In short

FSSC 22000 certification in Spain at a glance

In Spain, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Spanish food businesses already owe a legal baseline: Regulation (EC) No 852/2004 requires operators to put in place, implement and maintain permanent procedures based on the HACCP principles. FSSC 22000 goes beyond that baseline. Its owner states that the scheme holds recognition from the Global Food Safety Initiative and is Global ACI approved, which is why retailers and brand owners often ask suppliers of food and packaging for it. It remains voluntary, and the first question for a producer is which scheme its customers accept. Certificates are issued by certification bodies working under the scheme and accredited by ENAC or another body within the international recognition arrangements; Sterling does not certify. Sterling's Enschede office prepares Spanish plants through the gap analysis, prerequisite programmes, hazard analysis and internal audit, with Effivity and Sterling Academy included with the engagement.

The need

Who needs FSSC 22000 in Spain, and what happens without it

In Spain the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food and packaging manufacturers selling to retailers and brand ownersRetail customers commonly ask suppliers for a certification scheme with GFSI recognition, which FSSC 22000 holds.
  • Food businesses that already run HACCP-based procedures under Regulation (EC) No 852/2004The Regulation is the legal baseline; a certified scheme adds an independent audit on top.
  • Exporters from Spain's food and agri-food sectorBuyers in other markets ask for a recognised scheme certificate instead of national inspection records.

Requirements

FSSC 22000 requirements in Spain

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Spain these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Spain?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Spain these are the factors that set the timeline.

  • Food chain category and number of plants
  • State of prerequisite programmes and HACCP plans
  • Food defence and food fraud assessments to build
  • Time to show internal audit and management review

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Spain?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Spain these factors move both.

  • Number of plants and product lines
  • Prerequisite and facility remediation
  • Scheme additional requirements
  • Certification body fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Spain

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Spain are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive FSSC 22000 in Spain (2)

    InstrumentHow it treats the standard
    Regulation (EC) No 852/2004 — HACCP-based proceduresRelated
Food business operators must put in place, implement and maintain a permanent procedure or procedures based on the HACCP principles; the Regulation does not require FSSC 22000.
    FSSC 22000 Certification SchemeScheme rule
The foundation states that the scheme holds recognition from the Consumer Goods Forum's Global Food Safety Initiative and is Global ACI approved.

Accreditation, audit language and remote audits in Spain

FSSC 22000 certificates are issued by certification bodies working under the scheme, not by Sterling. Choose a body accredited by ENAC or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), and confirm with the body that it is authorised to certify under the FSSC 22000 scheme for your food chain category. Audit language

Audits run in Spanish or English by agreement with the certification body; confirm the language of the audit, the certificate and controlled documents at application, and follow any tender or contract clause.

    Remote and on-site

Remote elements follow the scheme's and the certification body's rules; production areas, storage and hygiene controls are visited on-site.

FSSC 22000 in Spain: questions clients ask

Is FSSC 22000 required by Spanish law?

No. The law requires food business operators to maintain permanent procedures based on the HACCP principles under Regulation (EC) No 852/2004, and it does not require a certification scheme. FSSC 22000 is a voluntary scheme that customers may ask for. Whether your business needs it depends on your buyers, so ask them which schemes they accept.

What recognition does the FSSC 22000 scheme hold?

The foundation says the FSSC 22000 Certification Scheme holds GFSI recognition from the Consumer Goods Forum and is Global ACI approved. It says these recognitions confirm industry acceptance and technical rigour. Recognition applies to the scheme, so check that the certification body you use is authorised under it.

    Does certification replace HACCP-based procedures?

No. The Regulation's duty to put in place, implement and maintain HACCP-based procedures stays with the food business operator whether or not you hold a certificate. A certification scheme requires an independent body to audit your system against its requirements. It sits on top of the legal baseline and does not remove any of it.

Who issues FSSC 22000 certificates in Spain?

A certification body working under the FSSC 22000 scheme, accredited by ENAC or by another body within the international recognition arrangements. Sterling prepares your system but does not certify. Ask the body for its accreditation scope and for confirmation that it can certify under the scheme for your food chain category.
