SOC 2 attestation in Pakistan at a glance
AICPA System and Organization Controls (SOC) suite refers to SOC 2, yet none of the Pakistani instruments checked makes it compulsory. Buyers in Pakistan ask for it anyway.
Karachi, Lahore and Islamabad software and outsourcing firms tend to meet SOC 2 in a customer's security questionnaire, not in a Pakistani rulebook. The AICPA describes SOC as a suite of CPA-provided services over service organisations' controls, so the output is an attestation report from a licensed CPA firm, not a certificate and not something Sterling issues. The State Bank of Pakistan's technology governance framework for banks does not mention SOC reports, though bank customers and fintech partners may still ask suppliers for independent assurance. Government work follows another channel: audit work under the National CERT's Pakistan Information Security Framework uses nCERT-registered firms, which is not a SOC 2 engagement. Sterling's Mumbai office helps service organisations build controls, policies and evidence before the CPA firm starts, with Effivity software and Sterling Academy training included with the engagement.
Who needs SOC 2 in Pakistan, and what happens without it
In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Pakistani software and SaaS companies selling to US customersCustomers that rely on outsourced services ask for assurance reports, and the AICPA's SOC suite is what CPAs provide in that role.
- IT, BPO and managed-service providers serving overseas clientsOverseas clients ask outsourced service providers for an independent report on their controls.
- Fintechs and payment providers with international partnersPartners ask for independent assurance alongside SBP's own frameworks.
- Hosting and data centre operatorsCustomers assess a provider's controls through a report, not only through a questionnaire.

Take the SOC 2 readiness checkSOC 2 requirements in Pakistan
Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.
In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How long does SOC 2 attestation take in Pakistan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.
- Whether a Type 1 or Type 2 report is sought and the review period
- Number of systems, locations and sub-service organisations
- Maturity of policies, access control and monitoring evidence
- CPA firm scheduling
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does SOC 2 attestation cost in Pakistan?
The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Pakistan these factors move both.
- Trust services criteria selected
- Scale of the in-scope environment
- CPA firm fees quoted separately from readiness consulting
- Tooling for evidence collection and monitoring
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
SOC 2 consultants and auditors in Pakistan
Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Pakistan
SOC 2 is an attestation report, not a certificate. It is issued by a licensed CPA firm after examining the service organisation's controls against the AICPA trust services criteria; neither Sterling nor an ISO certification body issues it, and PNAC does not accredit it. Choose the CPA firm independently, and ask it about its experience with Pakistani and cross-border service organisations. Edition and transition details: SOC 2 hub →
Audit language
Reports are written in English; interviews and evidence can be in Urdu if the CPA firm's team can work in it. Agree the working language with the CPA firm at the outset.
Remote and on-site
Walkthroughs and evidence collection are often remote; the CPA firm decides whether any site visit is needed for the systems in scope.
SOC 2 in Pakistan: questions clients ask
Who issues a SOC 2 report for a Pakistani company?
A licensed CPA firm writes it, after testing your controls against the AICPA trust services criteria. The output is an attestation report, so no ISO certification body, PNAC or Sterling can produce one. Appoint the CPA firm independently, and ask each candidate how many cross-border service organisations it has examined.
Does any Pakistani regulator require a SOC 2 report?
None is named here. SBP's technology governance framework does not mention SOC reports, and the National CERT's audit framework is a separate channel for government work. SOC 2 is usually a customer requirement, particularly from US clients. Confirm any regulator-specific expectations with the regulator that supervises you.
Can a nCERT-registered firm issue a SOC 2 report?
Not on that basis. The National CERT registers audit firms for work under the Pakistan Information Security Framework, and a SOC 2 report is performed by a licensed CPA firm under AICPA standards. The two are different engagements. If a government buyer asks for either, ask which it means and who may perform it.
Type 1 or Type 2 for a first report?
A Type 1 report looks at controls at a point in time, while a Type 2 report tests how they operated over a review period. Customers often prefer Type 2, so many companies start with Type 1 and move to Type 2. Ask your key customers what they accept, and agree the choice with the CPA firm.
