ISO 27001 certification in Italy at a glance
ACN regulation for cloud services to public administrations (Decree n. 21007/24), Annex 4 requires ISO/IEC 27001 for the organisations it covers. Most Italian buyers ask for it anyway.
Suppliers that want to sell cloud services to Italian public administrations meet ISO/IEC 27001 early: the ACN's cloud regulation requires private suppliers seeking the lowest qualification level for ISO/IEC 27001 certification with the ISO/IEC 27017 and ISO/IEC 27018 extensions, or alternatively CSA STAR Level 2, issued by an accredited body. Elsewhere the standard is a de-facto benchmark rather than a mandate. Legislative Decree 138/2024 gives the ACN supervision of NIS2 duties and identifies ten areas for security measures, and the Banca d'Italia applies DORA to financial intermediaries, yet neither names a certification standard. Certificates come from certification bodies accredited by Accredia; Sterling does not certify. Sterling's Frankfurt office scopes the ISMS to the whole service being sold or regulated, works through Effivity and includes Sterling Academy training for your team. The Italian route follows.
Who needs ISO 27001 in Italy, and what happens without it
For some organisations in Italy it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.
- Cloud suppliers seeking qualification for public administrationsACN's regulation requires ISO/IEC 27001 with cloud extensions, or CSA STAR Level 2, at the lowest qualification level.
- Essential and important entities under NIS2ACN's NIS framework sets ten areas for security measures; an ISMS is a practical way to organise them.
- Banks, payment institutions and their ICT providersDORA creates ICT risk and third-party assurance duties that an ISMS helps evidence.
- Software and managed service providers selling to Italian corporatesCustomers ask suppliers to evidence information security through an independent certificate.

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.
In Italy these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How long does ISO 27001 certification take in Italy?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Italy these are the factors that set the timeline.
- Scope that matches the service being sold or the regulated entity, not one site
- Evidence maturity (logs, reviews, internal audit) before the stage 2 audit
- Extensions for cloud services where the ACN route is intended
- Certification-body availability around the August holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27001 certification cost in Italy?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Italy these factors move both.
- Number of sites and headcount
- Complexity of the IT and cloud estate
- Certification body fees quoted separately from consulting
- Mapping to NIS2, DORA or ACN qualification alongside the ISMS
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27001 consultants and certification bodies in Italy
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Italy are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 27001 in Italy (4)
| Instrument | How it treats the standard |
|---|---|
| ACN regulation for cloud services to public administrations (Decree n. 21007/24), Annex 4 | Requires ISO/IEC 27001 certification with ISO/IEC 27017 and ISO/IEC 27018 extensions, or alternatively CSA STAR Level 2, issued by a body accredited by an EU national accreditation body or one with a mutual recognition arrangement with Accredia. |
| Legislative Decree 138/2024 (NIS2 transposition) | Expected in practice ACN describes ten areas for security measures and has adopted basic specifications; no certification standard is named on its legislation page. |
| DORA, Regulation (EU) 2022/2554 — Banca d'Italia communication | Expected in practice ICT risk management and third-party risk duties for financial entities; no certification standard is named. |
| Accredia — national accreditation body | Market driver Accredited certification is available through Italy's single national accreditation body. |
"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Italy
Use a certification body accredited for this standard by Accredia or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. For the ACN cloud qualification route, the certificate must come from a body accredited by an EU national accreditation body or one with a mutual recognition arrangement with Accredia. Audit language
Audits are held in Italian or English; agree the audit language and the language of controlled documents with the certification body at application.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 27001 in Italy: questions clients ask
Is ISO 27001 required to sell cloud services to Italian public administrations?
For qualification at the lowest level, yes in practice: Annex 4 of the ACN regulation requires private cloud suppliers for ISO/IEC 27001 certification with ISO/IEC 27017 and ISO/IEC 27018 extensions, or alternatively CSA STAR Level 2. The certificate has to come from an accredited body. Read the annex for the level you are targeting.
Does ISO 27001 mean we comply with NIS2 in Italy?
No. ACN's legislation page describes ten areas for security measures, incident reporting and top-management accountability, and ACN has adopted basic specifications by Decision No. 379907/2025. It names no certification standard. An ISO/IEC 27001 system can organise much of the work, but the ACN specifications decide what must be shown; confirm scope with counsel or the ACN.
Which standards sit alongside ISO 27001 in the ACN cloud annexes?
ISO 9001 and ISO/IEC 20000-1 appear as quality and IT service management references, and ISO 14064, ISO 50001 and ISO 14001 are cited for data-centre energy and environmental management. A supplier chasing qualification often combines several of them, so plan the ISMS scope with the other systems in mind.
Do Italian banks require ISO 27001 from their ICT suppliers?
No rule in the Banca d'Italia's DORA communication names ISO/IEC 27001. DORA does require financial entities to manage ICT third-party risk, so they ask suppliers for assurance, and a certificate from an accredited body is one common way to give it. Each bank sets its own questionnaire, so confirm what yours expects.
