HACCP certification in Spain at a glance
Regulation (EC) No 852/2004 is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Spain ask for evidence that you meet it.
The legal duty comes first for a Spanish food business: Regulation (EC) No 852/2004 says operators must put in place, implement and maintain a permanent procedure or procedures based on the HACCP principles, which start with identifying the hazards and the critical control points and run through critical limits, monitoring and corrective action. The Agencia Española de Seguridad Alimentaria y Nutrición lists hygiene good-practice guides and guides for implementing HACCP, which help small producers begin. No single compulsory HACCP certificate exists; customers sometimes ask for third-party verification instead, which an accredited certification body can provide, never Sterling. Sterling's Enschede office builds and verifies HACCP plans with Spanish producers, processors and caterers, covering the hazard analysis, prerequisite programmes, monitoring and records, with Effivity and Sterling Academy included with the engagement.
Who needs HACCP in Spain, and what happens without it
In Spain the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Every food business operatorRegulation (EC) No 852/2004 requires permanent procedures based on the HACCP principles.
- Small producers and caterers building a first HACCP planAESAN publishes hygiene and HACCP implementation guides that operators can use as a starting point.
- Suppliers asked by customers for independent verification of their HACCP systemA third-party audit gives buyers evidence beyond the operator's own records.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.
Take the HACCP readiness checkHACCP requirements in Spain
Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.
In Spain these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

How long does HACCP certification take in Spain?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Spain these are the factors that set the timeline.
- Number of products and process lines
- State of prerequisite hygiene programmes
- Monitoring records and corrective actions available
- Validation of critical limits
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does HACCP certification cost in Spain?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Spain these factors move both.
- Number of plants and process lines
- Facility or equipment remediation
- Training of staff who run monitoring
- Any optional third-party audit fees
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
HACCP consultants and certification bodies in Spain
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Spain are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Spain
Compliance is a legal duty of the food business operator, checked by the competent authorities; there is no single compulsory HACCP certificate. Where a customer wants third-party verification, choose a certification body accredited by ENAC or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA) for the relevant scheme. Edition and transition details: HACCP hub →
Audit language
Audits run in Spanish or English by agreement with the certification body; confirm the language of the audit, the certificate and controlled documents at application, and follow any tender or contract clause.
Remote and on-site
Hazard analysis workshops can be remote; verification of the plan at the plant is on-site.
HACCP in Spain: questions clients ask
Is HACCP mandatory for food businesses in Spain?
Yes, as a legal duty on the operator, not as a certificate. Regulation (EC) No 852/2004 tells food business operators to put in place, implement and maintain permanent procedures based on the HACCP principles, and the competent authorities check it. How the duty fits your size and activity is a question for your advisers or the authority.
What are the HACCP principles the Regulation refers to?
They include identifying the hazards that must be prevented, eliminated or reduced, identifying the critical control points, setting critical limits at those points, establishing effective monitoring and defining corrective actions when monitoring shows a point is out of control. The Regulation lists them in full, and your plan should follow that list.
Does AESAN publish guidance on HACCP?
Yes. The AESAN pages list good hygiene practice guides and guides for implementing HACCP, along with guidance on flexibility in applying the hygiene package. They are a sensible starting point for a small operator, though the plan itself must reflect your own products, processes and hazards rather than simply copy a guide.
Do we need a HACCP certificate to comply in Spain?
The legal duty is to maintain HACCP-based procedures, not to hold a certificate. Some customers ask for third-party verification, which an accredited certification body can provide under a relevant scheme. Sterling helps you prepare but does not certify. Ask your customer what evidence it accepts before you pay for an audit.
