ISO 27001 certification in Portugal at a glance
Decreto-Lei n.º 125/2025, de 4 de dezembro (Regime Jurídico da Cibersegurança) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Portugal ask for evidence that you meet it.
A certificate can now carry weight with a Portuguese regulator. The CNCS regulation of June 2026 says essential and important entities may benefit from a presumption of compliance when they present an ISO/IEC 27001 certificate from a duly accredited certification body, so long as its scope fully covers the networks and information systems behind their regulated services, and the certificate has to come with a statement of applicability. The national reference framework itself draws on ISO/IEC 27001:2022 and 27002:2022. Banks, insurers and their ICT suppliers meet DORA, while shared-services and digital firms answer to customers abroad. The certificate is issued by a body accredited by IPAC, never by Sterling. Sterling's Enschede office defines the scope, runs the risk assessment, builds the controls and rehearses the internal audit before stage 1 and stage 2, with Effivity and Sterling Academy included in the engagement.
Who needs ISO 27001 in Portugal, and what happens without it
In Portugal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Essential and important entities under the cybersecurity regimeThe CNCS regulation lets an ISO/IEC 27001 certificate from a duly accredited body support a presumption of compliance, provided its scope fully covers the networks and systems behind the regulated services.
- Relevant public entities and the suppliers that serve themThe same regulation lets relevant public entities present certificates to the competent authority, and the national reference framework draws on ISO/IEC 27001:2022, so a supplier already running the standard speaks the customer's language.
- ICT providers to banks, insurers and investment firmsDORA makes the financial entity answerable for ICT third-party risk under Banco de Portugal, the CMVM and the insurance supervisor, so providers face security due diligence even though DORA does not name the standard.
- Shared-services, BPO and digital firms working for foreign clientsPortugal Global lists shared services and global business services among key industries, with IT, finance, customer service and compliance functions that clients abroad commonly ask to see independently certified.
- Processors holding personal data for controllersThe CNPD supervises the GDPR's security duties, and a certified management system gives a processor structured evidence to put in front of a controller.

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.
In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How long does ISO 27001 certification take in Portugal?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.
- Whether the entity is essential, important or a relevant public entity under the cybersecurity regime
- Fit between the certification scope and the networks and systems behind the regulated services
- Maturity of the risk assessment, internal audit and management review
- Certification body scheduling around the Portuguese summer holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27001 certification cost in Portugal?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Portugal these factors move both.
- Size of the scope, number of sites and cloud tenants
- Depth of control remediation needed
- Certification body audit fees, quoted separately from consulting
- Effort to align the system and its statement of applicability with the national reference framework
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27001 consultants and certification bodies in Portugal
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 27001 in Portugal (4)
| Instrument | How it treats the standard |
|---|---|
| CNCS Regulamento n.º 756/2026 (voluntary certification and the national reference framework) | Regulator instrument Essential and important entities may benefit from a presumption of compliance when they give the competent authority a certificate from a duly accredited certification body, and the text lists ISO/IEC 27001 where the scope fully covers the networks and systems behind the regulated services. |
| Decreto-Lei n.º 125/2025, de 4 de dezembro (Regime Jurídico da Cibersegurança) | The instrument itself It transposes Directive (EU) 2022/2555, makes the CNCS the national cybersecurity authority and lets it require essential, important and relevant public entities to obtain certification showing their measures, with an equivalence matrix to existing schemes. |
| Regulation (EU) 2022/2554 (DORA), with Banco de Portugal, the CMVM and the insurance supervisor as national authorities | The regulation itself It applies from 17 January 2025, and Decreto-Lei n.º 125/2025 names Banco de Portugal, the Comissão do Mercado de Valores Mobiliários and the Autoridade de Supervisão de Seguros e Fundos de Pensões as special authorities for the digital operational resilience of the financial sector. |
| IPAC (Instituto Português de Acreditação, I.P.) as Portugal's national accreditation body | Recognition IPAC's general regulation describes it as the national accreditation body under Regulation (EC) No 765/2008, covering testing and calibration laboratories, clinical laboratories, inspection, certification, validation and verification bodies. |
Accreditation, audit language and remote audits in Portugal
Choose a certification body accredited for ISO/IEC 27001 by IPAC, Portugal's national accreditation body, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Check that the body's accreditation scope covers the standard and your sector. For the cybersecurity regime's presumption of compliance the regulation speaks of a duly accredited certification body and a scope that fully covers the regulated services' networks and systems, so check both. No body is named here. Edition and transition details: ISO/IEC 27001 hub →
Audit language
Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.
Remote and on-site
Stage 1 and stage 2 audits are normally done on site, with remote elements at the certification body's discretion under its accreditation rules.
ISO 27001 in Portugal: questions clients ask
Does the Portuguese cybersecurity regulation recognise an ISO/IEC 27001 certificate?
Yes. ISO/IEC 27001 appears by name in the CNCS regulation of June 2026 among the certificates an essential or important entity can show to benefit from a presumption of compliance. The issuing body must be duly accredited and the scope must be complete, and the authority decides how much weight the evidence carries.
What must an ISO/IEC 27001 certificate cover to count with the CNCS?
Its scope has to cover, in full, the information systems and networks that support the services the entity provides under the cybersecurity regime. The regulation also expects the certificate to carry the statement of applicability, and asks the entity to tell the authority through the electronic platform when a certificate is revoked, suspended, renewed or changes scope.
Is the national reference framework QNRCS related to ISO/IEC 27001?
Closely. The regulation says the QNRCS rests mainly on six references, including ISO/IEC 27001:2022 and ISO/IEC 27002:2022 alongside NIST CSF 2.0, CyFun, CIS Controls v8.1 and NIST SP 800-53 Rev.5, and the annexed measures point to the matching clause numbers. A working management system therefore maps neatly onto the framework.
Who issues an ISO/IEC 27001 certificate to a Portuguese company?
The certification body issues it, not Sterling. In Portugal that body should hold IPAC accreditation, which EA lists with a management system certification scope, or an equivalent. Sterling prepares the scope, risk assessment, controls and internal audit before the stage 1 and stage 2 audits, working from its Enschede office.
