In short

ISO 22301 certification in Qatar at a glance

QCB Cyber Security Regulation for Insurance Sector (final version dated 09/05/2019) refers to ISO 22301, yet none of the Qatari instruments checked makes it compulsory. Buyers in Qatar ask for it anyway.

Continuity planning in Qatar is increasingly written into supervisory text. Qatar Central Bank's Cyber Security Regulation for Insurance Sector says business continuity policy, procedures and plans shall be formulated in line with a global standard such as ISO 22301, and NCSA's NIA scheme requires applicants for a business impact analysis among its scope documents. Airport- and seaport-linked operators in the Ras Bufontas and Umm Alhoul free zones depend on a few facilities, and clients ask how long they can be disrupted. The ISO 22301 certificate comes from a certification body accredited within the Global ACI arrangements, and the GCC Accreditation Centre (GAC) serves Qatar. Sterling builds the programme from business impact analysis and risk assessment through recovery strategies, plans, exercises and management review, working from Sterling's Dubai office with Effivity and Sterling Academy included, and drawing on 8,100+ client engagements in 60+ countries.

The need

Who needs ISO 22301 in Qatar, and what happens without it

In Qatar the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Insurers, brokers and related partiesThe insurance cyber regulation says business continuity policy, procedures and plans shall be in line with a global standard such as ISO 22301.
  • Organisations preparing an NIA certificateNCSA's scheme slides require a business impact analysis, which is also the core of a continuity programme.
  • Banks, exchange houses and payment firmsQCB's technology risk and payment provider rules push resilience expectations down to suppliers.
  • Airport- and seaport-linked logistics operatorsDisruption at Hamad's gateway zones affects customers quickly.

ISO 22301 requirements in Qatar

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In Qatar these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

How Sterling gets a Qatari company certified

How to get ISO 22301 certified in Qatar

One team from the Dubai office carries the work from scoping to certificate. Clients in Qatar are served from Sterling's Dubai office (GCC), on-site where the work needs it and remotely otherwise.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 22301 and the Qatari requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 22301 certification take in Qatar?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Qatar these are the factors that set the timeline.

  • Business impact analysis coverage across departments
  • Testing and exercise evidence available before stage 2
  • Dependence on cloud, outsourced and single-site operations
  • Certification body scheduling around Ramadan and Eid

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in Qatar?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Qatar these factors move both.

  • Number of sites and critical activities in scope
  • Depth of recovery strategies needed
  • Certification body audit fees, quoted separately from consulting
  • Exercises and testing to be run

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in Qatar

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Qatar are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Qatar

Use a certification body accredited for ISO 22301 by an accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated). The GCC Accreditation Centre (GAC) serves Qatar, as ILAC lists it; check that the accreditation scope covers the standard and your sector. No body is named here unless its Qatar accreditation scope has been verified. Edition and transition details: ISO 22301 hub →

    Audit language

Agree the audit and document language with the certification body at application; Arabic and English are both used in the market, and a regulator or government buyer may set its own language requirement.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 22301 in Qatar: questions clients ask

Does Qatar Central Bank require ISO 22301?

For insurers, the cyber security regulation says business continuity policy, procedures and plans shall be formulated in line with a global standard such as ISO 22301. That is alignment with the standard, not an explicit demand for a certificate. Ask QCB what evidence it expects, and check whether other QCB texts apply to you.

How does ISO 22301 help with NIA certification?

NCSA's scheme slides, dated March 2019, ask for a business impact analysis in the scope documents and for a compliance roadmap. A continuity programme produces a business impact analysis anyway, so the work can feed both. NIA is assessed separately by NCSA; confirm the current document list with NCSA.

Who certifies a Qatari organisation to ISO 22301?

A certification body accredited for the standard issues it, and ILAC lists the GCC Accreditation Centre (GAC) as serving Qatar. Ask the body to show an accreditation scope that includes business continuity management systems. Sterling prepares the organisation without certifying it.

Is a disaster recovery plan enough for ISO 22301?

A recovery plan for IT is one input. The insurance regulation speaks of business continuity policy, procedures and plans, which points to a wider management system covering priorities, people, premises and suppliers. ISO 22301 expects that broader scope, tested through exercises and reviewed by management.
