In short

ISO 22301 certification in Bahrain at a glance

Two Bahraini instruments bear on ISO 22301. Not one of them names it. So why do buyers in Bahrain keep asking for the certificate?

Business continuity in Bahrain is shaped first by banking supervision. The Central Bank of Bahrain Rulebook includes a Business Continuity Management section for conventional banks that sets out what a continuity plan should achieve: limit financial loss, keep serving customers and counterparties, and protect reputation and operations. The sections reviewed do not name ISO 22301, so the certificate is a choice made by a bank, a provider or a customer rather than a rule. Technology and payment providers serving banks, operators linked to the Bahrain Logistics Zone and suppliers to government, where the National Cyber Security Centre's strategy covers incident response for critical infrastructure, are the likeliest to want it. Certification is issued by an accredited certification body, and its scope for ISO 22301 should be checked, since it is not among the GCC Accreditation Centre's recorded scopes. Sterling's Dubai office runs the impact analysis and exercises.

The need

Who needs ISO 22301 in Bahrain, and what happens without it

In Bahrain the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Licensed banksThe CBB Rulebook has a business continuity management section setting out what a continuity plan is meant to achieve.
  • Payment, fintech and outsourcing providers serving banksBanks expect providers to show tested continuity arrangements.
  • Operators of critical services and government suppliersThe NCSC's strategy covers protection of critical national infrastructure and incident response.
  • Logistics and port-linked operatorsCustomers in the Bahrain Logistics Zone chain depend on uninterrupted handling.

ISO 22301 requirements in Bahrain

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In Bahrain these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

Time

How long does ISO 22301 certification take in Bahrain?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Bahrain these are the factors that set the timeline.

  • Business impact analysis across sites and suppliers
  • Time to run and document a realistic exercise
  • Dependence on outsourced IT and utilities
  • Certification body scheduling around Ramadan, the Eid holidays and Friday as the weekly day of rest

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in Bahrain?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Bahrain these factors move both.

  • Number of sites and critical activities
  • Depth of recovery testing
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in Bahrain

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Bahrain are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22301 in Bahrain (3)

    InstrumentHow it treats the standard
Central Bank of Bahrain Rulebook, Volume 1 (Conventional Banks), Operational Risk Management module (July 2021 edition)Expected in practice
A Business Continuity Management section sets objectives for continuity plans; the sections reviewed do not name ISO 22301.
National Cyber Security Centre (NCSC), formed under Decree 65 of 2020Expected in practice
National strategy covers critical national infrastructure protection and incident response; no standard named.
Legislative Decree No. (36) of 2002 with respect to Regulating Government Tenders, Bids, Procurements and Sales (as amended)Market driver
The text checked sets no ISO 22301 requirement; each tender sets its own criteria.

"Expected in practice" means the instrument asks for the outcomes ISO 22301 covers without naming a standard, and ISO 22301 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Bahrain

Use a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated). The GCC Accreditation Centre (GAC) serves Bahrain; check that the certification body's accreditation scope covers this standard and your sector. No body is named here unless its scope has been verified. ISO 22301 is not recorded among GAC's management system scopes in its published scope lists, so ask for the scope in writing. Audit language

Arabic is the official language and English is the working language of most business; agree the audit language and the language of controlled documents with the certification body at application, and follow any Arabic-language requirement a regulator or customer sets.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 22301 in Bahrain: questions clients ask

Does the Central Bank of Bahrain require ISO 22301?

Not by name, in the sections reviewed. The conventional banks volume has a Business Continuity Management section describing what a continuity plan should achieve, such as limiting financial loss and continuing to serve customers. ISO 22301 is a recognised way to run that discipline. Ask the Central Bank if your licence type carries a different requirement.

What does the Rulebook say a continuity plan is for?

It lists objectives: to minimise financial loss to the licensee, to keep serving customers and counterparties in the financial markets, and to limit damage to reputation, operations, liquidity and credit quality. Those three headings make a sensible frame for the business impact analysis behind an ISO 22301 system.

Who certifies a business continuity system in Bahrain?

An accredited certification body does, not a regulator or Sterling. The GCC Accreditation Centre serves Bahrain, yet ISO 22301 is not among the management system scopes recorded for it in its published scope lists, so ask each candidate body for its accredited scope and check it with the accreditation body.

Does the NCSC require continuity certification?

The government page reviewed describes the NCSC's mission as developing and overseeing the national cybersecurity strategy, including critical infrastructure protection and incident response, and it names no certification. If you supply a government body, its contract will state any continuity requirement, so read that document first.
