In short

ISO 22301 certification in Italy at a glance

Directive (EU) 2022/2555 (NIS 2) as transposed by D.Lgs. 138/2024 refers to ISO 22301, yet none of the Italian instruments checked makes it compulsory. Buyers in Italy ask for it anyway.

Continuity planning is written into the Italian cyber and financial rules without a certificate attached. The NIS2 Directive, transposed by Legislative Decree 138/2024, lists business continuity, backup management, disaster recovery and crisis management among the measures entities must take, and the Banca d'Italia's DORA communication notes that advanced resilience testing of ICT systems has become mandatory for financial entities. The national cybersecurity perimeter, supervised through the ACN, protects the systems on which essential State functions depend. None of these names ISO 22301, which is why accredited certification is a client choice rather than a legal route. Certificates come from certification bodies accredited by Accredia; Sterling does not certify. Sterling's Frankfurt office runs impact analysis, recovery planning and exercises for Italian clients, with Effivity and Sterling Academy included in the engagement.

The need

Who needs ISO 22301 in Italy, and what happens without it

In Italy the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Essential and important entities under NIS2The Directive's risk-management measures include business continuity, backup management, disaster recovery and crisis management.
  • Banks, payment institutions and other financial entitiesDORA makes advanced resilience testing of ICT systems mandatory and sets incident and third-party duties.
  • Operators in the national cybersecurity perimeterContinuity of essential functions and services is the purpose of the perimeter.
  • Suppliers to regulated entitiesCustomers ask suppliers to show tested continuity arrangements.

ISO 22301 requirements in Italy

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In Italy these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

How Sterling gets an Italian company certified

One team from the Frankfurt office carries the work from scoping to certificate. Clients across Italy are served from Sterling's Frankfurt office, on-site where the work needs it and remotely otherwise.

Time

How long does ISO 22301 certification take in Italy?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Italy these are the factors that set the timeline.

  • Scope of services and processes the entity must keep running
  • Business impact analysis and recovery objectives already documented
  • Exercise and test records
  • Certification-body availability around the August holiday period

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in Italy?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Italy these factors move both.

  • Number of sites and critical services
  • Dependency on suppliers and ICT providers
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in Italy

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Italy are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Italy

Use a certification body accredited for this standard by Accredia or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Audit language

Audits are held in Italian or English; agree the audit language and the language of controlled documents with the certification body at application.

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 22301 in Italy: questions clients ask

Does NIS2 require business continuity planning in Italy?

Yes, as one of the risk-management measures. The Directive that Legislative Decree 138/2024 transposes lists business continuity, such as backup management and disaster recovery, and crisis management among the measures entities must take. It names no certification standard, so ISO 22301 is one way to organise the work. Confirm scope with counsel or the ACN.

    Does DORA require ISO 22301?

No standard is named in the Banca d'Italia's DORA communication. DORA does make advanced resilience testing of ICT systems mandatory and sets incident-reporting and third-party risk duties, so a tested continuity system supports compliance. Whether an ISO 22301 certificate adds value depends on what your clients and supervisors expect.

Can one continuity system serve NIS2 and DORA?

It can, if the scope follows the services the entity must keep running and the impact analysis reflects each regime's expectations. The regimes differ in who is covered and how incidents are reported, so keep a separate obligations register. Counsel or the relevant authority should confirm which duties apply to your entity.

Who certifies ISO 22301 in Italy?

The certificate is issued by a certification body that holds accreditation for management-system certification, in Italy typically from Accredia. Sterling builds the continuity system and prepares the exercises, but it does not certify. Ask the body to confirm in writing that its accredited scope includes business continuity, and agree audit language on application.
