In short

ISO 45001 certification in Sweden at a glance

In Sweden, ISO 45001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Every Swedish employer must manage the work environment systematically, and AFS 2023:1 from Arbetsmiljöverket sets out the basic duties, decided on 2023-09-15 and in force since 2025-01-01. It does not mention ISO 45001, which is why the certificate is a voluntary choice, but it is a choice that port operators, contractors, industrial sites and laboratories are often asked to make by customers and by tenders that treat certification as a qualification requirement. Certification is carried out by a certification body accredited by Swedac, which lists ISO 45001 among its management-system sub-areas, or by another accreditation body within the international recognition arrangements. Sterling's Enschede office sets up hazard identification, risk assessment, worker participation, incident investigation and internal audit, with Effivity software and Sterling Academy training included in the engagement, so that the system supports the employer's legal duties rather than duplicating them.

The need

Who needs ISO 45001 in Sweden, and what happens without it

In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Employers of any size in SwedenAFS 2023:1 sets the basic duties for systematic work environment management for everyone with employer responsibility.
  • Industrial and port operators with high-risk workCustomers and insurers look for a structured, certified safety system in dangerous activities.
  • Contractors and subcontractors bidding for public workSafety management evidence is requested in qualification stages of tenders.
  • Laboratories and life science operatorsChemical, biological and equipment risks call for documented risk assessment and follow-up.

Requirements

ISO 45001 requirements in Sweden

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

  • Number of sites and the hazards at each
  • State of risk assessment and incident records
  • Worker participation and consultation evidence
  • Contractor management arrangements

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sweden these factors move both.

  • Number of sites and workers in scope
  • Hazard profile and contractor use
  • Certification body fees quoted separately from consulting
  • Integration with ISO 9001 and ISO 14001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Sweden

Certification by a certification body accredited by Swedac or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). ISO 45001 is one of the sub-areas Swedac lists for management-system certification. Certification is voluntary and does not replace the employer's duties under Swedish work environment rules. Audit language

Audits can be held in Swedish or English; agree the audit language with the certification body, and note that worker interviews are normally easiest in Swedish.

Remote and on-site

Document review may be remote; worksites, plant and field operations are normally visited on-site so the auditor can see hazards and controls.

ISO 45001 in Sweden: questions clients ask

Is ISO 45001 required by Swedish work environment rules?

No. AFS 2023:1 sets basic duties for systematic work environment management for people with employer responsibility, and it does not name ISO 45001. Certification is a voluntary way to organise and prove that work. Which duties apply to your business under the rules is a question for counsel or Arbetsmiljöverket.

When did AFS 2023:1 take effect?

Arbetsmiljöverket's page for AFS 2023:1 shows that the regulation was decided on 2023-09-15 and takes effect from 2025-01-01. It is titled systematiskt arbetsmiljöarbete, grundläggande skyldigheter för dig med arbetsgivaransvar. Check the page for amendments, and use the printed version if the digital text differs.

Who accredits ISO 45001 certification bodies in Sweden?

Swedac handles it as the national accreditation body, and occupational health and safety management system certification under ISO 45001 is a sub-area on its list. You may also use a certification body accredited by another member of the recognition arrangements; read its accreditation scope before relying on any certificate it offers.

Will a tender ask for ISO 45001?

Some may. Swedac explains that a procuring authority can require a supplier to be certified according to a standard, and that becomes a qualification requirement at bid submission. Each tender sets its own requirement and its own rules on equivalent evidence, so read the notice for ISO 45001 or any other standard it names.
