In short

ISO 27001 certification in Thailand at a glance

Two Thai instruments bear on ISO/IEC 27001. Not one of them names it. So why do buyers in Thailand keep asking for the certificate?

Two Bank of Thailand notifications shape how Thai finance buys information security. FPG. 19/2560 sets IT risk rules for financial institutions, asking for policies in line with international standards and for service providers to be certified to such standards; SorNorChor. 11/2561 sets security expectations for payment system providers, from access control to a regular security audit. Neither names ISO/IEC 27001, yet a certified information security management system gives banks, payment firms and the BPO and software suppliers behind them one externally audited answer to both. The Personal Data Protection Act, B.E. 2562 (2019), adds a data protection layer. The certificate is issued by an accredited certification body, and the National Standardization Council's recorded scopes do not include ISO/IEC 27001, so check each body's own accreditation. Sterling's Manila office implements the ISMS, maps it to regulator and customer requirements and prepares the internal audit and management review evidence, remotely or on site, with Effivity and Sterling Academy included. Route details and frequent questions follow.

The need

Who needs ISO 27001 in Thailand, and what happens without it

In Thailand the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks and other financial institutions, and their technology suppliersThe Bank of Thailand's IT risk notification asks for policies in line with international standards and for service providers to hold certification to international or generally accepted IT standards.
  • Payment system and payment service providersThe Bank of Thailand's payment security notification sets access, confidentiality, integrity, availability and audit expectations that an ISMS organises.
  • BPO and IT service firms handling data for overseas clientsOverseas customers usually ask for an independently certified ISMS before sending personal or financial data.
  • Organisations processing personal data of people in ThailandThe PDPA creates obligations that an ISMS helps evidence.

ISO 27001 requirements in Thailand

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Thailand these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a Thai company certified

How to get ISO 27001 certified in Thailand

One team from the Manila office carries the work from scoping to certificate. Clients across Thailand are served from Sterling's Manila office, on site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27001 and the Thai requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 27001 certification take in Thailand?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Thailand these are the factors that set the timeline.

  • Existing Bank of Thailand or customer security controls that can be reused
  • Evidence maturity (logs, reviews, internal audit) before the main audit
  • Number of sites, cloud services and outsourced providers in scope

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Thailand?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Thailand these factors move both.

  • Size and complexity of the IT estate
  • Mapping to regulator or customer security requirements alongside the ISMS
  • Certification body audit fees quoted separately from consulting
  • Technical fixes found by the risk assessment

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Thailand

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Thailand are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Thailand (3)

InstrumentHow it treats the standard
Bank of Thailand Notification No. FPG. 19/2560, Regulations on Information Technology Risk of Financial InstitutionsExpected in practice
Policies in line with international standards or generally accepted frameworks, and certification expected of service providers; no ISO number named.
Bank of Thailand Notification No. SorNorChor. 11/2561 on security of information technology systemsExpected in practice
Four security areas and a regular security audit for payment system providers; refers to international standard guidelines in general terms.
Personal Data Protection Act, B.E. 2562 (2019)Related
Personal data protection obligations that an ISMS supports; the Act is not an ISO 27001 mandate.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Thailand

Use a certification body whose accreditation covers ISO/IEC 27001, granted by a body in the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated). The NSC scopes recorded for management systems name ISO 9001, ISO 14001 and ISO 50001 only, so read the body's own accreditation certificate for ISO/IEC 27001 and your sector. No body is named here. Edition and transition details: ISO/IEC 27001 hub →

Audit language

Audits are available in English and Thai; agree the audit and document language with the certification body, and follow any Thai-language requirement a regulator or government buyer sets.

Remote and on-site

Remote audit techniques are at the certification body's discretion; data centres, offices and delivery sites in scope are normally visited on site.

ISO 27001 in Thailand: questions clients ask

Is ISO 27001 mandatory in Thailand?

None of the instruments read names ISO/IEC 27001 as compulsory. The Bank of Thailand's IT risk notification refers to international standards and generally accepted frameworks, and expects service providers to be certified to such standards, so banks tend to ask their suppliers for it. Confirm with your regulator or your customer's contract whether a certificate is wanted.

Does the Bank of Thailand's IT risk notification name ISO 27001?

No. Notification FPG. 19/2560 asks that policies follow international standards or generally accepted frameworks for IT risk and security controls, and mentions certification of service providers and security staff in the same general terms. It cites no ISO standard number, so a financial institution decides how to evidence conformity. Read the current text on the Bank of Thailand's site.

Which accreditation should an ISO 27001 certification body hold in Thailand?

Ask for the accreditation certificate and look for ISO/IEC 27001 written into its scope; the accrediting body should sit within the international mutual recognition arrangements. Thailand's National Standardization Council has recorded scopes for quality, environmental and energy management only, so information security is not covered by that listing. Treat any claim of coverage as something to verify.

Does ISO 27001 satisfy the payment security expectations of the Bank of Thailand?

It can carry much of the evidence but does not replace the regulator's own requirements. The payment security notification covers access control, confidentiality and system integrity, service availability and a regular security audit reported to the Bank of Thailand, and it names no ISO standard. One ISMS can serve both purposes; keep the regulator's reporting separate.
