In short

ISO 22000 certification in Tanzania at a glance

In Tanzania, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Food reaching Tanzanian shelves or export containers passes through a regulator that also writes the standards: TBS certifies and registers food and food products under the Standards Act and runs food risk assessment on chemical, microbial and physical hazards. ISO 22000 gives processors one management system for those hazards, from prerequisite programmes to verified controls. SADCAS, the accreditation body serving Tanzania, holds international recognition for ISO 22000 certification, so a certificate from a body it accredits travels well with export buyers. Agro-processors in TISEZA's zones, beverage makers and suppliers to hotels and caterers make up much of the demand. Sterling prepares the system and the evidence; an accredited certification body carries out the audit and decides on certification. The work is led from Sterling's Nairobi office, which brings 8,100+ client engagements in 60+ countries, and includes Effivity and Sterling Academy with the engagement.

The need

Who needs ISO 22000 in Tanzania, and what happens without it

In Tanzania the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food and beverage manufacturersTBS certifies and registers food and food products and assesses food risks, so processors need hazard control that stands up to inspection.
  • Exporters of processed food and agricultural productsOverseas buyers commonly ask for a certified food safety management system before listing a supplier.
  • Agro-processors in special economic zonesTISEZA lists agriculture and manufacturing among its investment sectors, and zone investors often serve export buyers.
  • Hotels, caterers and packaging suppliers serving tourismTourism operators and their suppliers handle food for international guests and are asked for food safety evidence.

Requirements

ISO 22000 requirements in Tanzania

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Tanzania these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

Time

How long does ISO 22000 certification take in Tanzania?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Tanzania these are the factors that set the timeline.

  • Number of product lines, sites and seasonal campaigns
  • Completeness of prerequisite programmes and hazard analysis
  • Laboratory testing and verification records
  • TBS registration or licensing actions running in parallel

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Tanzania?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Tanzania these factors move both.

  • Number of sites and product categories
  • Upgrades to premises, hygiene or pest control
  • Laboratory testing
  • Certification body audit fees quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Tanzania

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Tanzania are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22000 in Tanzania (3)

InstrumentHow it treats the standard
Standards Act, Cap. 130 and the Tanzania Bureau of Standards (TBS)Context
TBS is the national standards body; its functions include quality control of commodities and services, standards marks, and certifying and registering food, food products and cosmetics.
SADCAS accreditation of management system certification bodiesScheme rule
SADCAS serves Tanzania, which has no national accreditation body, and its international recognition covers ISO 9001, ISO 14001, ISO 45001 and ISO 22000 certification.
TBS food risk assessmentContext
TBS monitors chemical, microbial and physical hazards in food and advises on risk management; it does not make ISO 22000 compulsory.

Accreditation, audit language and remote audits in Tanzania

Choose a certification body accredited for ISO 22000 by SADCAS, the multi-economy accreditation body that serves Tanzania, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). SADCAS lists ISO 22000 (through ISO 22003-1) among the management system scopes covered by its international recognition, so ask each body for its accreditation certificate and check that the scope covers your sector. Audit language

Acts are published with a Kiswahili text and an English version, and bodies such as TBS and the PDPC publish in both languages. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Production lines, storage and hygiene controls are verified on-site; records and the hazard analysis can be reviewed remotely where the certification body allows.

ISO 22000 in Tanzania: questions clients ask

Does TBS regulate food safety in Tanzania?

Yes, for many products. Under the Standards Act, Cap. 130, TBS certifies and registers food, food products and cosmetics, inspects and registers premises, and runs food risk assessment covering chemical, microbial and physical hazards. ISO 22000 is voluntary, but it gives you the system that keeps those regulatory checks routine. Confirm product-specific duties with TBS.

Can a SADCAS-accredited body certify ISO 22000?

Yes. SADCAS's international recognition includes food safety management systems to ISO 22000, so a body it accredits for that scope can issue a widely accepted certificate. Bodies accredited elsewhere within the international arrangements are also an option. Ask for the accreditation certificate and check that the food chain category matches your products.

Should a Tanzanian exporter choose ISO 22000 or FSSC 22000?

Let your buyer decide. Many export customers accept ISO 22000, while retailers and brand owners that follow benchmarked schemes often ask for FSSC 22000, which builds on ISO 22000 with extra requirements. Ask each buyer which scheme and scope they accept before you choose, so the audit you pay for is the one they recognise.

What adds most effort to an ISO 22000 project?

Prerequisite programmes usually do. Premises, hygiene, pest control and water quality may need upgrades before the hazard analysis can rely on them. The number of product lines and seasonal campaigns, laboratory verification and any TBS registration work running alongside then shape the plan and the budget.
