FSSC 22000 guide
FSSC 22000 certification cost: what moves the price, and what sits outside the invoices
The three budgets behind FSSC 22000 certification, how licensed certification bodies calculate audit days under ISO 22003-1 and the scheme, the laboratory, validation and works costs on your own side, and how to compare offers over the cycle.
Key points
- FSSC 22000 certification cost is set by a handful of facts about your site, not by a price list: where you start from, your food chain category, your HACCP studies, headcount, sites and the condition of the premises.
- The licensed certification body calculates audit days from ISO 22003-1 and then adds the scheme's own component; the scheme allows no reductions below that result.
- Every surveillance audit is a full system audit, and one in each three-year cycle arrives unannounced, so the annual cost stays closer to the first year than many buyers expect.
- The largest line is often neither invoice: hygienic design works, laboratory testing, environmental monitoring and validation studies sit in your own budget.
Where the money goes
FSSC 22000 certification cost falls into three budgets that are decided by different people. A consultant, if you use one, prices the work of building the system; a certification body licensed by Foundation FSSC prices the time its auditors need; and your own organisation carries everything the scheme requires you to do on the floor.
Implementation. The gap analysis against the three scheme components, PRPs rewritten to the 2025 ISO 22002 standards, the hazard control plan, the additional-requirement assessments, training, internal audit and audit preparation.
Certification. Stage 1, Stage 2, annual surveillance including the unannounced visit, and recertification, plus scheme-related charges and travel. The body audits and decides; Sterling does not certify.
Your site. Food safety team hours, workshops, testing, validation, any works on premises or equipment, and the time production gives up for training and audits. Nobody invoices it, so it is the budget most often underestimated.
How these three add up depends above all on the maturity of what you already run, the scope, the number of locations and the number of employees. The work typically spans six to twelve months; the FSSC 22000 certification process guide covers the sequence.
What moves the price: the drivers that matter
| Driver | Effect on implementation effort | Effect on certification audit time |
|---|---|---|
| Starting point | The biggest variable: an ISO 22000 site with current PRPs mainly needs the additional requirements; a HACCP-only site needs the management system too | None directly: the scheme bases audit time on the site, not on how mature its system is |
| Food chain category and PRP part | Decides which ISO 22002 part applies alongside ISO 22002-100, and which additional requirements bite; environmental monitoring, for example, applies to categories BIII, C, I and K | Category is an input to the ISO 22003-1 calculation, and the scheme sets minimum durations for the processing categories C, D and K |
| HACCP studies | Each distinct product or process family needs its own hazard analysis, validated control measures and monitoring | More studies add base time and can move the site into a higher band of the scheme's own component |
| Employees | More people and shifts to train and involve | Full-time equivalents feed the base calculation and the scheme's component |
| Sites | Each plant needs its own PRPs and records; a group needs a central function too | Each site adds time; multi-site groups are sampled under ISO 22003-1 but every site is audited over the cycle |
| Premises and equipment | Zoning, hygienic design and equipment specifications may need works before the PRPs can be met | No direct effect, though weak premises tend to generate findings and follow-up |
| Level of support: Design™ or Drive™ | Design™: your team does the work with Sterling's coaching; Drive™: Sterling carries the agreed work | None: the certification body's time is the same whoever helped |
Brokers and traders in category FII have no PRP part, though they still need the management system and the additional requirements that apply to them.
How FSSC 22000 audit days are calculated
A licensed body calculates audit days by the scheme's rules, and you can ask to see the calculation.
- The base duration. ISO 22003-1 turns the food chain category, the number of HACCP studies and the full-time equivalents into a starting figure for food safety audits in general.
- The FSSC component. The scheme adds its own time on top, between half a day and a day and a half, rising with headcount and with the number of HACCP studies.
- Minimums and extras. The processing categories carry minimum durations, reporting time is added, and audits conducted through an interpreter take longer.
- No discounts. The scheme forbids reductions below the calculated time, so the familiar argument that a mature system deserves fewer days does not apply here.
So two licensed bodies quoting for the same site should show similar durations; if one is far shorter, ask for its calculation before comparing day rates. And because every surveillance audit is a full system audit covering all scheme requirements, do not assume the yearly visits shrink as they do under some other certifications.
The costs that sit in your own budget
Here FSSC 22000 differs most from a general management system standard: much of its evidence comes from a laboratory, a contractor or an engineer.
| Cost item | Why the scheme requires it | How to keep it proportionate |
|---|---|---|
| Laboratory testing | Test results must be precise and repeatable; the scheme looks for proficiency testing or ISO/IEC 17025 accreditation | Test what the hazard analysis says matters, at a frequency you can justify |
| Environmental monitoring | A risk-based programme for pathogens, spoilage and indicator organisms in the relevant categories | Zone the site first, then set swab points and frequencies by zone |
| Validation studies | Control measures, shelf life, claims and cooking instructions need validated grounds | Use published and supplier data where it applies; commission studies for the gaps |
| Premises and equipment | The 2025 PRP standards and the equipment management requirement expect hygienic design and commissioning evidence | Agree the works list and its sequence during the gap analysis, not after Stage 1 |
| Assessments and culture | Food defence, food fraud and allergen assessments by competent people; a culture plan with targets and timelines | Run workshops with the people who know the site rather than buying generic assessments |
| People's time | Training, PRP inspections, mock recalls, internal audit and management review | Build the checks into existing shift routines |
Surprises here usually trace back to a gap analysis that never walked the floor; agreeing works up front is the most effective cost control.
Budgeting the three-year cycle, and Version 7
After the decision, the first surveillance audit falls within twelve months, the next in the following calendar year, and recertification before expiry; at least one surveillance audit per cycle is unannounced.
The unannounced visit is a surveillance audit, not an extra one, but it adds readiness cost: records, PRPs and hygiene must hold every day. Refusing it leads to suspension, and a withdrawn certificate means starting again. The guide on the unannounced audit covers blackout days and how the visit runs.
Version 7 of the scheme adds a timing question. Audits against Version 6 are allowed until 30 April 2027, and upgrade audits to Version 7 run from 1 May 2027 to 30 April 2028. The Foundation specifies no extra audit duration for the upgrade audit, though a certification body may define one where it considers it necessary. The Version 7 guide sets out what changed.
How to compare FSSC 22000 offers
Compare offers only once they describe the same scope, category and cycle.
Certification bodies
- Licence and accreditation: confirm the body on the Foundation's list of licensed bodies and check its accreditation for the scheme with the accreditation body.
- Audit duration: the days for Stage 1, Stage 2, each surveillance audit and recertification, with the calculation behind them.
- The unannounced audit: included in the cycle quotation, and on what terms.
- Everything else over three years: scheme-related charges, travel, any fixed charges and the rates for any follow-up visit.
Consultants
- An all-inclusive proposal for a written scope covering all three components, or an open-ended day rate?
- Does the gap analysis include a walk of the floor and an agreed works list?
- Are internal audit, a mock recall, training and software included?
- Are certification fees kept separate? An offer that bundles a certificate with consulting, or promises certification in days, is not FSSC 22000.
How Sterling prices FSSC 22000
An all-inclusive proposal for a defined scope, with the certification body's charges kept apart.
Our proposal names the category, the PRP standard, the sites, the deliverables, who does which work and what is excluded, for Design™ or Drive™. Effivity is included with the engagement, at no additional cost, as are Sterling Academy access and internal auditor training, as applicable to your standard. We ensure successful certification for our clients. The audit and the decision belong to the licensed certification body you choose.

How much does FSSC 22000 certification cost?
There is no standard price, because the cost depends on your starting point, food chain category, HACCP studies, headcount, sites and the condition of your premises. A firm estimate needs a scope and a gap analysis.
Is FSSC 22000 more expensive than ISO 22000 certification?
Usually yes. The scheme adds the ISO 22002 prerequisite standard, the additional requirements and its own component of audit time, and it forbids reductions below the calculated duration. The ISO 22000 vs FSSC 22000 vs BRCGS guide compares the routes.
Does the unannounced audit cost extra?
It is one of the surveillance audits in the cycle conducted without notice, not an additional audit. The real cost is keeping the site audit-ready every day; ask each body how it charges for the visit.
How does certifying several plants change the cost?
Each site adds audit time and work. A group can be sampled, but it needs a central function and qualified internal auditors, and a failure at one site affects the whole organisation's certification.
Can a small site keep the cost down?
Within limits: fewer employees and HACCP studies mean less audit time and work, but processing categories keep minimum durations and the additional requirements still apply.
What will the Version 7 upgrade cost a certified site?
The Foundation adds no audit time for the upgrade audit, though your certification body may. The consulting and internal effort depend on how far your PRPs and additional-requirement records need to change to meet Version 7.
