SOC 2 attestation in Italy at a glance
SOC suite of services (AICPA & CIMA) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Italy ask for evidence that you meet it.
A SOC 2 report answers a question that Italian rules often ask differently. SOC reports are services that licensed CPA firms provide on the controls of a service organisation, under the SOC suite of services from AICPA and CIMA, and Sterling does not attest or issue them. In Italy, ACN's regulation for cloud services to public administrations asks private suppliers at the lowest qualification level for ISO/IEC 27001 certification with cloud extensions or CSA STAR Level 2, and the Banca d'Italia's DORA communication names no report type for financial entities' ICT providers. A SOC 2 report therefore complements rather than replaces those routes. Sterling's Frankfurt office serves Italian SaaS and cloud providers on-site where needed and remotely otherwise, with Effivity and Sterling Academy included in the engagement.
Who needs SOC 2 in Italy, and what happens without it
In Italy the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- SaaS and cloud providers selling to buyers that ask for a SOC reportSOC reports are services CPAs provide on controls of a service organisation.
- ICT providers to Italian financial entitiesDORA drives third-party assurance requests; its communication names no report type.
- Cloud suppliers pursuing public-administration qualificationACN's lowest-level route names ISO/IEC 27001 or CSA STAR Level 2, so SOC 2 is a complement, not the listed route.
- Italian technology firms expanding to the USUS customers commonly ask vendors for an attestation report.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.
Take the SOC 2 readiness checkSOC 2 requirements in Italy
Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.
In Italy these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.
How long does SOC 2 attestation take in Italy?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Italy these are the factors that set the timeline.
- Type 1 or Type 2 report and the observation period chosen with the CPA firm
- Trust services criteria in scope
- Evidence maturity for control operation
- Certification-body availability around the August holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does SOC 2 attestation cost in Italy?
The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Italy these factors move both.
- System scope and number of trust services criteria
- Control remediation and tooling
- CPA firm fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
SOC 2 consultants and auditors in Italy
Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Italy are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive SOC 2 in Italy (3)
| Instrument | How it treats the standard |
|---|---|
| SOC suite of services (AICPA & CIMA) | The instrument itself SOC reports are services CPAs provide in connection with system-level controls of a service organisation. |
| ACN regulation for cloud services to public administrations (Decree n. 21007/24), Annex 4 | Related For the lowest qualification level the annex asks for ISO/IEC 27001 certification with cloud extensions or CSA STAR Level 2, not a SOC 2 report. |
| DORA, Regulation (EU) 2022/2554 — Banca d'Italia communication | Expected in practice Financial entities manage ICT third-party risk and so seek assurance from providers; no report type is named. |
"Expected in practice" means the instrument asks for the outcomes SOC 2 covers without naming a standard, and SOC 2 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Italy
Attestation, not certification: a SOC 2 report is issued by a licensed CPA firm under AICPA attestation standards. Sterling prepares readiness and evidence; it does not issue reports. For Italian public-sector cloud qualification the listed route is ISO/IEC 27001 or CSA STAR Level 2. No firm is named here. Edition and transition details: SOC 2 hub →
Audit language
SOC 2 reports are issued in English; working sessions can be in Italian or English.
Remote and on-site
CPA firms commonly test remotely with walkthroughs; on-site visits depend on the firm and the system scope.
SOC 2 in Italy: questions clients ask
Who issues a SOC 2 report?
A licensed CPA firm. SOC reports belong to the SOC suite of services from AICPA and CIMA, which CPAs provide in connection with system-level controls of a service organisation. Sterling prepares the readiness work and evidence but does not attest or issue reports, so choose a CPA firm early and agree the scope with it.
Does SOC 2 qualify a cloud service for Italian public administrations?
Not by itself. For the lowest qualification level, Annex 4 of the ACN cloud regulation requires private suppliers for ISO/IEC 27001 certification with cloud extensions, or alternatively CSA STAR Level 2. A SOC 2 report can complement that evidence with customers, but it is not the listed route, so read the annex for the level you target.
Do Italian financial entities require SOC 2 from providers?
No report type is named in the Banca d'Italia's DORA communication. DORA does require financial entities to manage ICT third-party risk, so they seek assurance from providers, and a SOC 2 report may be one answer. Each institution sets its own questionnaire and accepted evidence, so ask what yours expects.
Is a SOC 2 report the same as an ISO certificate?
No. A SOC 2 report is an attestation by a licensed CPA firm on a service organisation's controls, not a certificate issued by an accredited certification body. Buyers may accept both or prefer one, depending on their own rules. Sterling prepares for either route but issues neither, so ask each customer which it expects.
