In short

HACCP certification in Brazil at a glance

In Brazil, HACCP is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

HACCP in Brazil lives in two places at once: the inspection regimes that govern a plant's products and the buyers who ask to see the plan. The Ministry of Agriculture's inspection of animal-origin and plant-origin products and Anvisa's health surveillance decide what is legally required for each category, which this page does not attempt to list. Certification of the principles usually happens inside an ISO 22000 or FSSC 22000 audit, where an accredited body can issue a certificate, or through a customer's own programme. Cgcre, Inmetro's accreditation coordination, runs a programme for food safety management system certification bodies. Sterling's New York office helps build hazard analyses, validate critical limits, prepare prerequisite programmes and rehearse audits, with Effivity and Sterling Academy included with the engagement.

The need

Who needs HACCP in Brazil, and what happens without it

In Brazil the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Meat, dairy, fish and egg processorsThey operate under the Ministry of Agriculture's inspection of products of animal origin, which is the setting for hazard analysis.
  • Plant-origin food processors and packersPlant products also fall under inspection sections on MAPA's site.
  • Bakeries, beverage and ready-meal producersBuyers expect a documented HACCP plan from food suppliers.
  • Catering and food service operatorsHazard analysis applies to kitchens and service chains.
  • Exporters preparing for importer auditsImporting countries and buyers examine the HACCP plan during plant audits.

Requirements

HACCP requirements in Brazil

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Brazil these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Brazil?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Brazil these are the factors that set the timeline.

  • Number of product lines and process flows
  • Quality of prerequisite programmes and monitoring records
  • Validation evidence for critical limits
  • Customer or inspection deadline

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Brazil?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Brazil these factors move both.

  • Number of lines and products in scope
  • Monitoring equipment and training
  • Certification body audit fees, quoted separately from consulting
  • Laboratory testing for validation

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Brazil

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Brazil are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Brazil (3)

    InstrumentHow it treats the standard
Ministério da Agricultura e Pecuária — inspection servicesContext
MAPA's site carries sections on inspection of animal-origin and plant-origin products; legal obligations for hazard analysis sit in those regimes and in sanitary rules, which this page does not restate.
Agência Nacional de Vigilância Sanitária (Anvisa)Context
Regulates food and other products under health surveillance and publishes good practice certification lists for some categories.
Cgcre (Inmetro) and its Global ACI recognitionMarket driver
Cgcre's programme for food safety management system certification bodies and its recognition of ISO 22000 give an accredited route for management system certification that builds on HACCP principles.

Accreditation, audit language and remote audits in Brazil

HACCP is a set of principles, so there is no single HACCP certificate under one national scheme. Certification is usually offered as part of an ISO 22000 or FSSC 22000 audit, or as a customer-specific HACCP audit by an independent body. Ask the body whether its programme is accredited and what its certificate states, and confirm with the inspection authority whether your product category has legal HACCP duties. The certification body decides, not Sterling. Edition and transition details: HACCP hub →

    Audit language

Portuguese is the usual language of regulators, contracts and audit records, while English is common inside multinationals; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Plant audits are on site, covering flow diagrams, critical control points, monitoring records and verification; documents may be reviewed in advance.

HACCP in Brazil: questions clients ask

Is HACCP a legal requirement in Brazil?

For many food categories hazard control is part of the inspection regime and sanitary rules that apply to the product, set by the Ministry of Agriculture or Anvisa. This page does not restate the individual rules. Ask the competent authority, or a food-law adviser, which instruments cover your products before you build the plan around them.

Is there an accredited HACCP certificate in Brazil?

HACCP principles are normally certified through an ISO 22000 or FSSC 22000 audit, for which accreditation exists, rather than through a single national HACCP scheme. Some customers run their own HACCP audits instead. Check what your buyer asks for and what the certification body's certificate states, because the wording differs between programmes.

What do inspectors look at in a HACCP plan?

Inspection looks at how the plant controls hazards in practice: process flow, critical control points, limits, monitoring records and corrective actions. The Ministry of Agriculture's inspection sections describe the regimes for animal-origin and plant-origin products. A sound plan built from real data satisfies both inspectors and customer auditors, so avoid copying templates without validating limits.

Can a small producer certify HACCP without a full ISO system?

Often, yes, because some customer programmes and third-party audits assess the HACCP plan and prerequisites alone. The trade-off is recognition: buyers who want a GFSI-recognised scheme, or an ISO certificate, will not accept it. Ask your key customers which they accept, then compare scope and cost against a combined ISO 22000 audit.
