In short

ISO 27701 certification in Saudi Arabia at a glance

One Saudi instrument bears on ISO/IEC 27701. It does not name the standard. So why do buyers in Saudi Arabia keep asking for the certificate?

Privacy information management under ISO/IEC 27701 extends an ISO/IEC 27001 information security management system with controller and processor controls, which makes it a practical frame for Saudi Arabia's Personal Data Protection Law, issued on 9/2/1443H (16 September 2021) and overseen by the Saudi Data and Artificial Intelligence Authority. The law has no certificate of its own; ISO/IEC 27701 certification by an accredited certification body gives customers an external benchmark that processing is mapped, notices and requests are handled, processors are controlled and security measures are in place. For entities covered by the National Cybersecurity Authority, the Data Cybersecurity Controls (DCC-1:2022) add data lifecycle security requirements that sit naturally within the same system. Certification requires an existing or concurrent ISO/IEC 27001 scope. Sterling's Riyadh office runs the data mapping, maps PDPL obligations to ISO/IEC 27701 controls and prepares both management systems for the certification body's audits. Saudi-specific questions follow.

The need

Who needs ISO 27701 in Saudi Arabia, and what happens without it

In Saudi Arabia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Entities covered by the NCA data controlsDCC data lifecycle requirements sit within the same management system.

ISO 27701 requirements in Saudi Arabia

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Saudi Arabia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How Sterling gets a Saudi company certified

  2. Gap assessment against ISO/IEC 27701 and the Saudi requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

Time

How long does ISO 27701 certification take in Saudi Arabia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Saudi Arabia these are the factors that set the timeline.

  • Existing ISO/IEC 27001 certification or a concurrent ISMS
  • Number of processing activities and systems to map
  • Controller and processor roles to define
  • Certification body scheduling around Ramadan, the Eid holidays and the Sunday–Thursday working week

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Saudi Arabia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Saudi Arabia these factors move both.

  • Number of processing activities and data subjects
  • Processor and cross-border transfer review
  • Certification body audit fees quoted separately from consulting
  • Privacy notice and procedure translation

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Saudi Arabia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Saudi Arabia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27701 in Saudi Arabia (1)

    InstrumentHow it treats the standard
Data Cybersecurity Controls (DCC-1:2022), National Cybersecurity AuthorityExpected in practice
Data lifecycle security requirements; no ISO standard named on the page.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Saudi Arabia

Use a certification body accredited for this standard by the Saudi Accreditation Center (SAAC) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). IAF recorded SAAC's MLA scope as ISO 9001 quality management certification, so check that the accreditation scope covers ISO/IEC 27701 (with an ISO/IEC 27001 scope) and your sector. No body is named here unless its scope has been verified. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

Arabic and English audits are both available in the market; agree the audit and document language with the certification body at application, and follow any Arabic-language requirement of a regulator or government buyer.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27701 in Saudi Arabia: questions clients ask

Does ISO 27701 certification prove PDPL compliance?

No. ISO/IEC 27701 is an external benchmark of privacy controls, not proof of legal compliance. Compliance with the Saudi Personal Data Protection Law is managed by the organisation itself and has to be evidenced through its own records and procedures. Take advice from your counsel on what the law requires of you.

Do we need ISO 27001 first?

In effect, yes. ISO/IEC 27701 extends an ISO/IEC 27001 information security management system, so that system must already exist, or be built concurrently within the same scope. Without a 27001 scope the privacy extension has nothing to attach to; ask your certification body how it will treat your scope.
