In short

ISO 14001 certification in Sweden at a glance

Lag (2016:1145) om offentlig upphandling, 15 kap. 15 § refers to ISO 14001, yet none of the Swedish instruments checked makes it compulsory. Buyers in Sweden ask for it anyway.

Three Swedish texts give ISO 14001 practical weight. Lag (2016:1145) om offentlig upphandling steers authorities that ask for environmental management evidence towards EMAS or towards systems based on recognised standards and certified by accredited bodies. Förordning (1998:901) om verksamhetsutövares egenkontroll requires operators of permit or notification-liable activities to document who is responsible for their environmental duties. And Lag (2014:266) om energikartläggning i stora företag lets a certified environmental or energy management system relieve a large company of the separate energy audit, where the system requires an equivalent one. Certificates come from certification bodies accredited by Swedac, which lists ISO 14001 as a sub-area, not from Sterling. Sterling's Enschede office maps aspects, legal obligations and permit conditions into the system, runs internal audits and prepares management review, with Effivity software and Sterling Academy training included in the engagement.

The need

Who needs ISO 14001 in Sweden, and what happens without it

In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Operators of permit or notification-liable activitiesThe own-check ordinance requires a documented allocation of organisational responsibility for environmental duties, which an environmental management system structures.
  • Large companies subject to the energy audit lawA certified environmental management system can relieve the duty to carry out the audit where it requires an equivalent audit.
  • Suppliers to public buyersAuthorities that ask for environmental management evidence must refer to EMAS or to certified systems based on recognised standards.
  • Port, logistics and industrial operators around GothenburgCargo and industrial customers screen suppliers on environmental performance.

Requirements

ISO 14001 requirements in Sweden

Strip away the vocabulary and ISO 14001 requires a company to prove six things about how its activities affect the environment.

You know your environmental impactsYou have identified how your activities, products and services interact with the environment and which of those impacts are significant.
You know the rules that applyEnvironmental laws, permits and other commitments that apply to you are identified, and you check regularly that you meet them.
Leadership commits to protecting the environmentTop management sets an environmental policy that commits to preventing pollution and meeting obligations, with objectives to deliver it.
Significant impacts are under controlOperations linked to significant impacts are planned and controlled, taking a life-cycle view of what you buy, make and deliver.
You are ready for an incidentPotential environmental emergencies such as spills or releases are identified, and the response is planned and tested where practicable.
You track performance and improveEnvironmental performance is monitored, compliance is evaluated, and the system is audited and reviewed by management to improve.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 14001 explained →

How Sterling gets a Swedish company certified

Time

How long does ISO 14001 certification take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

  • Number of sites and significant environmental aspects
  • Legal register and permit conditions to be mapped
  • Monitoring data and emergency preparedness evidence
  • Internal audit and management review records

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 14001 certification cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sweden these factors move both.

  • Number of sites and activities in scope
  • Environmental aspects and permit complexity
  • Monitoring and measurement equipment
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 14001 consultants and certification bodies in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 14001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Sweden

Certification by a certification body accredited by Swedac or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). ISO 14001 is one of the sub-areas Swedac lists for management-system certification. Edition and transition details: ISO 14001 hub →

Audit language

Audits can be held in Swedish or English; agree the audit and document language with the certification body, and follow any language clause in a tender.

Remote and on-site

Document review may be remote; operational sites, waste areas and emissions points are normally visited on-site.

ISO 14001 in Sweden: questions clients ask

Does Swedish procurement accept ISO 14001 as environmental management evidence?

Generally, yes, within the act's rule. An authority that requires a certificate on environmental management must refer to EMAS, to systems recognised under the EMAS Regulation, or to certified systems built on European or international environmental management standards, and it must accept equivalent certificates from other EEA bodies. The tender text decides whether a certificate is demanded.

Can ISO 14001 reduce energy audit duties for a large Swedish company?

It can. Lag (2014:266) relieves a large company from the energy audit where its environmental or energy management system has been certified under the regulations issued with the law and the system requires an equivalent audit. Both conditions matter, so confirm with the certification body and your counsel before relying on the relief.

What does the own-check ordinance require of environmental operators?

It requires, for each activity, an established and documented allocation of organisational responsibility for the duties arising under the Environmental Code, regulations made under it, and judgments and decisions about the activity. It applies to those who professionally run permit or notification-liable activities. An environmental management system gives that allocation a documented home.

Which body accredits ISO 14001 certification in Sweden?

Swedac, the national accreditation body, lists ISO 14001 among its sub-areas for environmental management system certification. A certification body accredited abroad should sit within the same international recognition arrangements. Either way, the scope that accompanies its accreditation tells you whether your type of operation is covered, so ask to see it.
