framework names ISO 22301. They set expectations for technology risk and controls. Treat the standard as a structured way to evidence continuity arrangements, and confirm with SBP, or your supervisory contact, what your institution must show.
Does the National CERT framework deal with continuity?
It deals with incident response and critical information infrastructure protection through two of its 13 documents, for government bodies and designated critical information infrastructure. It does not name ISO 22301. Suppliers to those bodies should ask the buyer what continuity evidence is wanted and whether a certificate counts.
Which accreditation covers ISO 22301 certification?
The certificate and its scope statement answer this. PNAC's entries on the legacy mutual recognition site name three management system standards, and business continuity is not one of them. Bodies auditing ISO 22301 may therefore hold accreditation from another member of the arrangements. Obtain the accreditation certificate, read the scope, and ask your customer or regulator whether it is acceptable.
What is the first step in an ISO 22301 project?
Define the scope: critical services, sites and dependencies. A business impact analysis then fixes recovery objectives, and testing records follow. Certification bodies sample these exercises, so a plan that has never been tested is the commonest weak point. Plan the exercise calendar early.
