In short

HACCP certification in Tanzania at a glance

In Tanzania, HACCP is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Hazard Analysis and Critical Control Points is where many Tanzanian food businesses begin their food safety story, often before they have the resources for a full management system. TBS frames the regulatory side: under the Standards Act it certifies and registers food and food products, inspects premises and runs food risk assessment on chemical, microbial and physical hazards. A working HACCP plan, built on sound cleaning, pest control and water controls, makes those checks routine. Certification is voluntary and comes from a certification body operating a HACCP scheme; SADCAS's international recognition covers ISO 22000 for those ready to go further. Hotels, lodges, caterers and small processors are frequent candidates. Sterling's Nairobi office prepares the plan and records with your team, never the certificate, bringing 20+ years of practice and Effivity to keep monitoring evidence in order.

The need

Who needs HACCP in Tanzania, and what happens without it

In Tanzania the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food processors seeking TBS product registration or a standards markTBS certifies and registers food and food products and inspects premises, so documented hazard control supports the process.
  • Small and medium food businessesHACCP is a practical first step before a full ISO 22000 or FSSC 22000 system.
  • Hotels, lodges and caterersTourism businesses serve food to international guests and are asked for food safety evidence by tour operators.

Requirements

HACCP requirements in Tanzania

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Tanzania these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Tanzania?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Tanzania these are the factors that set the timeline.

  • Number of products, processes and critical control points
  • State of prerequisite programmes such as cleaning and pest control
  • Monitoring and verification records
  • TBS registration or licensing work in parallel

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Tanzania?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Tanzania these factors move both.

  • Premises and equipment upgrades
  • Laboratory testing for verification
  • Staff hygiene training
  • Certification body fees quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Tanzania

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Tanzania are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Tanzania (2)

    InstrumentHow it treats the standard
Standards Act, Cap. 130 and the Tanzania Bureau of Standards (TBS)Context
TBS is the national standards body; its functions include quality control of commodities and services, standards marks, and certifying and registering food, food products and cosmetics.
    TBS food risk assessmentContext
TBS monitors hazards in pre-packaged and non-pre-packaged food and advises on risk management; it does not prescribe HACCP certification.

Accreditation, audit language and remote audits in Tanzania

HACCP certification is offered by certification bodies against a HACCP certification scheme; check which scheme the body uses and whether its accreditation covers it, because SADCAS's international recognition lists ISO 22000 rather than HACCP. Where a buyer needs a widely recognised certificate, ask whether ISO 22000 or FSSC 22000 would serve better. Edition and transition details: HACCP hub →

    Audit language

Acts are published with a Kiswahili text and an English version, and bodies such as TBS and the PDPC publish in both languages. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Hygiene, critical control points and monitoring are verified on-site; plans and records can be reviewed remotely beforehand.

HACCP in Tanzania: questions clients ask

Is HACCP certification required for food businesses in Tanzania?

No general rule found makes certification compulsory. TBS certifies and registers food and food products, inspects premises and runs food risk assessment, so hazard control is expected in practice, but the certificate itself is voluntary unless a buyer or scheme demands it. Check product-specific registration rules with TBS.

Which body offers HACCP certification in Tanzania?

Certification bodies operating a HACCP scheme. Accreditation scopes differ, and SADCAS's international recognition lists ISO 22000 rather than HACCP, so ask any body which scheme it audits against and what its accreditation covers. Check also that your export buyers accept the scheme before you commit to an audit date.

When should a Tanzanian food business move from HACCP to ISO 22000?

Move when buyers start asking for a management system rather than a plan. HACCP covers hazard analysis and critical control points; ISO 22000 adds management commitment, prerequisite programmes, communication along the chain and continual improvement, and SADCAS's recognition covers it. Many processors certify HACCP first and upgrade when export customers ask.

What usually holds up HACCP certification?

Prerequisites usually do. Cleaning, pest control, water and personal hygiene must work before critical control points mean anything. Then the number of products and processes, and whether monitoring records are complete and verified, decide how quickly the plan is ready for audit. Parallel TBS registration work can also affect timing.
