In short

ISO 45001 certification in Tanzania at a glance

In Tanzania, ISO 45001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Mining pits, construction sites and factory floors are where Tanzania's Occupational Health and Safety Act, 2003 does most of its work, with the Occupational Safety and Health Authority applying the Act, the 2010 national policy and its regulations. ISO 45001 does not replace any of that; it gives an employer a system for finding hazards, consulting workers, controlling risk and proving it to clients. Contractors bidding on NeST tenders and suppliers to multinational buyers meet the request most often. SADCAS, which accredits certification bodies for Tanzania, holds international recognition for ISO 45001, and certification is always by an accredited certification body. Sterling's consultants work from the Nairobi office, on-site for risk assessments and remotely for documents, with 8,100+ client engagements in 60+ countries behind them and Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 45001 in Tanzania, and what happens without it

In Tanzania the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Construction, mining and energy contractorsOSHA administers the Occupational Health and Safety Act, 2003, and high-risk contractors are asked by clients for certified safety systems.
  • Manufacturers and processorsFactories carry machinery, chemical and fire risks that the Act and OSHA's regulations address.
  • Suppliers to multinational and public buyersPrequalification questionnaires and some tenders ask for health and safety certification.

Requirements

ISO 45001 requirements in Tanzania

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Tanzania these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Tanzania?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Tanzania these are the factors that set the timeline.

  • Number of sites, contractors and high-risk activities
  • State of hazard identification, risk assessment and legal register
  • Worker participation and consultation arrangements
  • Certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Tanzania?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Tanzania these factors move both.

  • Headcount and number of sites
  • Engineering controls, guarding and personal protective equipment
  • Training and competence records
  • Certification body audit fees quoted separately

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Tanzania

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Tanzania are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Tanzania (3)

InstrumentHow it treats the standard
Occupational Health and Safety Act, 2003 and OSHAThe national workplace safety law
OSHA states that the Act, the National Occupational Health and Safety Policy, 2010 and regulations guide its operations; they do not mandate ISO 45001.
SADCAS accreditation of management system certification bodiesScheme rule
SADCAS serves Tanzania, which has no national accreditation body, and its international recognition covers ISO 9001, ISO 14001, ISO 45001 and ISO 22000 certification.
Public Procurement Act, 2023 (Act No. 10 of 2023), Cap. 410, and PPRAContext
Does not make an ISO certificate a general requirement. public procurement runs through the National e-Procurement System of Tanzania (NeST), and each tender sets its own qualification evidence.

Accreditation, audit language and remote audits in Tanzania

Choose a certification body accredited for ISO 45001 by SADCAS, the multi-economy accreditation body that serves Tanzania, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). SADCAS lists ISO 45001 among the management system scopes covered by its international recognition, so ask each body for its accreditation certificate and check that the scope covers your sector. Audit language

Acts are published with a Kiswahili text and an English version, and bodies such as TBS and the PDPC publish in both languages. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Workplaces, high-risk activities and worker consultation are checked on-site; records and procedures can be reviewed remotely.

ISO 45001 in Tanzania: questions clients ask

Is ISO 45001 required by the Occupational Health and Safety Act?

No. The Occupational Health and Safety Act, 2003 sets legal duties, and OSHA states that the Act, the 2010 national policy and regulations guide its work, but none of them requires ISO 45001. Certification is a voluntary way to show those duties are managed. Check specific registration or inspection obligations with OSHA or your counsel.

Who can certify ISO 45001 for a Tanzanian employer?

A certification body accredited for ISO 45001. SADCAS, which serves Tanzania, holds international recognition for occupational health and safety management systems, so its accredited bodies can certify; bodies accredited elsewhere within the international arrangements are also used. Check the accreditation scope against your activities, especially for mining or construction.

Do Tanzanian tenders ask for ISO 45001?

Sometimes, but there is no blanket rule. The Public Procurement Act, 2023 leaves qualification evidence to each tender document on NeST, and some works and services tenders ask for safety certification or a safety plan. Read the qualification and technical requirements of each tender and ask the procuring entity where the wording is unclear.

What shapes an ISO 45001 timeline on a mining or construction site?

The number of sites, contractors and high-risk activities matters most. Then come the quality of your hazard identification and risk assessments, a working legal register, and real worker participation. Mobile or remote sites add travel and sampling time for the certification body, so agree the audit plan early.
