In short

PCI DSS compliance in Bahrain at a glance

Central Bank of Bahrain Rulebook, Volume 1 (Conventional Banks), Operational Risk Management module (July 2021 edition) refers to PCI DSS, yet none of the Bahraini instruments checked makes it compulsory. Buyers in Bahrain ask for it anyway.

Card security reaches Bahraini organisations through two doors. The Central Bank of Bahrain Rulebook asks licensed conventional banks to cover standards such as PCI-DSS compliance for cards in their e-banking policies; licensees of other types should read the Rulebook volume for their licence. For everyone else the obligation is contractual, set by acquirers and the payment brands under the standard owned by the PCI Security Standards Council. Validation is either a Report on Compliance from a Qualified Security Assessor, an independent company the Council has qualified, or a self-assessment, depending on the entity's level. No regulator issues a PCI certificate. Banks, merchants, hotels, online sellers and service providers handling card data for overseas clients all have to scope their cardholder data environment first. Sterling's Dubai office scopes it, closes the gaps and prepares the evidence for the assessor or the self-assessment.

Requirements

PCI DSS requirements in Bahrain

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Bahrain these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in Bahrain?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Bahrain these are the factors that set the timeline.

  • Size of the cardholder data environment and its segmentation
  • Number of third-party service providers in scope
  • Evidence of scans, testing and log reviews

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Bahrain?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Bahrain these factors move both.

  • Scope of the cardholder data environment
  • QSA fees quoted separately from consulting
  • Technical remediation such as encryption, logging and segmentation

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Bahrain

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Bahrain are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Assessments and reports are normally in English; keep policies in a language your own staff and the assessor can both work in.

QSA assessment arrangements are set by the QSA under Council rules; readiness work can be on-site or remote.

PCI DSS in Bahrain: questions clients ask

QSA or self-assessment for a Bahraini merchant?

Your acquirer decides, based on the volume and type of card business you do. Larger entities are commonly asked for a Report on Compliance from a QSA, and smaller ones may complete a self-assessment questionnaire. Get the requirement from your acquirer or payment brand contact in writing before you scope any work.

    Who qualifies QSAs?

The PCI Security Standards Council does. Its programme describes QSA companies as independent organisations qualified to validate an entity's adherence to PCI DSS, re-qualified each year. The Council lists them but does not endorse them, so choose one on its merits and check its current listing on the Council's site.

Is there a PCI DSS certificate issued by a Bahraini authority?

No Bahraini authority issues one. Compliance is evidenced by a Report on Compliance from a QSA or by a self-assessment with an Attestation of Compliance, depending on what applies to you. Treat any offer of a PCI certificate with caution and ask your acquirer what evidence it will accept.
