In short

ISO 27001 certification in Qatar at a glance

QCB Technology Risk Instructions for Financial Services Operators (2022) refers to ISO/IEC 27001, yet none of the Qatari instruments checked makes it compulsory. Buyers in Qatar ask for it anyway.

Information security expectations in Qatar arrive through several doors at once. Qatar Central Bank's Technology Risk Instructions for Financial Services Operators name ISO 27001 among relevant standards, its insurance cyber regulation lists the ISO 27001 series among those considered, and NCSA's NIA scheme maps its controls onto ISO 27001 according to its published slides. Add the PDPPL, administered by NCSA, and a single information security management system can serve several audiences. The ISO/IEC 27001 certificate comes from a certification body accredited within the Global ACI arrangements, with the GCC Accreditation Centre (GAC) serving Qatar; NIA certificates are a separate NCSA matter. Sterling scopes the ISMS, builds the risk assessment and Statement of Applicability, and prepares internal audit and management review, working from Sterling's Dubai office with Effivity and Sterling Academy included. Clients in Qatar draw on 20+ years of delivery experience.

The need

Who needs ISO 27001 in Qatar, and what happens without it

In Qatar the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Exchange houses, investment companies, finance houses and brokersQCB's Technology Risk Instructions point to information security standards including ISO 27001.
  • Insurers, brokers and insurance technology suppliersQCB's insurance cyber regulation lists the ISO 27001 series among the standards it considered.
  • Organisations seeking an NIA certificateNCSA's scheme slides state the NIA controls are mapped onto ISO 27001, so an ISMS carries much of the evidence.
  • Controllers and processors of personal dataThe PDPPL's integrity and confidentiality principle needs documented security controls.
  • Cloud, outsourcing and technology providers serving Qatari clientsClients under QCB supervision pass their expectations down by contract.

Requirements

ISO 27001 requirements in Qatar

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Qatar these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a Qatari company certified

How to get ISO 27001 certified in Qatar

One team from the Dubai office carries the work from scoping to certificate. Clients in Qatar are served from Sterling's Dubai office (GCC), on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27001 and the Qatari requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
Included in every engagement
  • End to end, from one team
  • Effivity ISO & GRC software
  • Preferential Sterling Academy access, with complimentary awareness training for your people
  • Internal auditor training for your audit team, as applicable to your standard
  • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

Time

How long does ISO 27001 certification take in Qatar?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Qatar these are the factors that set the timeline.

  • Whether an NIA or QCB assessment is running in parallel
  • How much of the IT estate sits with cloud or outsourced providers
  • Evidence maturity (logs, reviews, internal audit) before stage 2
  • Certification body scheduling around Ramadan and Eid

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Qatar?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Qatar these factors move both.

  • Number of sites and headcount in scope
  • Complexity of systems, including cloud and third parties
  • Certification body audit fees, quoted separately from consulting
  • Mapping effort if NIA or QCB evidence is built from the same ISMS

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Qatar

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Qatar are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Qatar (4)

InstrumentHow it treats the standard
QCB Technology Risk Instructions for Financial Services Operators (2022)Refers to / expects
The text names ISO 27001, ISO 27005, NIST SP800-53 and, for payment cards, PCI-DSS as relevant standards; the passage checked does not make a certificate a condition.
QCB Cyber Security Regulation for Insurance Sector (final version dated 09/05/2019)Refers to / expects
Lists the ISO 27001 series among standards considered; the sector is required to comply with the regulation itself.
National Information Security Compliance Framework — NIA Certification (NCSA)Related
NCSA's slides (March 2019) map the NIA controls onto ISO 27001; NIA is assessed and certified separately by NCSA.
Law No. (13) of 2016, Personal Data Privacy Protection (PDPPL)Expected in practice
The law's principles include integrity and confidentiality; it does not cite ISO 27001.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Qatar

Use a certification body accredited for ISO/IEC 27001 by an accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated). The GCC Accreditation Centre (GAC) serves Qatar, as ILAC lists it; check that the accreditation scope covers the standard and your sector. No body is named here unless its Qatar accreditation scope has been verified. Edition and transition details: ISO/IEC 27001 hub →

Audit language

Agree the audit and document language with the certification body at application; Arabic and English are both used in the market, and a regulator or government buyer may set its own language requirement.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27001 in Qatar: questions clients ask

Do Qatar Central Bank rules require an ISO 27001 certificate?

The QCB texts refer to the standard rather than demand a certificate. The Technology Risk Instructions for Financial Services Operators name ISO 27001 among relevant information security standards, and the insurance regulation lists the ISO 27001 series among those it considered. Confirm with QCB what evidence your institution is expected to hold.

Is an NIA certificate the same as an ISO 27001 certificate?

No. NCSA issues the NIA certificate after an audit by an Accredited Audit Service Provider, while an accredited certification body issues ISO 27001. NCSA's 2019 slides map the NIA controls onto ISO 27001, so one ISMS can support both, but each assessment is separate and neither replaces the other.

Which accreditation should an ISO 27001 certification body hold for Qatar?

Look for accreditation covering information security management systems, granted by an accreditation body within the international arrangements now run by Global ACI. ILAC also lists the GCC Accreditation Centre (GAC) as serving Qatar. Check the scope wording itself, not just the logo on the certificate.

Does the PDPPL oblige a company to certify to ISO 27001?

No certificate is mentioned in NCSA's guidance. The law sets principles, including integrity and confidentiality, and NCSA publishes guidance on matters such as breach notifications and privacy by design. An ISMS is one practical way to evidence those security expectations; your counsel can say what the law requires of you.
