ISO 22301 certification in Portugal at a glance
Decreto-Lei n.º 125/2025 cybersecurity measures: business continuity and supply chain is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Portugal ask for evidence that you meet it.
Continuity is a named topic in Portuguese cyber law. Decreto-Lei n.º 125/2025 lists business continuity, backup management, disaster recovery and crisis management among the minimum measures for essential and important entities, and the CNCS's 2026 regulation takes its glossary definitions of business continuity and the continuity plan from ISO 22301:2019. DORA adds duties for banks, insurers and their ICT suppliers under Banco de Portugal, the CMVM and the insurance supervisor. A certified ISO 22301 system is therefore a recognisable way to organise impact analysis, plans and exercises, though no text prescribes it. Certificates come from bodies accredited by IPAC, never from Sterling. Sterling's Enschede office runs the business impact analysis, writes the plans, designs the exercises and rehearses the audit, with Effivity and Sterling Academy included.
Who needs ISO 22301 in Portugal, and what happens without it
In Portugal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Essential and important entities under the cybersecurity regimeThe decree-law's minimum measures include business continuity, backup management, disaster recovery and crisis management.
- Banks, insurers and investment firms and their ICT suppliersDORA refers to an ICT business continuity policy and sets resilience testing, under Banco de Portugal, the CMVM and the insurance supervisor.
- Shared-services and BPO centres with client service levelsPortugal Global names the functions centres perform, and clients depend on continuity of those functions.
- Port and logistics operatorsSines and the Algarve ports handle cargo flows where disruption cascades to customers.

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.
In Portugal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

How long does ISO 22301 certification take in Portugal?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Portugal these are the factors that set the timeline.
- Critical services and their dependencies
- Maturity of business impact analysis, plans and exercises
- Number of sites and outsourced functions
- Certification body scheduling around the Portuguese summer holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22301 certification cost in Portugal?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Portugal these factors move both.
- Size of the scope and number of critical processes
- Exercise programme and recovery capability investments
- Certification body audit fees, quoted separately from consulting
- Documentation and training effort
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22301 consultants and certification bodies in Portugal
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Portugal are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 22301 in Portugal (4)
| Instrument | How it treats the standard |
|---|---|
| Decreto-Lei n.º 125/2025 cybersecurity measures: business continuity and supply chain | The instrument itself The minimum measure areas for essential and important entities include business continuity such as backup management, disaster recovery and crisis management, and supply chain security. |
| CNCS Regulamento n.º 756/2026 glossary and resilience measure | Regulator instrument The glossary takes its definitions of business continuity and the business continuity plan from ISO 22301:2019, and the framework measure on resilience requires a business continuity plan that is tested, with controls referenced to ISO/IEC 27001 and ISO/IEC 27002. |

| IPAC (Instituto Português de Acreditação, I.P.) as Portugal's national accreditation body | Recognition IPAC's general regulation describes it as the national accreditation body under Regulation (EC) No 765/2008, covering testing and calibration laboratories, clinical laboratories, inspection, certification, validation and verification bodies. |
Accreditation, audit language and remote audits in Portugal
Choose a certification body accredited for ISO 22301 by IPAC, Portugal's national accreditation body, or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Check that the body's accreditation scope covers the standard and your sector. No body is named here. Edition and transition details: ISO 22301 hub →
Audit language
Portuguese is the official language and English is widely used in international business. Agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a contract or a regulator's procedure.
Remote and on-site
Stage 1 and stage 2 audits are normally on site, with exercise records and continuity plans reviewed in person or remotely at the certification body's discretion.
ISO 22301 in Portugal: questions clients ask
Does Portuguese cyber law require business continuity?
Yes. The minimum measures that Decreto-Lei n.º 125/2025 lists for essential and important entities include business continuity, such as backup management, disaster recovery and crisis management, together with supply chain security. Those provisions take effect later under the law's article on effects. Which entities are covered is for the CNCS or your counsel to confirm.
Is ISO 22301 mentioned in the CNCS regulation?
In its glossary. The regulation takes its definitions of business continuity and business continuity plan from ISO 22301:2019, and its resilience measure requires a plan that is tested, with control references to ISO/IEC 27001 and 27002 rather than 22301. A certified continuity system fits the intent but is not a prescribed route.
What does DORA expect on continuity from Portuguese financial entities?
DORA covers ICT risk management, incident management and reporting, resilience testing and third-party risk, and it refers to an ICT business continuity policy with response and recovery plans. Banco de Portugal, the CMVM and the insurance supervisor are the Portuguese authorities. DORA does not name ISO 22301, so ask your supervisor what evidence it expects.
Who certifies a business continuity system in Portugal?
Only an accredited certification body can do it. Look for IPAC accreditation, or an equivalent, that names business continuity management in its scope, and schedule your exercises so that records exist before stage 2. Sterling prepares the analysis, plans and exercises but never certifies.
