ISO 27701 certification in Thailand at a glance
In Thailand, ISO/IEC 27701 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Privacy certification is optional in Thailand, and that shapes how ISO/IEC 27701 is used. The Personal Data Protection Act, B.E. 2562 (2019), creates the legal duties and is overseen by the Personal Data Protection Committee; the PDPC's notification on criteria for personal data sent or transferred to a foreign country, issued in B.E. 2566 (2023), adds a transfer layer for groups with overseas affiliates or cloud providers. An accredited ISO/IEC 27701 certificate does not prove compliance, but it gives BPOs, software providers and financial suppliers an independently audited privacy management system to show customers who ask. It builds on ISO/IEC 27001, and the National Standardization Council's recorded scopes list neither, so each certification body's accreditation must be checked. Sterling's Manila office builds the privacy information management system on top of an ISMS, with Effivity and Sterling Academy included in the engagement. Local questions are answered below.
Who needs ISO 27701 in Thailand, and what happens without it
In Thailand the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Controllers and processors that want an external benchmark for PDPA workISO/IEC 27701 certification by an accredited body is an optional benchmark, not proof of legal compliance.
- BPO and cloud providers processing personal data for overseas customersCustomers ask processors for independently audited privacy controls.
- Groups sending personal data to other countriesThe PDPC's transfer notification makes cross-border flows a documented, reviewable activity.
- Financial institutions and their suppliersBank of Thailand rules already push suppliers toward certified security management.

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.
In Thailand these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How long does ISO 27701 certification take in Thailand?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Thailand these are the factors that set the timeline.
- Existing ISO/IEC 27001 system or the need to build one first
- Number of processing activities, vendors and transfer routes
- Privacy rights and breach procedures already in place
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27701 certification cost in Thailand?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Thailand these factors move both.
- Volume and sensitivity of personal data
- Number of legal entities, controllers and processors
- Certification body audit fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27701 consultants and certification bodies in Thailand
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Thailand are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Thailand
Use a certification body accredited for ISO/IEC 27701 by a body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated). ISO/IEC 27701 builds on ISO/IEC 27001, and the NSC scopes recorded for management systems list neither, so read the body's accreditation certificate. Edition and transition details: ISO/IEC 27701 hub →
Audit language
Audits can be in English or Thai; privacy notices and rights procedures should be in the language of the data subjects, usually Thai.
Remote and on-site
Document and process review can be partly remote at the certification body's discretion; operations and data handling areas are visited on site.
ISO 27701 in Thailand: questions clients ask
Does ISO 27701 prove PDPA compliance?
No. ISO/IEC 27701 certification is an optional external benchmark of your privacy information management system, and it is neither a legal requirement nor proof that you comply with the Personal Data Protection Act. Compliance rests on your own records and measures, so take advice from counsel on what the Act requires of you.
Do I need ISO 27001 before ISO 27701?
In practice, yes. ISO/IEC 27701 extends ISO/IEC 27001, so certification rests on a working information security management system, either already certified or built in the same project. Your certification body will confirm how it handles the two, and the combined audit can be more efficient than two separate ones.
How does ISO 27701 help with data transfers abroad?
It gives you a documented inventory of processing, vendors and transfer routes, which is the starting point for applying the PDPC's notification on criteria for personal data sent or transferred to a foreign country, issued in B.E. 2566 (2023). The certificate does not decide whether a transfer is lawful; read the notification with counsel.
Which accreditation should an ISO 27701 certification body hold?
Neither ISO/IEC 27701 nor ISO/IEC 27001 appears among the scopes recorded for Thailand's National Standardization Council, so the certification body must demonstrate its own accreditation for both. Look for the standards named in its accreditation certificate, issued within the international arrangements, and confirm that the combined audit you want is covered.
