Bahrain Personal Data Protection Law compliance in Bahrain at a glance

Law No. (30) of 2018 with Respect to Personal Data Protection Law is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Bahrain ask for evidence that you meet it.

Bahrain's Personal Data Protection Law, Law No. 30 of 2018, is a single statute with a long reach. It applies to businesses with a place of business in the Kingdom and to overseas businesses that process data using means situated in Bahrain, which then must appoint a representative. Controllers have to notify the Personal Data Protection Authority unless exempt, apply appropriate technical and organisational measures, bind processors by written contract, and restrict transfers outside the Kingdom to listed countries, authorised cases or the law's exemptions. The Minister of Justice, Islamic Affairs and Waqf issued the implementing decisions in 2022, and the Central Bank's Rulebook points licensed banks to the law. There is no PDPL certificate: compliance is evidenced by records, notices, contracts and security measures, with ISO/IEC 27701 certification by an accredited body as an optional benchmark. Sterling's Dubai office builds that evidence, with Sterling Academy training included in the engagement.

      Time

How long does Bahrain Personal Data Protection Law compliance take in Bahrain?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Bahrain these are the factors that set the timeline.

      • Number of processing activities and systems to map
      • Notification and prior authorisation items for sensitive, biometric or surveillance processing
      • Cross-border transfer and processor contract review

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does Bahrain Personal Data Protection Law compliance cost in Bahrain?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Bahrain these factors move both.

      • Number of legal entities and processing activities
      • Volume and sensitivity of the data held
      • Security measure remediation needed

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

Bahrain Personal Data Protection Law consultants and assessors in Bahrain

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers Bahrain Personal Data Protection Law and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Bahrain are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Bahrain

Compliance, not certification: the PDPL has no certificate. Evidence is the controller's or processor's records, notices, contracts, notifications and security measures. ISO/IEC 27701 certification by an accredited body is optional and is not proof of compliance. Edition and transition details: Bahrain Personal Data Protection Law hub →

          Audit language

Agree the language of privacy notices with the people they address; the Authority's filings and your internal records should be kept in a language its staff can read.

          Remote and on-site

Data mapping and gap workshops can be on-site or remote; no external assessment is prescribed by the law itself.

Bahrain Personal Data Protection Law in Bahrain: questions clients ask

Who has to notify the Personal Data Protection Authority?

A controller must give the Authority prior notice of automated processing unless an exemption applies, and one exemption covers situations where a Data Protection Guardian is appointed. Employers processing staff data for their duties and non-profit bodies are among the other listed exemptions. Check the current notification rules with your counsel or the Authority.

Can personal data be sent outside Bahrain?

Only on the law's terms. Transfers are prohibited unless the destination is on the Authority's list of adequate countries, the Authority authorises the transfer, or an exemption such as the data subject's consent applies. The ministry's 2022 decisions describe the listed countries and case-by-case permission. Confirm your route with counsel before moving data.

Does the law apply to a business with no premises in Bahrain?

It may. A business without a residence or place of business in the Kingdom is caught if it processes data using means situated there, apart from mere transit. It must appoint a representative who can undertake the law's obligations and tell the Authority at once. Get legal advice on whether your systems count.

Is there a certificate for PDPL compliance?

No certificate exists under the law. You show compliance through your processing records, notices, contracts, notifications and security measures. ISO/IEC 27701 certification from an accredited body is a voluntary extra that some customers like to see, though it does not prove compliance and it is not required by Bahrain's law.
