In short

ISO 27001 certification in Spain at a glance

In Spain, ISO/IEC 27001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

The Esquema Nacional de Seguridad is what Spanish public buyers usually ask their suppliers to show, and Real Decreto 311/2022 does not name ISO/IEC 27001, so the standard is a management backbone rather than a substitute for ENS conformity. In financial services the CNMV's DORA FAQ makes a similar point: ISO 27001 certification does not by itself guarantee DORA compliance. NIS2 adds a third layer, because the Spanish law is still a draft while Real Decreto-ley 12/2018 continues to apply to essential-service operators. ISO/IEC 27001 certification is issued by a certification body accredited by ENAC or by another body within the international recognition arrangements, never by Sterling. Sterling's Enschede office builds the information security management system, runs the gap analysis and prepares the mapping to the ENS, DORA or customer requirements that apply, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 27001 in Spain, and what happens without it

In Spain the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Private suppliers to public entities within the Esquema Nacional de SeguridadThe ENS is the evidence public buyers ask for; an ISO/IEC 27001 system is a common management backbone beneath it, although the decree does not name the standard.
  • Banks, insurers and investment firms, and the ICT providers that serve themDORA sets ICT risk, third-party and incident duties, and customers still ask providers for recognised security certification.
  • Operators of essential services and digital service providersReal Decreto-ley 12/2018 already requires security of networks and systems and incident notification, and NIS2 transposition is pending.
  • SaaS and outsourcing firms handling customers' personal dataCustomers who are controllers under the GDPR look for independent evidence of the provider's security management.

Requirements

ISO 27001 requirements in Spain

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Spain these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

Time

How long does ISO 27001 certification take in Spain?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Spain these are the factors that set the timeline.

  • Scope boundary and number of sites or cloud environments
  • Completeness of the asset and risk register
  • Supplier and outsourcing controls to evidence
  • Time to run internal audit and management review

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Spain?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Spain these factors move both.

  • Number of locations, staff and systems in scope
  • Technical remediation found in the gap analysis
  • Extra overlay for ENS, DORA or customer requirements
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Spain

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Spain are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Spain (4)

InstrumentHow it treats the standard
Esquema Nacional de Seguridad — Real Decreto 311/2022Related
Applies to the public sector and to private suppliers serving it; medium and high category systems need a certification audit of ENS conformity, basic systems a self-assessment; the decree does not name ISO/IEC 27001.
CNMV DORA frequently asked questions (updated 10 February 2026)Related
States that ISO 27001 certification, or an equivalent, does not by itself guarantee compliance with DORA, so the two must be mapped.
Draft Ley de Coordinación y Gobernanza de la Ciberseguridad (NIS2 transposition, pending)Market driver
The Interior Ministry's summary of the draft names risk assessments, incident notification and information security officers; it does not name ISO/IEC 27001, and the law is not yet in force.
ENAC — national accreditation body for certification bodiesMarket driver
Accredited certification is available through ENAC, designated by Real Decreto 1715/2010 as Spain's national accreditation body; no mandate.

Accreditation, audit language and remote audits in Spain

Use a certification body accredited for this standard by ENAC (Entidad Nacional de Acreditación, Spain's national accreditation body) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Audit language

Audits run in Spanish or English by agreement with the certification body; confirm the language of the audit, the certificate and controlled documents at application, and follow any tender or contract clause.

Remote and on-site

Stage audits may include remote elements at the certification body's discretion; data centres and operating sites are usually visited, and remote work arrangements are assessed.

ISO 27001 in Spain: questions clients ask

Does ISO 27001 certification satisfy the Esquema Nacional de Seguridad?

Not by itself. The ENS is its own scheme in Real Decreto 311/2022 and the decree does not name ISO/IEC 27001. Medium and high category systems need a certification audit of conformity with the ENS, and basic systems a self-assessment, under the technical instruction. An ISO/IEC 27001 system can support that work, but the ENS evidence has to be produced separately.

Does ISO 27001 make a Spanish bank or insurer DORA compliant?

No. The CNMV's DORA FAQ says that ISO 27001 certification, or an equivalent, certifies a set of standard security practices that are not tailored to DORA's obligations, so it does not guarantee compliance. Financial entities need a mapping against the Regulation itself. Your supervisor, whether Banco de España, CNMV or the DGSFP, decides what is adequate.

Will the NIS2 law make ISO 27001 mandatory in Spain?

The law is not in force, and nothing in the Interior Ministry's summary of the draft makes ISO/IEC 27001 mandatory. The summary lists risk assessments, incident notification and information security officers as duties. Treat the standard as a voluntary framework that can structure that work, and confirm the final text with your counsel once the law is published.

Which accreditation should an ISO 27001 certification body hold in Spain?

ENAC accreditation, or that of another body inside the international mutual recognition arrangements. In practice what matters is the scope on the accreditation schedule, which should list information security management systems. If it does not, the certificate may not carry the weight your customer or public buyer expects, whatever the body's other credentials.
