In short

ISO 22000 certification in Thailand at a glance

BOI Investment Promotion Guide 2025 refers to ISO 22000, yet none of the Thai instruments checked makes it compulsory. Buyers in Thailand ask for it anyway.

Food safety certification in Thailand has an unusually concrete driver: the Board of Investment's Investment Promotion Guide 2025 requires certification to ISO 22000, or another standard accepted by the Global Food Safety Initiative, before the corporate income tax exemption can be used for specified food activities, with HACCP and GMP named for others. The Eastern Economic Corridor's BCG economy cluster adds advanced agriculture and food for the future to the picture, and Thai exporters are routinely asked by buyers for a certified food safety system. Certification comes from an accredited certification body, and the national bureau for agricultural commodity and food standards, ACFS, has ISO 22000 recorded in its accreditation scope. Sterling's Manila office builds the hazard analysis, prerequisite programmes and operational controls for processors and their suppliers, on site where the plant must be seen, with Effivity and Sterling Academy included in the engagement. The local questions are answered below.

The need

Who needs ISO 22000 in Thailand, and what happens without it

In Thailand the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers seeking BOI promotionThe BOI guide makes ISO 22000, or another standard accepted by the Global Food Safety Initiative, a condition for food activities.
  • Ingredient, packaging and cold-chain suppliers to food producersFood producers pass their food safety management expectations down to suppliers.
  • Food and agro-processors in the Eastern Economic CorridorThe BCG economy cluster includes advanced agriculture and food for the future.
  • Caterers and food service operators

Requirements

ISO 22000 requirements in Thailand

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Thailand these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How Sterling gets a Thai company certified

One team from the Manila office carries the work from scoping to certificate. Clients across Thailand are served from Sterling's Manila office, on site where the work needs it and remotely otherwise.

  2. Gap assessment against ISO 22000 and the Thai requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.

Time

How long does ISO 22000 certification take in Thailand?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Thailand these are the factors that set the timeline.

  • Number of food chain categories and product lines in scope
  • Maturity of hazard analysis and prerequisite programmes
  • Certification body scheduling around production peaks and public holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Thailand?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Thailand these factors move both.

  • Number of sites and product lines
  • Facility, pest and allergen control improvements needed
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Thailand

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Thailand are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Thailand

Use a certification body accredited for ISO 22000 by the National Bureau of Agricultural Commodity and Food Standards (ACFS), whose recorded scope includes ISO 22003-1 and ISO 22000 (FSMS), or by another body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated). Check the certificate scope for your food chain category. Edition and transition details: ISO 22000 hub →

Audit language

Audits can be in Thai or English; keep Thai versions of hygiene, allergen and process-control instructions used on the production floor.

Remote and on-site

Document review may be partly remote at the certification body's discretion; production, storage and dispatch areas are always seen on site.

ISO 22000 in Thailand: questions clients ask

Does BOI promotion require ISO 22000?

For specific food activities it is a condition: the Investment Promotion Guide 2025 requires certification to a food safety management system standard such as ISO 22000, or another standard accepted by the Global Food Safety Initiative, before the tax exemption can be used. HACCP and GMP are named for other food activities. Check your activity with the BOI.

Which Thai body accredits food safety certification bodies?

The National Bureau of Agricultural Commodity and Food Standards (ACFS) has food safety management systems certification recorded in its scope, covering ISO/IEC 17021-1, ISO 22003-1 and ISO 22000. A certification body accredited elsewhere within the international arrangements is also possible; check its accreditation certificate covers your food chain category.

What is the difference between ISO 22000 and FSSC 22000?

ISO 22000 is the international food safety management system standard. FSSC 22000 is a separate certification scheme that builds on it with additional requirements, run by its own scheme owner. Which one you need depends on what your customers and any BOI condition accept, so confirm that before committing.

Which Eastern Economic Corridor cluster includes food?

EECO's BCG economy cluster takes in food for the future, along with green economy, biofuel and biochemical, and advanced agriculture and biotechnology. Food processors in or near the corridor therefore operate in a promoted sector. Whether a certification condition follows depends on the promotion terms for the specific activity, which the BOI can confirm.
