ISO 9001 certification in Brazil at a glance
One Brazilian instrument bears on ISO 9001. It does not name the standard. So why do buyers in Brazil keep asking for the certificate?
A buyer in Munich or Detroit asking a Brazilian supplier for ISO 9001 is usually applying its own supplier rules, because Brazilian law does not require the certificate. Inside Brazil the pull is commercial and procedural: the tenders law leaves qualification to each notice, civil construction has its own accreditation programme at Inmetro, and plants in the Manaus Free Trade Zone or export processing zones face audits from foreign customers. What gives a certificate weight is the accreditation behind the certification body. Cgcre, Inmetro's accreditation coordination, is a Global ACI Full Member with ISO 9001 among its recognised scopes. Sterling's New York office helps Brazilian organisations map processes, set controls and run internal audits before the certification body arrives, and Effivity and Sterling Academy are included with the engagement.
Who needs ISO 9001 in Brazil, and what happens without it
In Brazil the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Industrial suppliers to multinational manufacturersCustomer audits of Brazilian suppliers routinely begin with the question of whether an independently certified quality system exists, although no Brazilian statute makes ISO 9001 compulsory.
- Construction and engineering contractorsCgcre's programmes for management system certification bodies include a separate one for quality systems of service and works companies in civil construction.
- Suppliers pursuing public contractsQualification is set notice by notice under the tenders law, so a certificate helps some bids without being a registration condition.
- Exporters in the Manaus Free Trade Zone and export processing zonesForeign buyers audit zone-based plants, and a recognised quality system answers many supplier questionnaires.
- Software and outsourcing firms with overseas clientsClients ask for evidence of controlled delivery processes before awarding multi-year contracts.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.
Take the ISO 9001 readiness checkISO 9001 requirements in Brazil
Strip away the vocabulary and ISO 9001 requires a company to prove six things about how it delivers what customers order.
In Brazil these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 9001 explained →

How long does ISO 9001 certification take in Brazil?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Brazil these are the factors that set the timeline.
- Number of plants, branches and project sites in scope
- Maturity of existing procedures, records and internal audits
- Time needed to close nonconformities before certification
- Certification body scheduling around Carnival and the year-end break
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 9001 certification cost in Brazil?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Brazil these factors move both.
- Number of sites and headcount in scope
- Complexity of processes and outsourced activities
- Certification body audit fees, quoted separately from consulting
- Combining the system with ISO 14001 or ISO 45001
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 9001 consultants and certification bodies in Brazil
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 9001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Brazil are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 9001 in Brazil (3)
| Instrument | How it treats the standard |
|---|---|
| Cgcre (Inmetro) and its Global ACI recognition | Market driver Global ACI records Cgcre's recognition for ISO 9001 management systems certification since 23 August 1999, and Inmetro lists a dedicated programme for quality management system certification bodies; context, not a mandate. |
| Lei nº 14.133 of 1 April 2021 (new law on public tenders and administrative contracts) | Does not name the standard The Law leaves qualification criteria to each notice, and its integrity-programme provisions concern ethics, not quality systems. |
| Associação Brasileira de Normas Técnicas (ABNT) — Brazilian standards body | Standards role only Named here as the Brazilian standards body that publishes Brazilian adoptions of ISO standards under the ABNT NBR ISO designation. |
Accreditation, audit language and remote audits in Brazil
Use a certification body accredited for ISO 9001 by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Brazil's national accreditation body is the Coordenação-Geral de Acreditação (Cgcre) of Inmetro, which Global ACI lists as a Full Member and MRA signatory. Global ACI's entry for Cgcre includes ISO 9001 among its recognised management systems scopes. Ask each body for its accreditation certificate and check that the scope covers the standard and your sector. The accredited certification body decides, not Sterling. Audit language
Portuguese is the usual language of regulators, contracts and audit records, while English is common inside multinationals; agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Plants, warehouses and construction sites are normally visited in person; document review, management review and some interviews can run remotely at the certification body's discretion.
ISO 9001 in Brazil: questions clients ask
Is ISO 9001 compulsory for Brazilian public contracts?
No general rule requires it. Law No. 14,133 leaves qualification criteria to each notice, so one tender may reward a quality system while the next ignores it. What the Law does stress is an integrity programme for very large contracts. Read the evaluation clause of each notice you pursue, and put the certificate to work only where it earns points.
Who accredits the body that certifies ISO 9001 in Brazil?
Cgcre, Inmetro's accreditation coordination, is the national body, and Global ACI lists it as a Full Member and MRA signatory with ISO 9001 among its recognised scopes. Foreign certification bodies working in Brazil hold accreditation from their own home bodies. Whichever you choose, request the accreditation certificate and read the scope line before signing.
Does a construction company have a separate route?
Inmetro's accreditation pages list a programme for bodies certifying the quality systems of service and works companies in civil construction, alongside the general quality programme. A contractor should ask its candidate body which programme it holds and whether site-based audits of temporary projects are covered, because that decides how project sites are sampled.
What are ABNT standards and how do they relate to ISO 9001?
ABNT is Brazil's national standards body, and it publishes Brazilian adoptions of ISO documents under the ABNT NBR ISO designation. Read it as a source of the standard's text in Portuguese, not as the route to a certificate. Your certificate comes from an accredited certification body, and Cgcre or another accreditation body stands behind that body.
