In short

HACCP certification in Thailand at a glance

BOI Investment Promotion Guide 2025 refers to HACCP, yet none of the Thai instruments checked makes it compulsory. Buyers in Thailand ask for it anyway.

Hazard analysis is the backbone of food safety, and in Thailand it has a regulatory hook: the Board of Investment's Investment Promotion Guide 2025 says a project must be certified by international standards, such as HACCP and GMP, for a named food activity before the corporate income tax exemption applies. Other food activities in the guide name ISO 22000 or standards accepted by the Global Food Safety Initiative instead. The Eastern Economic Corridor's BCG economy cluster lists food for the future and advanced agriculture, so processors near the corridor operate in a promoted sector. We did not verify a general Thai rule that requires a HACCP certificate; buyers and promotion terms drive it. Certification comes from an accredited certification body or one a buyer recognises. Sterling's Manila office builds the hazard analysis, prerequisite programmes and monitoring records for Thai processors, on site where the line must be seen, with Effivity and Sterling Academy included in the engagement.

The need

Who needs HACCP in Thailand, and what happens without it

In Thailand the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers seeking BOI promotion for certain food activitiesThe BOI guide names HACCP and GMP as a certification condition for a food activity.
  • Small and mid-sized processors starting a food safety systemHACCP is the hazard analysis core that larger schemes build on.
  • Food and agro-processors in the Eastern Economic CorridorThe BCG economy cluster includes food for the future and advanced agriculture.
  • Caterers, cold-chain and packing operators

Requirements

HACCP requirements in Thailand

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Thailand these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Thailand?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Thailand these are the factors that set the timeline.

  • State of prerequisite programmes
  • Number of process flows and hazards to analyse
  • Scheduling around production peaks and holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Thailand?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Thailand these factors move both.

  • Number of product lines and process steps
  • Facility and monitoring improvements needed
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Thailand

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Thailand are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Thailand

HACCP certification is given by an accredited certification body or one recognised by your buyer; what counts depends on the scheme the buyer or the BOI condition accepts. Check the body's accreditation scope for food activities, within the accreditation arrangement within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated) or by ACFS where relevant. No body is named here. Edition and transition details: HACCP hub →

    Audit language

Audits can be in Thai or English; hazard analyses and monitoring records should be in the language of the people who complete them.

    Remote and on-site

Document review can be partly remote at the certification body's discretion; production lines, storage and hygiene controls are verified on site.

HACCP in Thailand: questions clients ask

    Does BOI promotion mention HACCP?

Yes, for a named food activity. The Investment Promotion Guide 2025 says the project must be certified by international standards, such as HACCP and GMP, before the tax exemption applies. Other food activities name ISO 22000 or GFSI-accepted standards instead, so check which condition attaches to your activity.

Is HACCP certification a legal requirement in Thailand?

Not in the energy conservation law's published material. HACCP is named in a BOI promotion condition, and buyers often ask for it, but we did not verify a general Thai rule requiring a certificate. Ask your customers and the competent authority what applies, and take counsel's advice if licensing is involved.

Which Eastern Economic Corridor cluster is relevant to food?

The BCG economy cluster, listed by EECO with green economy, biofuel and biochemical, advanced agriculture and biotechnology, and food for the future. It marks food as a promoted sector, but it does not itself require a HACCP certificate. Customers and any promotion terms set that.

How does HACCP relate to ISO 22000?

HACCP principles sit inside ISO 22000, which wraps hazard analysis in a management system with policy, objectives, internal audit and management review. Many processors start with HACCP and grow into ISO 22000 or a GFSI-benchmarked scheme when customers ask. Choose by what your buyers and any BOI condition accept.
