ISO 27701 certification in Qatar at a glance
In Qatar, ISO/IEC 27701 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Privacy compliance in Qatar rests on Law No. (13) of 2016, the Personal Data Privacy Protection law, with NCSA's National Cyber Governance and Assurance Affairs as the competent department, and on the QFC Data Protection Regulations 2021 for firms inside the Qatar Financial Centre. Banks and insurers add Qatar Central Bank's Data Handling and Protection Regulation. These texts describe no certificate, which is where ISO/IEC 27701 comes in: it is an optional, independent benchmark that extends an information security management system with privacy controls for controllers and processors. It evidences effort; it does not prove compliance with the law. Certification is by a body accredited within the Global ACI arrangements, and the GCC Accreditation Centre (GAC) serves Qatar. Sterling builds the privacy information management layer from Sterling's Dubai office, covering data maps, records of processing, rights handling and vendor controls, with Effivity and Sterling Academy included.
Who needs ISO 27701 in Qatar, and what happens without it
In Qatar the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Controllers and processors working under the PDPPLNCSA's principles, from accountability to storage limitation, map onto a privacy management system.
- Firms in the Qatar Financial CentreThe QFC Data Protection Regulations 2021 apply inside the centre; a certified system gives evidence for the QFC Data Protection Office and clients.
- Banks and insurers supervised by QCBQCB's Data Handling and Protection Regulation requires processing in compliance with Law No. (13) of 2016.

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.
In Qatar these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How long does ISO 27701 certification take in Qatar?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Qatar these are the factors that set the timeline.
- Whether an ISO/IEC 27001 system already exists to extend
- Completeness of records of processing and data maps
- Vendor and sharing arrangements to document
- Certification body scheduling around Ramadan and Eid
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27701 certification cost in Qatar?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Qatar these factors move both.
- Number of processing activities and entities in scope
- Depth of privacy impact assessment work
- Certification body audit fees, quoted separately from consulting
- Rights-handling and breach procedures to build
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27701 consultants and certification bodies in Qatar
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Qatar are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 27701 in Qatar (3)
| Instrument | How it treats the standard |
|---|---|
| Law No. (13) of 2016, Personal Data Privacy Protection (PDPPL) | Related The PDPPL describes no certificate; ISO/IEC 27701 is an optional benchmark and not proof of compliance. |
| QFC Data Protection Regulations 2021 | Related Applies to firms in the Qatar Financial Centre; ISO/IEC 27701 is not mentioned on the page checked. |
| QCB Data Handling and Protection Regulation | Sector rule QCB-supervised institutions must process personal data in compliance with Law No. (13) of 2016; ISO standards are not named. |
Accreditation, audit language and remote audits in Qatar
Use a certification body accredited for ISO/IEC 27701 by an accreditation body within the international mutual recognition arrangements now run by Global ACI (Global Accreditation Cooperation Incorporated); check that the accreditation scope covers the standard and your sector. No body is named here unless its Qatar accreditation scope has been verified. The certificate is an extension of an information security management system, so a body must be able to assess both. The GCC Accreditation Centre (GAC) serves Qatar, as ILAC lists it; check that the accreditation scope covers the standard and your sector. Edition and transition details: ISO/IEC 27701 hub →
Audit language
Agree the audit and document language with the certification body at application; Arabic and English are both used in the market, and a regulator or government buyer may set its own language requirement.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 27701 in Qatar: questions clients ask
Does ISO 27701 make a company compliant with the PDPPL?
No. NCSA's guidance describes principles and obligations for controllers and processors and mentions no certificate. ISO/IEC 27701 can help organise the evidence of your effort, but compliance is judged against the law itself, so your counsel should confirm where your privacy programme stands.
Can a QFC firm use ISO 27701 for its own regulations?
It can support them as a working framework, though the QFC page does not mention the standard. The QFC Data Protection Regulations 2021 and the QFC Data Protection Office set the rules inside the centre. Ask the Office whether any certificate carries weight with it.
Do QCB-supervised banks need ISO 27701?
Nothing in the regulation requires it. The Data Handling and Protection Regulation requires financial institutions to process personal data in compliance with Law No. (13) of 2016 and does not name ISO standards. A bank may still ask suppliers for it by contract.
What does the certificate add to an ISO 27001 system?
A privacy information management layer: defined roles for controllers and processors, records of processing, consent and rights handling, impact assessment and sharing controls. It extends an existing ISO/IEC 27001 system, so a base already in place shortens the path considerably for most organisations.
