SOC 2 attestation in Portugal at a glance
In Portugal, SOC 2 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Portuguese service providers often work for customers abroad, which is why SOC 2 keeps appearing in their contracts. Portugal Global describes shared-services and global business services centres that perform finance, customer service, IT and compliance work for group companies and clients abroad, and DORA pushes banks and insurers supervised by Banco de Portugal, the CMVM and the insurance supervisor to question their ICT suppliers closely. A SOC 2 report answers those questions once. It is an attestation issued by a licensed CPA firm against the AICPA trust services criteria, not a certificate, and Sterling does not attest. Sterling's Enschede office defines scope, builds the controls and evidence, and rehearses the examination with the client, with Effivity and Sterling Academy included in the engagement.
Who needs SOC 2 in Portugal, and what happens without it
In Portugal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Shared-services and BPO centres reporting to group or client controllers abroadPortugal Global names finance, customer service, IT and compliance among the centre functions, and customers outside Portugal may ask for an independent report on controls.
- Software and cloud providers selling to regulated customersBanks and insurers under DORA answer for ICT third-party risk, so their suppliers face due diligence questionnaires that a report can answer.
- Fintech and payment firms with US or multinational customersThe AICPA trust services criteria are the usual reference for US buyers, and a Portuguese provider can use the same report across customers.
- Providers already working towards ISO/IEC 27001The two overlap substantially, so the controls built for the CNCS presumption of compliance can be reused as evidence.

Take the SOC 2 readiness checkSOC 2 requirements in Portugal
Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.
In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How long does SOC 2 attestation take in Portugal?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.
- Scope of systems and the trust services categories chosen
- Maturity of access, change, incident and vendor controls
- Whether a point-in-time or an over-time report is wanted
- CPA firm availability and customer deadlines
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does SOC 2 attestation cost in Portugal?
The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Portugal these factors move both.
- Size of the in-scope environment and number of control owners
- Remediation of control gaps and evidence tooling
- CPA firm examination fees, quoted separately from consulting
- Effort to keep evidence current between reports
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
SOC 2 consultants and auditors in Portugal
Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive SOC 2 in Portugal (4)
| Instrument | How it treats the standard |
|---|---|
| AICPA as owner of the SOC professional standards | Scheme rule SOC engagements are performed by CPA firms for service organisations under standards the AICPA promulgates. |
| Regulation (EU) 2022/2554 (DORA), with Banco de Portugal, the CMVM and the insurance supervisor as national authorities | The regulation itself It applies from 17 January 2025, and Decreto-Lei n.º 125/2025 names Banco de Portugal, the Comissão do Mercado de Valores Mobiliários and the Autoridade de Supervisão de Seguros e Fundos de Pensões as special authorities for the digital operational resilience of the financial sector. |
| Portugal Global (AICEP) description of shared services and global business services | Market driver Portugal Global lists the sector among key industries and names finance, human resources, procurement, customer service, IT and compliance among the functions the centres perform. |
| CNCS Regulamento n.º 756/2026 (voluntary certification and the national reference framework) | Regulator instrument Essential and important entities may benefit from a presumption of compliance when they give the competent authority a certificate from a duly accredited certification body, and the text lists ISO/IEC 27001 where the scope fully covers the networks and systems behind the regulated services. |
Accreditation, audit language and remote audits in Portugal
Attestation, not certification: a SOC 2 report is issued by a licensed CPA firm after an examination against the AICPA trust services criteria. Sterling prepares the controls and evidence; it does not attest, and no Portuguese authority issues the report. Edition and transition details: SOC 2 hub →
Audit language
Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.
Remote and on-site
The CPA firm decides how much fieldwork is remote; evidence collection from cloud environments is commonly remote.
SOC 2 in Portugal: questions clients ask
Who issues a SOC 2 report for a company in Portugal?
A licensed CPA firm does, after examining your controls against the AICPA trust services criteria. The AICPA owns the professional standards for SOC engagements, and no Portuguese regulator or accreditation body issues the report. Sterling helps you get ready but plays no part in the opinion, so choose the CPA firm early.
Does DORA require financial suppliers in Portugal to hold a SOC 2 report?
No. DORA, applicable from 17 January 2025, makes the financial entity responsible for ICT third-party risk, with Banco de Portugal, the CMVM and the insurance supervisor as national authorities, but it does not name SOC 2. A report can still answer customer due diligence. Ask each customer what evidence it accepts.
Is a SOC 2 report listed in the CNCS rules on presumed compliance?
No. The regulation lists ISO/IEC 27001 with a fully covering scope, the national EC QNRCS scheme and, for public entities, the Selo Digital specification, plus other schemes the national authority approves or recognises. A SOC 2 report is an attestation rather than a certificate. Ask the CNCS whether it can be used as evidence.
Why do Portuguese shared-services centres ask for SOC 2?
Their work is done for other companies. Portugal Global says centres perform finance, human resources, procurement, customer service, IT and compliance functions, and the customers served from them may want independent assurance over controls. A single SOC 2 report can be handed to many of them. Individual customers decide whether it satisfies their own requirements.
