In short

ISO 22000 certification in Spain at a glance

In Spain, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Food safety management in Spain begins with a legal minimum: Regulation (EC) No 852/2004 requires food business operators to maintain permanent procedures based on the HACCP principles, and AESAN publishes guides for putting them into practice. ISO 22000 builds an auditable management system around that minimum, adding policy, objectives, internal audit and management review across the food chain. It is voluntary; retail customers may instead point to a scheme such as FSSC 22000, whose owner states that it holds GFSI recognition, so the first question is which certificate each buyer accepts. Certification is issued by a body accredited by ENAC or another body within the international recognition arrangements, not by Sterling. Sterling's Enschede office prepares Spanish manufacturers, caterers and suppliers for the audit, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 22000 in Spain, and what happens without it

In Spain the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food manufacturers, processors and caterersRegulation (EC) No 852/2004 requires HACCP-based procedures, which a certified food safety management system can embed and have audited.
  • Packaging and ingredient suppliers to food companiesFood customers ask suppliers to show a managed hygiene and food safety system.
  • Producers building towards a retailer-recognised schemeISO 22000 is a common first step before a scheme such as FSSC 22000, whose owner states it holds GFSI recognition.

Requirements

ISO 22000 requirements in Spain

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Spain these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How Sterling gets a Spanish company certified

Time

How long does ISO 22000 certification take in Spain?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Spain these are the factors that set the timeline.

  • Number of plants and product lines
  • State of prerequisite programmes and the HACCP plan
  • Supplier approval and traceability systems
  • Time to show internal audit and management review

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Spain?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Spain these factors move both.

  • Number of plants and products
  • Facility and process remediation
  • Integration with HACCP and quality systems
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Spain

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Spain are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22000 in Spain (3)

InstrumentHow it treats the standard
Regulation (EC) No 852/2004 — hazard analysis and critical control pointsRelated
Operators must maintain permanent procedures based on the HACCP principles; the Regulation does not require ISO 22000.
FSSC 22000 Certification SchemeRelated
The foundation states the scheme holds GFSI recognition and is Global ACI approved; retail customers that require a recognised scheme may point to it rather than to an ISO 22000 certificate alone.
ENAC — national accreditation body for certification bodiesMarket driver
Accredited certification is available through ENAC, designated by Real Decreto 1715/2010 as Spain's national accreditation body; no mandate.

Accreditation, audit language and remote audits in Spain

Use a certification body accredited for this standard by ENAC (Entidad Nacional de Acreditación, Spain's national accreditation body) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. Audit language

Audits run in Spanish or English by agreement with the certification body; confirm the language of the audit, the certificate and controlled documents at application, and follow any tender or contract clause.

Remote and on-site

Remote elements are at the certification body's discretion; production and storage areas are normally visited on-site.

ISO 22000 in Spain: questions clients ask

Is ISO 22000 mandatory for Spanish food businesses?

No. The legal duty in Regulation (EC) No 852/2004 is to put in place, implement and maintain permanent procedures based on the HACCP principles. ISO 22000 is a voluntary management system standard that can contain those procedures and add audited governance. Whether you need a certificate depends on what your customers require, so ask them.

How does ISO 22000 relate to the HACCP duty?

The HACCP duty is the legal baseline: hazard identification, critical control points, critical limits, monitoring and corrective actions. A food safety management system certified to ISO 22000 can carry those procedures inside a wider system with management review and internal audit. Certification does not discharge the legal duty, which remains with the operator.

Will retailers accept ISO 22000 or do they want FSSC 22000?

That is a customer decision. The FSSC foundation says its 22000 scheme holds GFSI recognition and is Global ACI approved, and retailers that insist on a recognised scheme often name it. Ask each customer in writing which certificates it accepts before you choose between a standalone ISO 22000 certificate and a scheme.

Who accredits ISO 22000 certification bodies in Spain?

ENAC, the Entidad Nacional de Acreditación, which Real Decreto 1715/2010 designates as the national accreditation body, or another body within the international recognition arrangements. Check the certification body's accreditation scope for food safety management and for your food chain category before you commit to an audit.
