ISO 14001 certification in Brazil at a glance
In Brazil, ISO 14001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Before any plant in Brazil thinks about ISO 14001, it has to hold the right environmental licences. Law No. 6,938 of 1981 created the National Environment Policy, and Law No. 15,190 of 2025, the Lei Geral do Licenciamento Ambiental, set general rules for licensing activities that use resources or may pollute. Neither names the standard, so the certificate is a management tool and a buyer signal, not a permit. It is most useful where licence conditions, waste handling and monitoring need tracking across several sites, and where foreign customers audit environmental controls. Cgcre, Inmetro's accreditation coordination, runs a programme for environmental management system certification bodies and is a Global ACI Full Member. Sterling's New York office helps map aspects, legal requirements and controls, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 14001 in Brazil, and what happens without it
In Brazil the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Industrial plants that need environmental licencesThe licensing law sets the permit process for activities that use environmental resources or may pollute, and an environmental management system helps keep licence conditions under control.
- Mining, energy and infrastructure contractorsLicensing conditions and client requirements flow down to contractors working on site.
- Exporters supplying multinational buyersCustomer audits and supplier sustainability questionnaires ask for a certified environmental system.
- Food, chemical and packaging manufacturersWaste, effluent and emissions controls are routine audit topics for these plants.
- Zone-based manufacturersPlants in the Manaus Free Trade Zone and export processing zones face customer audits that include environmental performance.

Strip away the vocabulary and ISO 14001 requires a company to prove six things about how its activities affect the environment.
In Brazil these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 14001 explained →

How long does ISO 14001 certification take in Brazil?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Brazil these are the factors that set the timeline.
- Number of sites and the environmental aspects at each
- Status of licences and licence conditions
- Time to gather legal-requirement and monitoring evidence
- Certification body scheduling
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 14001 certification cost in Brazil?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Brazil these factors move both.
- Number of sites and complexity of environmental aspects
- Monitoring, waste and emergency-preparedness improvements
- Certification body audit fees, quoted separately from consulting
- Combining the audit with ISO 9001 or ISO 45001
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 14001 consultants and certification bodies in Brazil
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 14001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Brazil are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 14001 in Brazil (3)
| Instrument | How it treats the standard |
|---|---|
| Law No. 6,938 of 1981 and Law No. 15,190 of 2025 (environmental licensing) | Context The National Environment Policy and the general licensing law set the permit process for polluting or resource-using activities; neither names ISO 14001, and a certificate does not replace a licence. |
| Cgcre (Inmetro) and its Global ACI recognition | Market driver Global ACI records Cgcre's recognition for ISO 14001 (since 8 December 2005), and Inmetro lists a dedicated programme for environmental management system certification bodies. |
| Ibama | Regulator context The federal environmental agency; licence conditions are set by environmental bodies, and a management system certificate is not a licence. |
Accreditation, audit language and remote audits in Brazil
Use a certification body accredited for ISO 14001 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Brazil's national accreditation body is the Coordenação-Geral de Acreditação (Cgcre) of Inmetro, which Global ACI lists as a Full Member and MRA signatory. Global ACI's entry for Cgcre includes ISO 14001 among its recognised scopes. Ask each body for its accreditation certificate and check that the scope covers the standard and your sector. The accredited certification body decides, not Sterling. Edition and transition details: ISO 14001 hub →
Audit language
Portuguese is the usual language of regulators, contracts and audit records, while English is common inside multinationals; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Plants and sites are visited on-site to see waste, effluent, emissions and storage controls; document review and parts of management review can be remote.
ISO 14001 in Brazil: questions clients ask
Does an ISO 14001 certificate replace an environmental licence in Brazil?
No. Licences are issued by environmental bodies under Law No. 6,938 and the Lei Geral do Licenciamento Ambiental of 2025, and operating without one is a legal problem a certificate cannot solve. ISO 14001 helps by tracking licence conditions and legal requirements inside a management system. Check licensing questions with the competent environmental body or counsel.
Which body accredits ISO 14001 certification in Brazil?
Cgcre, part of Inmetro, runs a programme for environmental management system certification bodies, and Global ACI records its recognition for ISO 14001 from December 2005. That recognition places Brazilian certificates inside the international arrangements. Confirm that a candidate body's current scope lists environmental management systems before accepting its quotation.
Is ISO 14001 required for Zona Franca de Manaus companies?
The Decree-Law describing the zone and Suframa's site do not set it out as a condition. Individual customers, parent companies and tenders may still ask for it, because buyers of electronics and consumer goods audit environmental performance. Ask your customers and your Suframa project contacts what they expect, and plan certification only against a stated need.
Can ISO 14001 and ISO 9001 be audited together?
Yes, an integrated audit is common, and it reduces duplication in document control, internal audit and management review. The certification body decides audit time from the scope of each standard, and the certificates remain separate. Choose a body whose accreditation covers both, and tell it at application that you want a combined programme.
