In short

ISO 22301 certification in Spain at a glance

In Spain, ISO 22301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Spain's financial supervisors now apply DORA, applicable since 17 January 2025, which asks regulated firms and their ICT providers for ICT risk management, resilience testing and major-incident reporting; ISO 22301 is not named, but a tested continuity system is a practical way to evidence recovery. Operators of essential services remain under Real Decreto-ley 12/2018, and the government announced in March 2026 a bill on the protection and resilience of critical infrastructure. Ports, logistics and industrial clusters around the Vigo, Barcelona and Cádiz free zones add commercial pressure from customers and insurers. ISO 22301 certification is issued by a certification body accredited by ENAC or by another body within the international recognition arrangements; Sterling does not certify. Sterling's Enschede office runs the business impact analysis, builds recovery strategies and plans exercises with Spanish clients, using Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 22301 in Spain, and what happens without it

In Spain the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks, insurers, investment firms and their ICT providersDORA requires ICT risk management, resilience testing and major-incident reporting, and a continuity system helps evidence recovery capability.
  • Operators of essential services and digital service providersReal Decreto-ley 12/2018 expects security and incident handling for the services they provide.
  • Critical infrastructure operatorsLey 8/2011 is the base of the critical infrastructure regime, and a bill on protection and resilience was announced for the Cortes Generales in March 2026.
  • Port, logistics and industrial operators in the Vigo, Barcelona and Cádiz free-zone areasCustomers and insurers ask how operations would continue after a disruption.

Requirements

ISO 22301 requirements in Spain

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In Spain these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

Time

How long does ISO 22301 certification take in Spain?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Spain these are the factors that set the timeline.

  • Number of critical services and dependencies
  • Quality of business impact analysis
  • Recovery strategies to build and test
  • Evidence of exercises and management review

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in Spain?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Spain these factors move both.

  • Number of sites and critical services
  • Recovery capability to be built
  • Integration with ICT, security and crisis plans
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in Spain

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Spain are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22301 in Spain (3)

    InstrumentHow it treats the standard
Digital Operational Resilience Act (Regulation (EU) 2022/2554)Related
Applicable from 17 January 2025 to financial entities and ICT third-party providers, covering ICT risk, testing and incident reporting; ISO 22301 is not named on the DGSFP or CNMV pages.
Real Decreto-ley 12/2018 and critical infrastructure legislationRelated
Sets security and incident-notification duties for essential-service operators; the government announced on 17 March 2026 a bill on critical infrastructure protection and resilience; ISO 22301 is not named.
ENAC — national accreditation body for certification bodiesMarket driver
Accredited certification is available through ENAC, designated by Real Decreto 1715/2010 as Spain's national accreditation body; no mandate.

Accreditation, audit language and remote audits in Spain

Use a certification body accredited for this standard by ENAC (Entidad Nacional de Acreditación, Spain's national accreditation body) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Audit language

Audits run in Spanish or English by agreement with the certification body; confirm the language of the audit, the certificate and controlled documents at application, and follow any tender or contract clause.

    Remote and on-site

Exercises and recovery tests are often witnessed on-site; document and process review can include remote elements at the certification body's discretion.

ISO 22301 in Spain: questions clients ask

Does DORA require ISO 22301 certification?

No. The DGSFP and CNMV materials describe DORA as covering ICT risk management, third-party risk, resilience testing and major-incident reporting, and ISO 22301 is not named in them. A certified continuity system can support the evidence, but the Regulation's own duties still need to be mapped. Your supervisor decides what is adequate.

Do Spanish critical infrastructure rules call for ISO 22301?

The government's March 2026 announcement does not name it. Ley 8/2011 underpins the critical infrastructure regime, and on 17 March 2026 the government said a bill on protection and resilience of critical infrastructure was being sent to the Cortes Generales. If you operate such infrastructure, follow the text as enacted and take advice from the Interior Ministry.

Can ISO 22301 help with incident duties under the NIS rules?

It can support them without replacing them. Real Decreto-ley 12/2018 sets security duties and an incident-notification system for essential-service operators and digital service providers. A continuity management system gives you tested recovery arrangements and decision records, which fit well with incident handling, but your notification duties follow the law and the authority that supervises you.

Who accredits ISO 22301 certification bodies in Spain?

ENAC, the Entidad Nacional de Acreditación, is the national accreditation body under Real Decreto 1715/2010. A body accredited by ENAC, or by another body within the international recognition arrangements, can certify. Because accreditation is granted scope by scope, ask the certification body to confirm in writing that business continuity management is covered.
