In short

FSSC 22000 certification in Brazil at a glance

In Brazil, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Importers buying Brazilian ingredients, packaged foods and beverages frequently ask which food safety scheme the plant holds, and FSSC 22000 is often the answer. The Foundation FSSC owns the scheme, describes it as GFSI-recognised and lists Latin America among its regional representations. It builds on ISO 22000 and adds scheme requirements, so it is not a substitute for the federal inspection that governs animal-origin and plant-origin products. Global ACI lists FSSC 22000 scheme parts among the scopes recognised for Cgcre, Inmetro's accreditation coordination, while certificates come from bodies licensed by the scheme owner. Sterling's New York office helps close gaps in prerequisite programmes, food defence and fraud controls, supports internal audits and prepares plants for scheme audits, with Effivity and Sterling Academy included with the engagement.

The need

Who needs FSSC 22000 in Brazil, and what happens without it

In Brazil the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers supplying global retailers and brand ownersMany multinational buyers recognise FSSC 22000 as a GFSI-recognised scheme.
  • Packaging manufacturers for food contactThe scheme covers packaging and other food-chain categories beyond manufacturing.
  • Agribusiness and ingredient exportersImporters set scheme requirements for the Brazilian plants they source from.
  • Beverage and dairy processorsRecognition by customers decides whether ISO 22000 alone is enough.
  • Animal feed and pet food suppliersThe scheme family includes feed-sector requirements.

Requirements

FSSC 22000 requirements in Brazil

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Brazil these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Brazil?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Brazil these are the factors that set the timeline.

  • ISO 22000 base system maturity
  • Additional scheme requirements such as food defence and fraud controls
  • Number of sites and food chain categories
  • Scheme-licensed certification body availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Brazil?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Brazil these factors move both.

  • Number of sites and categories in scope
  • Additional programmes, testing and monitoring
  • Certification body audit fees, quoted separately from consulting and scheme fees
  • Unannounced audit preparation

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Brazil

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Brazil are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive FSSC 22000 in Brazil (3)

    InstrumentHow it treats the standard
Foundation FSSC — scheme ownerScheme rule
Describes itself as the global non-profit certification scheme owner for FSSC 22000 and FSSC 24000, based in the Netherlands with regional representatives including Latin America; FSSC 22000 is described as GFSI-recognised.
Cgcre (Inmetro) and its Global ACI recognitionMarket driver
Global ACI lists FSSC 22000 scheme parts among the management systems scopes recognised for Cgcre, with ISO 22003-1.
Ministério da Agricultura e Pecuária — inspection servicesContext
Federal inspection of animal-origin and plant-origin products continues to apply; a scheme certificate does not replace it.

Accreditation, audit language and remote audits in Brazil

Use a certification body accredited for FSSC 22000 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Brazil's national accreditation body is the Coordenação-Geral de Acreditação (Cgcre) of Inmetro, which Global ACI lists as a Full Member and MRA signatory. Global ACI's entry for Cgcre lists FSSC 22000 scheme parts among its recognised scopes. FSSC 22000 certificates come from certification bodies licensed by the scheme owner under its own rules. Ask each body for its accreditation certificate and check that the scope covers the standard and your sector. The accredited certification body decides, not Sterling. Audit language

Portuguese is the usual language of regulators, contracts and audit records, while English is common inside multinationals; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Plants are audited on site under the scheme's rules, and some audits are unannounced under those rules; documents may be reviewed in advance.

FSSC 22000 in Brazil: questions clients ask

How is FSSC 22000 different from ISO 22000?

ISO 22000 is the base international food safety standard, while FSSC 22000 is a certification scheme that builds on it with prerequisite programme specifications and scheme-owner rules, and the scheme is recognised by GFSI. A buyer that names FSSC 22000 will not necessarily accept ISO 22000 alone. Confirm the requirement in writing with your largest customer.

Can a Brazilian body certify FSSC 22000?

Global ACI lists FSSC 22000 scheme parts among the scopes recognised for Cgcre, so accreditation for it exists in Brazil. The scheme owner also licenses certification bodies and sets audit rules. Ask a candidate for both its accreditation scope and its scheme licence, then compare auditor experience in your food category.

Does the federal inspection regime still apply with FSSC 22000?

Yes. A plant that falls under the Ministry of Agriculture's inspection of animal-origin or plant-origin products stays subject to it, and Anvisa has its own remit. The scheme adds a certification layer that foreign customers recognise. Treat legal compliance as the floor, and ask the authority if you are unsure which regime covers your product.

Is FSSC 22000 needed for Brazilian food exporters?

Only when the importer asks. Brazil's food exporters sell under many buyer requirements, and some retailers accept several GFSI-recognised schemes while others name one. Check the buyer's supplier approval document, then compare the cost of FSSC 22000 with that of a scheme the buyer already accepts. Your decision should follow the buyer's wording.
