In short

ISO 22000 certification in Pakistan at a glance

Pakistan Halal Authority Act, 2016, Schedule I (OIC Guidelines for Halal Food) refers to ISO 22000, yet none of the Pakistani instruments checked makes it compulsory. Buyers in Pakistan ask for it anyway.

A Pakistani food manufacturer holds a provincial licence for the premises, but its overseas and retail buyers want evidence that the food safety system itself is under control. ISO 22000 supplies that evidence. The Pakistan Halal Authority Act, 2016 already treats food safety and traceability as prerequisites for halal food, the National Agri-trade and Food Safety Authority Act, 2026 regulates quality aspects of traded agricultural and animal products, and PNAC is shown as recognised for ISO 22000 certification since 2025. None of them makes the certificate compulsory, and none replaces the licence from the Punjab Food Authority, the Sindh Food Authority or the Khyber Pakhtunkhwa Food Safety and Halal Food Authority. Sterling's Mumbai office helps food businesses build the prerequisite programmes, the HACCP plan and the traceability and recall routine, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs ISO 22000 in Pakistan, and what happens without it

In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Food and beverage manufacturers selling to retailers and exportersProvincial food authorities licence the business; an ISO 22000 certificate adds a management-system layer that buyers can audit.
  • Agri-food and animal-product exportersThe National Agri-trade and Food Safety Authority Act, 2026 regulates quality aspects of agricultural and animal products traded internationally against recognised sanitary and phytosanitary measures or quality standards.
  • Halal food producersSchedule I of the Pakistan Halal Authority Act, 2016 lists an ISO food safety management systems standard among its references and treats food safety and traceability as prerequisites.
  • Packaging, ingredient and logistics suppliers to food companiesFood manufacturers pass their hygiene and traceability requirements down the chain.

Requirements

ISO 22000 requirements in Pakistan

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

Time

How long does ISO 22000 certification take in Pakistan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.

  • Food chain category, product range and number of production lines
  • State of prerequisite programmes and the HACCP plan
  • Traceability and recall records
  • Certification body scheduling around seasonal harvest and Ramadan production peaks

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Pakistan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Pakistan these factors move both.

  • Number of sites, lines and product categories
  • Laboratory testing and monitoring equipment
  • Certification body audit fees quoted separately from consulting
  • Hygiene, layout or segregation works the gap review finds

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Pakistan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22000 in Pakistan (4)

InstrumentHow it treats the standard
Pakistan Halal Authority Act, 2016, Schedule I (OIC Guidelines for Halal Food)Refers to / expects
Lists an ISO food safety management systems standard among its normative references and says food safety and traceability should be prerequisites of halal food.
PNAC recognition for ISO 22000 certificationScheme rule
The legacy mutual recognition site shows PNAC recognised for ISO 22000 (FSMS) under ISO 22003-1 from 28 August 2025.
National Agri-trade and Food Safety Authority Act, 2026Does not name ISO 22000
Regulates quality aspects, sanitary and phytosanitary compliance and official controls for traded agricultural and animal products.
Provincial food authoritiesDoes not replace
Punjab, Sindh and Khyber Pakhtunkhwa authorities register, licence and inspect food businesses; an ISO 22000 certificate is separate from the licence.

Accreditation, audit language and remote audits in Pakistan

Choose a certification body accredited for this standard by the Pakistan National Accreditation Council (PNAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PNAC is shown as recognised for ISO 22000 certification since 2025, so ask whether the certification body's PNAC accreditation covers your food chain category and confirm that your retail or export customer accepts it. Audit language

Business records, standards and tenders are mostly in English, and the Constitution allows English for official purposes; interviews with operators and suppliers may run in Urdu or a regional language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Audits are on-site, covering production areas, storage, sanitation and records; document review can be partly remote.

ISO 22000 in Pakistan: questions clients ask

Is ISO 22000 required to export food from Pakistan?

No general rule makes it compulsory. The National Agri-trade and Food Safety Authority Act, 2026 deals with quality and sanitary and phytosanitary compliance for traded agricultural goods, and importing buyers set their own supplier conditions. Check the destination market's rules and your customer's contract to see whether a certificate is asked for, and confirm with counsel or the authority.

Does PNAC accredit ISO 22000 certification bodies?

The legacy mutual recognition site shows PNAC recognised for ISO 22000 food safety management systems certification, via ISO 22003-1, since 28 August 2025. A certificate from a PNAC-accredited body is therefore a natural local route. Ask the body for its accreditation certificate and check that your food chain category is within its scope.

How does ISO 22000 relate to a provincial food licence?

They are separate. Punjab, Sindh and Khyber Pakhtunkhwa have food authorities that register, licence and inspect food businesses, and a licence is a legal requirement. An ISO 22000 certificate shows a management system and does not substitute for it. Apply for the licence the authority requires, then use the system to keep the controls running.

Does halal certification need food safety certification too?

The halal guidelines in Schedule I of the Pakistan Halal Authority Act, 2016 treat food safety and traceability as prerequisites and list an ISO food safety management systems standard among their references. A food safety system therefore supports a halal application. The halal certificate itself comes from an accredited halal certification body.
