FSSC 22000 certification in Thailand at a glance
BOI Investment Promotion Guide 2025 refers to FSSC 22000, yet none of the Thai instruments checked makes it compulsory. Buyers in Thailand ask for it anyway.
Retailers and brand owners that ask Thai food producers for FSSC 22000 are asking for a scheme, not just a standard. The Board of Investment's Investment Promotion Guide 2025 refers to ISO 22000 or other standards accepted by the Global Food Safety Initiative for specified food activities, and does not name FSSC 22000, so the choice depends on what customers and any promotion conditions accept. The Eastern Economic Corridor's BCG economy cluster lists advanced agriculture and food for the future, which keeps Thai food processing in a promoted sector. FSSC 22000 builds on ISO 22000 and adds scheme requirements such as food defence and food safety culture; certificates come from certification bodies licensed by the scheme owner and accredited, and the bureau ACFS has ISO 22000 recorded in its own scope. Sterling's Manila office prepares Thai processors for that audit, on site where the plant must be seen, with Effivity and Sterling Academy included in the engagement. Local questions are answered below.
Who needs FSSC 22000 in Thailand, and what happens without it
In Thailand the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food manufacturers supplying retailers and brand owners that require a GFSI-benchmarked schemeThe BOI guide itself refers to standards accepted by the Global Food Safety Initiative for food activities.
- Packaging producers serving the food industryFood brand owners extend scheme requirements to their packaging suppliers.
- Food and agro-processors in the Eastern Economic CorridorThe BCG economy cluster includes advanced agriculture and food for the future.
- Exporters whose buyers name FSSC 22000

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.
In Thailand these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

How long does FSSC 22000 certification take in Thailand?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Thailand these are the factors that set the timeline.
- How much of ISO 22000 and prerequisite programmes already exists
- Food safety culture and food defence work to add
- Scheme audit scheduling around production peaks and holidays
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does FSSC 22000 certification cost in Thailand?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Thailand these factors move both.
- Number of sites and product categories
- Additional scheme requirements beyond the ISO standard
- Certification body audit fees quoted separately from consulting
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
FSSC 22000 consultants and certification bodies in Thailand
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Thailand are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Thailand
FSSC 22000 certificates come from certification bodies licensed by the scheme owner and accredited for the scheme's requirements, so check both the scheme licence and the accreditation certificate. ACFS has ISO 22000 recorded in its scope; other bodies within the accreditation arrangement within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated) may also hold it. No body is named here. Edition and transition details: FSSC 22000 hub →

FSSC 22000 in Thailand: questions clients ask
Does the BOI accept FSSC 22000?
The BOI guide's food conditions name ISO 22000 or other standards accepted by the Global Food Safety Initiative, and do not mention FSSC 22000 by name. Whether a particular scheme version qualifies for your activity is a question for the BOI, which you should ask before relying on it.
How is FSSC 22000 different from ISO 22000?
FSSC 22000 is a separate certification scheme that builds on ISO 22000 with additional requirements, and it has its own scheme owner and rules. ISO 22000 is the underlying international standard. Many buyers name one or the other, so start from your customers' written requirements.
Which Thai body accredits food safety certification bodies?
ACFS, the agricultural commodity and food standards bureau, has ISO 22000 food safety management systems certification recorded in its scope. FSSC 22000 adds scheme licensing on top, so check the certification body's licence with the scheme owner as well as its accreditation certificate, and confirm both cover your food chain category.
Which Eastern Economic Corridor cluster covers food processors?
Food and agro-processors fall most naturally under the corridor's BCG economy cluster, one of five target industry clusters EECO describes. The cluster list covers advanced agriculture and food for the future. Being in a promoted sector does not itself create a certification requirement; buyers and any investment promotion terms decide.
