In short

ISO 27001 certification in Bahrain at a glance

Three Bahraini instruments bear on ISO/IEC 27001. Not one of them names it. So why do buyers in Bahrain keep asking for the certificate?

Security expectations in Bahrain reach organisations from three directions at once. The Central Bank of Bahrain Rulebook asks licensed banks for cyber security risk management and sets conditions on cloud services; the Personal Data Protection Law requires appropriate technical and organisational measures for personal data; and the National Cyber Security Centre, formed under Decree 65 of 2020, oversees the national strategy that government and infrastructure suppliers work within. None of these names ISO/IEC 27001, so a certificate is a customer or tender choice, not a legal duty. It is issued by an accredited certification body, and because ISO/IEC 27001 is not recorded among the GCC Accreditation Centre's sub-scopes, the body's scope needs confirming before you commit. Banks' technology providers, outsourcers, cloud firms and public-sector suppliers are the typical candidates. Sterling's Dubai office runs the risk assessment and builds the controls, using Effivity and Sterling Academy training included with the engagement.

The need

Who needs ISO 27001 in Bahrain, and what happens without it

In Bahrain the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Licensed banks and their technology providersThe CBB Rulebook asks banks for cyber security risk management and sets cloud and outsourcing conditions that reach providers by contract.
  • Organisations processing personal dataThe PDPL requires appropriate technical and organisational measures and written processor contracts; an ISMS carries the evidence.
  • Government bodies and their IT suppliersThe NCSC oversees the national cybersecurity strategy, and suppliers meet its expectations through contracts.
  • Outsourcers, cloud and managed service providers serving Bahraini or overseas clientsCustomers ask for a recognised security system before sharing data.

ISO 27001 requirements in Bahrain

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Bahrain these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a Bahraini company certified

Time

How long does ISO 27001 certification take in Bahrain?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Bahrain these are the factors that set the timeline.

  • Existing controls that can be reused from banking or customer security questionnaires
  • Evidence maturity (logs, reviews, internal audit) before the second stage
  • Number of sites plus cloud and outsourced services in scope
  • Certification body scheduling around Ramadan, the Eid holidays and Friday as the weekly day of rest

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Bahrain?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Bahrain these factors move both.

  • Headcount and size of the IT estate
  • Gap closure found in the risk assessment
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Bahrain

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Bahrain are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Bahrain (4)

InstrumentHow it treats the standard
Central Bank of Bahrain Rulebook, Volume 1 (Conventional Banks), Operational Risk Management module (July 2021 edition)Expected in practice
Cyber security risk management and cloud provisions; the sections reviewed do not name ISO/IEC 27001.
Law No. (30) of 2018 with Respect to Personal Data Protection LawExpected in practice
Security of processing duty for controllers and written contracts with processors; no ISO standard named.
National Cyber Security Centre (NCSC), formed under Decree 65 of 2020Expected in practice
National cybersecurity strategy and critical national infrastructure protection; no standard named on the page.
Legislative Decree No. (36) of 2002 with respect to Regulating Government Tenders, Bids, Procurements and Sales (as amended)Market driver
The text checked sets no ISO/IEC 27001 requirement; each tender sets its own criteria.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Bahrain

Use a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated). The GCC Accreditation Centre (GAC) serves Bahrain; check that the certification body's accreditation scope covers this standard and your sector. No body is named here unless its scope has been verified. ISO/IEC 27001 is not recorded among GAC's management system scopes in its published scope lists, so confirm the scope in writing before you engage a body. Audit language

Arabic is the official language and English is the working language of most business; agree the audit language and the language of controlled documents with the certification body at application, and follow any Arabic-language requirement a regulator or customer sets.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27001 in Bahrain: questions clients ask

Does Bahrain law require ISO 27001 certification?

None of the instruments reviewed names ISO/IEC 27001 as a legal requirement. The Central Bank's Rulebook, the data protection law and the national cybersecurity strategy all create security expectations, and a customer or tender may add the certificate as a condition. Check the wording that applies to your licence or contract.

Which parts of the Central Bank of Bahrain Rulebook touch information security?

In the conventional banks volume (July 2021 edition), the Operational Risk Management module contains a cyber security risk management section with control guidelines, a rule that cloud encryption keys stay under the licensee's control, and a reference to the personal data law. Other licence types sit in other volumes, which were not reviewed.

Is an ISMS enough to meet the personal data law's security duty?

It helps, but it is not the whole duty. The law requires controllers for appropriate technical and organisational measures, recorded and accessible to the Authority, plus a written contract with any processor. An ISMS supplies much of that evidence; notification, transfer and rights obligations sit outside it and need their own attention.

Can any accredited certification body certify us to ISO 27001 in Bahrain?

Only one whose accreditation scope covers ISO/IEC 27001 and your sector. The GCC Accreditation Centre serves Bahrain, but ISO/IEC 27001 is not among the sub-scopes recorded for it in its published scope lists, so ask any candidate body for its scope in writing and verify it with the accreditation body.
