In short

ISO 9001 certification in Spain at a glance

Ley 9/2017 de Contratos del Sector Público refers to ISO 9001, yet none of the Spanish instruments checked makes it compulsory. Buyers in Spain ask for it anyway.

A Spanish contracting authority that asks for proof of quality assurance in a harmonised-regulation contract must refer to certified quality assurance systems and accept equivalent certificates from bodies elsewhere in the EU, according to Ley 9/2017. That makes ISO 9001 the usual answer rather than a statutory requirement: each tender document decides what it wants. Beyond tenders, Ley 31/1995 expects occupational risk prevention to sit inside the company's general management system, which is why many firms build prevention, environmental and information security controls on the same ISO 9001 backbone. Certification is issued by a certification body accredited by ENAC, Spain's national accreditation body, or by another body within the international recognition arrangements; Sterling does not certify. Sterling's Enschede office prepares Spanish manufacturers, IT firms and service providers for that audit, using Effivity and Sterling Academy included with the engagement and drawing on 8,100+ client engagements in 60+ countries and 20+ years of experience.

The need

Who needs ISO 9001 in Spain, and what happens without it

In Spain the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Suppliers bidding for public contracts subject to harmonised regulationWhen an authority asks for independent quality certificates it must refer to certified quality assurance systems and accept equivalent EU certificates.
  • Manufacturers and service firms in industrial clusters such as the Vigo, Barcelona and Cádiz free zonesCustomers in industrial supply chains commonly ask for a certified quality system as evidence of control.
  • Employers that must fold risk prevention into their general management systemLey 31/1995 requires prevention to be integrated into the company's general management system, which a single ISO 9001 backbone can carry.
  • IT, engineering and outsourcing providers selling to larger buyersProcurement teams use a certificate to compare suppliers before contract negotiation.

ISO 9001 requirements in Spain

Strip away the vocabulary and ISO 9001 requires a company to prove six things about how it delivers what customers order.

You know what customers expectYou understand customer and other relevant requirements, and confirm you can meet them before you accept an order or contract.
Leadership sets direction and owns qualityTop management sets the quality policy and objectives, assigns responsibilities and makes sure the system has the people and resources it needs.
Your key processes are defined and controlledWork is planned, documented where it matters and carried out under controlled conditions, including the work you outsource.
You deal with risks before they biteRisks and opportunities that could affect your products, services or customer satisfaction are identified and acted on in proportion.
Problems get fixed at the rootComplaints, defects and nonconformities are recorded, corrected and traced to their cause so the same problem does not return.
You measure, review and improvePerformance and customer satisfaction are monitored, internal audits and management reviews take place, and the results drive improvement.

In Spain these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 9001 explained →

Time

How long does ISO 9001 certification take in Spain?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Spain these are the factors that set the timeline.

  • Number of sites and autonomous communities in scope
  • Maturity of existing procedures and records
  • Share of processes that are outsourced
  • Time needed to show internal audit and management review evidence

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 9001 certification cost in Spain?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Spain these factors move both.

  • Headcount and number of sites
  • Regulated or customer-specific requirements layered on the standard
  • Integration with environmental, safety or security systems
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 9001 consultants and certification bodies in Spain

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 9001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Spain are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Ley 9/2017 de Contratos del Sector Público — quality assurance certificatesRefers to / expects
For harmonised-regulation contracts, authorities that ask for quality certificates must refer to quality assurance systems based on the standards series, certified by conforming bodies, and accept equivalent EU certificates; it does not make ISO 9001 compulsory.
Ley 31/1995 de Prevención de Riesgos LaboralesRelated
Prevention must be integrated into the company's general management system through a prevention plan; ISO 9001 is not named.
ENAC — national accreditation body for certification bodiesMarket driver
Accredited certification is available through ENAC, designated by Real Decreto 1715/2010 as Spain's national accreditation body; no mandate.

Accreditation, audit language and remote audits in Spain

Use a certification body accredited for this standard by ENAC (Entidad Nacional de Acreditación, Spain's national accreditation body) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Audit language

Audits run in Spanish or English by agreement with the certification body; confirm the language of the audit, the certificate and controlled documents at application, and follow any tender or contract clause.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operating sites and production areas are normally visited.

ISO 9001 in Spain: questions clients ask

Is ISO 9001 compulsory for Spanish public contracts?

No. Ley 9/2017 does not make it compulsory. It says that when a contracting authority chooses to ask for quality certificates in a harmonised-regulation contract, it must refer to certified quality assurance systems and accept equivalent evidence. Whether ISO 9001 is asked for is therefore a matter for each tender document, which you should read before committing to an audit.

Can a certificate from another EU country be used in a Spanish tender?

In principle yes. Contracting authorities have to recognise equivalent certificates issued by bodies established in any EU member state and must also accept other evidence of equivalent quality assurance measures. That applies to contracts under harmonised regulation, so check the tender documents for your contract and ask your counsel if the wording is unclear.

Who accredits ISO 9001 certification bodies in Spain?

ENAC, the Entidad Nacional de Acreditación, is Spain's sole national accreditation body under Real Decreto 1715/2010. A certification body accredited by ENAC, or by another body within the international recognition arrangements, can issue the certificate. Ask to see the accreditation scope, because it is granted standard by standard and sector by sector.

Can ISO 9001 also carry our occupational risk prevention duties?

It can host them, but it does not replace them. Ley 31/1995 requires prevention to be integrated into the general management system through a prevention plan, with risk evaluation and planned preventive activity, and the Inspección de Trabajo y Seguridad Social monitors compliance. ISO 9001 can supply the management structure; the legal duties still have to be met in full.
