In short

HACCP certification in Sweden at a glance

In Sweden, HACCP is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Food safety in Sweden is first a legal matter: Livsmedelsverket states that every food business must have a system for the safety of its food, made up of procedures, own checks and follow-up, with prerequisite programmes at the base and HACCP-based procedures on top. Primary producers are covered by the prerequisites but not by the HACCP-based procedures requirement. A certificate is therefore not what the law requires; it is what a customer may add when it wants independent proof. Where one is requested, a certification body accredited by Swedac or by another body within the international recognition arrangements assesses the system, and Swedac's published sub-area list does not name HACCP, so ask the body for its accreditation scope. Sterling's Enschede office builds the hazard analysis, critical control points, monitoring and verification records and staff training, with Effivity and Sterling Academy included in the engagement.

The need

Who needs HACCP in Sweden, and what happens without it

In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers, caterers and retailersLivsmedelsverket states that food businesses must run HACCP-based procedures as part of their own-check system.
  • New food businesses setting up their safety systemThe hazard analysis and critical control points are the core of the documented system the control authority expects.
  • Producers of food and drinking water in scope of the cyber lawLivsmedelsverket supervises food production and drinking water under the cybersecurity law as well.
  • Suppliers asked by customers for third-party HACCP evidenceA buyer may want an independent certificate in addition to the legal system.

Requirements

HACCP requirements in Sweden

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

  • Number of products and process flows
  • State of prerequisite programmes
  • Validation of critical limits and monitoring records
  • Staff training and verification evidence

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sweden these factors move both.

  • Number of sites, product lines and process steps
  • Monitoring and calibration equipment
  • Certification body fees quoted separately from consulting
  • Remediation of facilities

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Sweden (2)

    InstrumentHow it treats the standard
Livsmedelsverket — egen kontroll för livsmedelssäkerhetThe legal requirement
All food businesses need a food safety system; prerequisite programmes apply to everyone, while primary producers are not covered by the requirement for HACCP-based procedures.
    Cybersäkerhetsförordning (2025:1507), 7 §Related
Livsmedelsverket is the supervisory authority for production, processing and distribution of food, drinking water and waste water under the cybersecurity law.

Accreditation, audit language and remote audits in Sweden

HACCP is first a legal system of own checks: the control authority supervises it, and no certificate replaces that supervision. Where a customer asks for an independent certificate, a certification body assesses the HACCP system; Swedac's published sub-area list does not name HACCP, so ask the certification body for its accreditation scope. Edition and transition details: HACCP hub →

    Audit language

Records can be kept in Swedish or English, although inspectors and production staff work in Swedish; agree the audit language with the certification body.

    Remote and on-site

Document review may be remote; production areas, controls and monitoring points are checked on-site.

HACCP in Sweden: questions clients ask

Must Swedish food businesses apply HACCP?

Generally yes. Livsmedelsverket states that all food businesses must have a food safety system, and that system includes prerequisite programmes and HACCP-based procedures. Primary producers are covered by the prerequisites but not by the HACCP-based procedures requirement. Ask your control authority how this applies to your business.

Is there an official HACCP certificate issued in Sweden?

Not as a legal requirement. HACCP is a legal system of own checks that the control authority supervises. A certification body can assess your HACCP system if a customer wants independent evidence, and that certificate is a commercial choice rather than a legal duty. Confirm the scope of any certificate with the issuing body.

Which Swedish authority publishes guidance on own checks for food?

Livsmedelsverket. Its pages on premises, hygiene and the business's own checks explain the system of procedures, own checks and follow-up, including the prerequisite programmes, HACCP-based procedures and traceability. It also publishes industry guidelines and material on HACCP. Use its pages as the starting point, and confirm local control expectations with the authority responsible for your premises.

Does the Swedish cybersecurity law touch food producers?

It can. The ordinance lists Livsmedelsverket as supervisory authority for production, processing and distribution of food, as well as for drinking water and waste water, under the cybersecurity law. Whether a given food business is covered depends on the law's size and sector tests, so check with counsel or Livsmedelsverket.
