ISO 22000 certification in Brazil at a glance
In Brazil, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
A Brazilian food exporter is judged twice: by the inspection service that licenses the plant and by the foreign buyer who audits it. The Ministry of Agriculture's inspection of animal-origin and plant-origin products and Anvisa's health surveillance set the legal floor, and ISO 22000 certification adds a management system that buyers can verify. Cgcre, Inmetro's accreditation coordination, is a Global ACI Full Member with ISO 22000 and ISO 22003-1 among its recognised scopes, and Inmetro runs a programme for food safety management system certification bodies. The certificate never replaces inspection, so the system has to connect hazard analysis, prerequisite programmes and monitoring to what inspectors check. Sterling's New York office supports gap assessment, documentation, validation and internal audits, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 22000 in Brazil, and what happens without it
In Brazil the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food and beverage manufacturersRetail and industrial buyers ask for a certified food safety management system.
- Meat, dairy and fish processors under federal inspectionThey already work under the Ministry of Agriculture's inspection of products of animal origin, and a food safety system gives structure around it.
- Packaging and ingredient suppliersTheir food-sector customers extend supplier audits to them.
- Catering, storage and logistics operatorsFood safety controls extend to storage, transport and service.
- Agribusiness exportersForeign importers audit Brazilian plants against food safety schemes.

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.
In Brazil these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How long does ISO 22000 certification take in Brazil?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Brazil these are the factors that set the timeline.
- Number of production lines and product categories
- Maturity of prerequisite programmes and hazard analysis
- Validation data for critical control points
- Seasonality of production
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22000 certification cost in Brazil?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Brazil these factors move both.
- Number of sites and product groups
- Hygiene, layout and monitoring upgrades
- Certification body audit fees, quoted separately from consulting
- Allergen and environmental testing
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22000 consultants and certification bodies in Brazil
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Brazil are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 22000 in Brazil (3)
| Instrument | How it treats the standard |
|---|---|
| Ministério da Agricultura e Pecuária — inspection services | Context MAPA's site carries sections on inspection of products of animal and plant origin; inspection and sanitary rules apply to plant and product, and a certificate does not replace them. |
| Cgcre (Inmetro) and its Global ACI recognition | Market driver Global ACI lists ISO 22000 (FSMS), with ISO 22003-1 as supporting criteria, among Cgcre's recognised scopes, and Inmetro lists a programme for food safety management system certification bodies. |
| Agência Nacional de Vigilância Sanitária (Anvisa) | Context Anvisa regulates products under health surveillance, including food, and publishes good practice certification lists for some product categories; ISO 22000 does not replace its rules. |
Accreditation, audit language and remote audits in Brazil
Use a certification body accredited for ISO 22000 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Brazil's national accreditation body is the Coordenação-Geral de Acreditação (Cgcre) of Inmetro, which Global ACI lists as a Full Member and MRA signatory. Global ACI's entry for Cgcre lists ISO 22000 and ISO 22003-1 among its recognised scopes. Ask each body for its accreditation certificate and check that the scope covers the standard and your sector. The accredited certification body decides, not Sterling. Edition and transition details: ISO 22000 hub →
Audit language
Portuguese is the usual language of regulators, contracts and audit records, while English is common inside multinationals; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Food plants are audited on site to see hygiene, flow, allergen and process controls; documents and some interviews may be reviewed remotely.
ISO 22000 in Brazil: questions clients ask
Does ISO 22000 replace federal inspection in Brazil?
No. Producers of animal-origin and plant-origin products remain subject to the Ministry of Agriculture's inspection services and to the sanitary rules that apply to their product, and Anvisa has its own remit. ISO 22000 organises hazard control inside the plant. Confirm which inspection regime governs your products with the relevant authority.
Which body accredits ISO 22000 certification in Brazil?
Cgcre, Inmetro's accreditation coordination, which Global ACI lists among its recognised scopes as ISO 22000 with ISO 22003-1. Inmetro also has a programme for food safety management system certification bodies. Check that your chosen body's accredited scope includes your food chain category, because categories matter as much as the standard.
Should an exporter choose ISO 22000 or FSSC 22000?
It depends on the importer. ISO 22000 is the base standard, while FSSC 22000 is a separate scheme that adds prerequisite programme specifications and extra requirements, and some retailers accept only one. Ask your largest customer which it recognises before you spend on either, and compare scope, audit rules and renewal terms with the body.
Do small food producers need ISO 22000?
Not by law. Small producers must comply with sanitary rules and any inspection regime for their products, and certification is a commercial choice when buyers request it. Start from the legal basics, then decide whether a customer requirement justifies a full management system. A gap review can show how much of the standard you already meet.
