Qatar Personal Data Privacy Protection Law (PDPPL) compliance in Qatar at a glance
Law No. (13) of 2016, Personal Data Privacy Protection (PDPPL) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Qatar ask for evidence that you meet it.
Law No. (13) of 2016, the Personal Data Privacy Protection law, gives Qatar a general data protection regime, and NCSA's National Cyber Governance and Assurance Affairs is the competent department that administers and enforces it. NCSA's guidelines address controllers and processors working electronically and set out principles from transparency and data minimisation to accountability, with separate guidance on privacy notices, impact assessments and breach notifications. Banks and insurers add Qatar Central Bank's Data Handling and Protection Regulation, and firms inside the Qatar Financial Centre follow their own QFC Data Protection Regulations 2021. There is no PDPPL certificate to collect; compliance is shown through records and working practice, and ISO/IEC 27701 is an optional benchmark. Sterling builds that evidence from its Dubai office: data maps, notices, rights handling, vendor terms and breach procedures, with Effivity and Sterling Academy included in the engagement. The legal position is for your counsel.

How long does Qatar Personal Data Privacy Protection Law (PDPPL) compliance take in Qatar?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Qatar these are the factors that set the timeline.
- Number of systems and processing activities to map
- Whether QCB or QFC obligations apply alongside the national law
- Vendor and data sharing review
- Breach and rights-handling procedures that need building
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does Qatar Personal Data Privacy Protection Law (PDPPL) compliance cost in Qatar?
The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Qatar these factors move both.
- Number of entities and processing activities in scope
- Volume of personal data and data subjects
- Security control remediation
- Impact assessments needed for higher-risk processing
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
Qatar Personal Data Privacy Protection Law (PDPPL) consultants and assessors in Qatar
Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers Qatar Personal Data Privacy Protection Law (PDPPL) and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Qatar are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Qatar
Compliance, not certification: the PDPPL guidance read describes no certificate. Evidence is the controller's own records, notices, impact assessments, breach procedures and security measures. ISO/IEC 27701 certification by an accredited certification body is an optional external benchmark and not a legal requirement. Edition and transition details: Qatar Personal Data Privacy Protection Law (PDPPL) hub →
Audit language
Write privacy notices in the language of the people they address; Arabic notices are often needed for Qatari customers and staff, and internal records are commonly kept in English.
Remote and on-site
Data mapping and policy workshops can run on-site or remotely; the guidance read does not prescribe an external assessment.
Qatar Personal Data Privacy Protection Law (PDPPL) in Qatar: questions clients ask
Who enforces the PDPPL in Qatar?
NCSA's National Cyber Governance and Assurance Affairs. Under Amiri Decree No. (1) of 2021 it is the competent department for administering and enforcing Law No. (13) of 2016. Its guidelines say they are not exhaustive and should be read with the law and any ministerial decisions, so take your counsel's advice on specifics.
What principles does NCSA say sit at the heart of the PDPPL?
NCSA lists transparency, honesty and respect for human dignity, data minimisation, accuracy, storage limitation, integrity and confidentiality, purpose limitation and accountability. It tells controllers these should guide how they process personal data. A privacy programme usually starts by checking each processing activity against that list.
Is a firm in the Qatar Financial Centre covered by the PDPPL?
QFC firms have their own regime, the QFC Data Protection Regulations 2021, administered by the QFC Data Protection Office. The QFC's own description of the regime does not relate it to Law No. (13) of 2016, so ask counsel which regime, or both, applies to your processing.
Do QCB-supervised banks have extra data duties?
Yes, in addition to the national law. QCB's Data Handling and Protection Regulation applies to all financial institutions under its supervision, requires personal data to be processed in compliance with Law No. (13) of 2016, and refers to NCSA's National Data Classification Policy. Check the regulation's wording with QCB for your institution.
