In short

FSSC 22000 certification in Sweden at a glance

In Sweden, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Swedish food businesses already carry a legal duty that FSSC 22000 builds on: Livsmedelsverket states that every business must run a food safety system of procedures, own checks and follow-up, with prerequisite programmes, HACCP-based procedures and traceability. FSSC 22000 goes beyond that, adding the ISO 22000 management system, sector prerequisite requirements and the scheme owner's own rules, which is why retailers, brand owners and export customers ask for it. FSSC describes itself as a global non-profit and independent scheme owner. Swedac lists the FSSC 22000 scheme part 2 and ISO 22000 among its management-system sub-areas, so a certification body accredited by Swedac, or by another body within the international recognition arrangements, issues the certificate. Sterling's Enschede office prepares the hazard analysis, prerequisite programmes, food defence and fraud assessments and internal audits, with Effivity and Sterling Academy included in the engagement.

The need

Who needs FSSC 22000 in Sweden, and what happens without it

In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers supplying retailers and brand ownersCustomers ask for a benchmarked food safety scheme on top of the legal own-check system.
  • Packaging and ingredient suppliers to food producersTheir customers need assurance across the supply chain.
  • Exporters moving food products through the Port of GothenburgForeign buyers often require a recognised certification scheme.
  • Producers of food and drinking water under the cybersecurity lawLivsmedelsverket supervises food production and drinking water for cyber duties, so safety and security systems meet in one file.

Requirements

FSSC 22000 requirements in Sweden

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

  • Number of sites, product categories and food chain categories
  • State of prerequisite programmes and the hazard analysis
  • Food defence and food fraud assessments
  • Internal audit and management review evidence

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sweden these factors move both.

  • Number of sites and product lines in scope
  • Process complexity and allergen controls
  • Certification body fees quoted separately from consulting
  • Remediation of facilities and monitoring equipment

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive FSSC 22000 in Sweden (3)

    InstrumentHow it treats the standard
Livsmedelsverket — egen kontroll för livsmedelssäkerhetRelated
Every food business must have a food safety system of procedures, own checks and follow-up, including prerequisite programmes, HACCP-based procedures and traceability.
    FSSC — scheme ownerScheme rule
FSSC describes itself as a global non-profit and independent certification scheme owner of the ISO-aligned management systems FSSC 22000 and FSSC 24000.
Swedac — accreditation for FSSC 22000 certificationAccreditation
Swedac lists certification of food safety management systems under ISO/IEC 17021-1 with ISO 22000 and the FSSC 22000 scheme part 2 as sub-areas.

Accreditation, audit language and remote audits in Sweden

Certification by a certification body accredited by Swedac or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Swedac lists the FSSC 22000 scheme part 2 and ISO 22000 as sub-areas; confirm that the certification body is also approved by the scheme owner. Edition and transition details: FSSC 22000 hub →

    Audit language

Audits can be held in Swedish or English; agree the language with the certification body, and expect records on the production floor to be in Swedish.

    Remote and on-site

Remote elements are limited under scheme rules; production sites are audited on-site, and some audits are unannounced.

FSSC 22000 in Sweden: questions clients ask

Is FSSC 22000 a legal requirement for Swedish food businesses?

No. The legal requirement is the own-check system that Livsmedelsverket describes: procedures, own checks and follow-up, including prerequisite programmes, HACCP-based procedures and traceability. FSSC 22000 is a scheme owned by FSSC and chosen because customers ask for it. Meeting the scheme does not replace your duties to the control authorities, so confirm the position with counsel.

Does Swedac accredit FSSC 22000 certification?

Swedac lists certification of food safety management systems with ISO 22000 and the FSSC 22000 scheme part 2 among its sub-areas. That makes it the natural accreditation body in Sweden, though a certification body accredited elsewhere within the recognition arrangements can also be used. Check the scope on the certificate and the scheme owner's approval.

Who owns the FSSC 22000 scheme?

FSSC, which describes itself as a global non-profit and independent certification scheme owner of FSSC 22000 and FSSC 24000, the ISO-aligned management systems. Neither Swedac nor Sterling owns it. The scheme owner sets the rules that certification bodies follow, so check its current requirements when you plan an audit.

Are primary producers expected to run HACCP-based procedures in Sweden?

Livsmedelsverket states that prerequisite programmes apply to all food businesses but that primary producers are not covered by the requirement to carry out HACCP-based procedures. A primary producer joining a certification scheme therefore does so for customer reasons. Check with the control authority which duties apply to your activity.
