In short

ISO and GRC certification in Bahrain at a glance

Bahrain's certification market is shaped by a small number of rule-makers. The Personal Data Protection Law, Law No. 30 of 2018, governs personal data, with implementing decisions issued by the Minister of Justice, Islamic Affairs and Waqf. The Central Bank of Bahrain Rulebook asks licensed banks to address payment card security and to run business continuity and cyber security risk management. The National Cyber Security Centre, formed under Decree 65 of 2020, oversees the national cybersecurity strategy, and the National Health Regulatory Authority makes accreditation under its own standards a condition of staying licensed. Government purchasing follows Legislative Decree No. 36 of 2002, with certificate requirements left to each tender. Demand therefore comes from banking, payments and fintech, IT and managed services, healthcare providers, government suppliers, industrial and logistics operators, including those in the Bahrain International Investment Park, and contractors. Management system certificates come from accredited certification bodies, and the GCC Accreditation Centre serves Bahrain as an accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated). Sterling, with 20+ years of experience and 8,100+ client engagements in 60+ countries, serves Bahrain from Sterling's Dubai office, with Effivity and Sterling Academy included.

Regulators and laws that drive certification in Bahrain (7)

Law or regulatorWhat it asks forStandards it cites
Personal Data Protection Law (PDPL)
Personal Data Protection Authority (the law's Authority); implementing decisions issued by the Minister of Justice, Islamic Affairs and Waqf
Applies to processing by automatic means and to non-automatic processing of data in a filing system. It covers natural persons habitually resident or with a place of business in the Kingdom, legal persons with a place of business in the Kingdom, and persons outside the Kingdom who process data using means situated in it (other than mere transit), who must appoint a representative and notify the Authority. It does not apply to processing by an individual solely for personal or family affairs, or to public security processing by the Ministry of Defense, Ministry of Interior, National Guard, National Security Service or other security body. Controllers must apply appropriate technical and organisational measures and use a written contract with any processor; transfers outside the Kingdom are prohibited except to listed countries, with the Authority's authorisation, or under the law's exemptions; a controller gives prior notice to the Authority unless exempt, including where a Data Protection Guardian is appointed.
Ministerial decisions implementing the PDPL (announced 20 March 2022)
Personal Data Protection Authority; Ministry of Justice, Islamic Affairs and Waqf
The ministry's announcement says controllers may transfer personal data directly to the countries and territories listed in the schedule to the transfer decision, and to other countries with the Authority's permission case by case; it also describes how external data protection guardians register through the Authority's website. Read the decisions themselves before relying on this summary.
Central Bank of Bahrain (CBB)
Licensed conventional banks
CBB Rulebook, Volume 1 (Conventional Banks), Operational Risk Management module, July 2021 edition: licensee policies for e-banking are to cover communication and security standards such as PCI-DSS compliance for cards; a Business Continuity Management section sets out the objectives of a business continuity plan; a cyber security risk management section carries cyber security control guidelines; data confidentiality provisions refer to the Personal Data Protection Law; cloud provisions require encryption keys to stay within the licensee's control. The sections reviewed do not name ISO/IEC 27001 or ISO 22301. Other Rulebook volumes (for example for Islamic banks, insurers and payment service providers) were not reviewed and should be checked for the licence type concerned.PCI DSS
National Cyber Security Centre (NCSC)
Government and critical national infrastructure
Formed under Decree 65 of 2020; the government portal says its mission includes developing and overseeing implementation of the national cybersecurity strategy, covering protection of critical national infrastructure, governance, awareness, threat intelligence exchange and incident response. The page does not name a controls standard or ISO standard that the NCSC itself applies.
National Health Regulatory Authority (NHRA)
Healthcare facilities
NHRA Accreditation Policy: accreditation of licensed healthcare facilities is mandatory for a licence to remain in operation and is assessed against NHRA's own facility standards; the policy cites Law No. 38 of 2009 establishing NHRA among its instruments and does not refer to ISO standards.
Supreme Council for Environment
Environment (all operators)
Legislative Decree No. (47) of 2012 establishes the Council, attached to the Council of Ministers, and transfers to it the powers of the earlier environment bodies under Legislative Decree No. (21) of 1996 regarding Environment. The decree does not refer to ISO 14001.
Ministry responsible for labour affairs
Private-sector employers (workplace safety)
Law No. 36 of 2012 promulgating the Labour Law for the Private Sector has a chapter on occupational safety and health and the work environment; it requires an employer to provide occupational safety and health facilities that protect workers from work hazards, and it does not refer to ISO 45001.

Accreditation and recognition

  • GCC Accreditation Centre (GAC): Regional accreditation centre serving Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, the UAE and Yemen.

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement

  • Government tenders, bids, procurement and sales (Tenders and Bids Board (tender board), under Legislative Decree No. (36) of 2002 as amended by Law No. (29) of 2010): The decree regulates how government bodies tender, bid, purchase and sell, and includes rules that keep Board members and others involved in tender activities out of procedures in which they have a direct interest. The English text checked sets no ISO certificate requirement; any certificate a bidder must hold is set in the individual tender documents.

Economic zones

  • Bahrain International Investment Park (BIIP): industrial and manufacturing
  • Bahrain Logistics Zone (BLZ): logistics, re-export
  • Salman Industrial City (including the Bahrain Investment Wharf and the Hidd industrial zone): industrial, maritime

Requirements, clause by clause

What the standards require, clause by clause

Before you start in Bahrain, read what each clause and subclause requires of you, how to implement it, the evidence auditors look for and the mistakes to avoid.

Questions Bahraini clients ask

Are certification audits in Bahrain conducted in Arabic or English?

Either can work. Arabic is the official language, while English carries most work in banks, multinationals and technology firms, so the language of the audit and of your controlled documents is agreed with the certification body when you apply. A regulator, government buyer or customer contract that asks for Arabic takes precedence over habit.

Which accreditation should a certification body hold for work in Bahrain?

The GCC Accreditation Centre, which serves Bahrain, is the regional body to look for. Its recorded management system scopes include ISO 9001, ISO 14001, ISO 13485 and ISO 45001, but ISO/IEC 27001 is not recorded for it in its published scope lists. For any standard, read the certification body's certificate and ask to see the accredited scope in writing.

Does Bahrain's data protection law reach companies based outside the Kingdom?

It can. The law also covers a person with no residence or place of business in Bahrain who processes data using means situated in the Kingdom, other than for mere transit of data. That person must appoint a representative and notify the Authority of the appointment. Take advice from counsel or the Authority on your own set-up.

Do you need ISO certification to win Bahraini government tenders?

Not as a general rule. The government tenders decree, as the English text reads, sets no ISO certificate requirement. What a bidder must hold is written into each tender's own documents, so read the criteria of the specific invitation. A certificate may still help a bid, but the tender documents decide whether it is mandatory.

What does the Central Bank of Bahrain Rulebook say about card payment security?

In the Operational Risk Management module for conventional banks (July 2021 edition), policies for e-banking are to address communication and security standards, with PCI-DSS compliance for cards given as an example. Licensees of other types should read the Rulebook volume that applies to their licence and ask the Central Bank where unsure.

Does Friday affect when audits can be scheduled in Bahrain?

Yes. Friday is the statutory weekly day of rest, although an employer may move it to another day for some of its workers, so confirm the site's actual working days before fixing dates. Ramadan hours and the Eid holidays also matter, and their dates shift every year, so book around them early with the certification body.
