In short

FSSC 22000 certification in Pakistan at a glance

In Pakistan, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

FSSC 22000 is a customer requirement before it is anything else. A Pakistani food, beverage or packaging exporter meets it in a retail buyer's supplier terms, and no national statute names it: the National Agri-trade and Food Safety Authority Act, 2026 and the provincial food authorities regulate quality and licensing separately. Certificates come from certification bodies licensed by the scheme owner, so accreditation alone is not the whole check. The legacy mutual recognition site shows PNAC recognised for ISO 22000 certification from 28 August 2025, and the FSSC 22000 scheme does not appear among its entries, which is why customer acceptance of the certification body matters. Sterling's Mumbai office helps manufacturers build prerequisite programmes, food defence and food fraud controls, traceability and internal audits, and run mock audits, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs FSSC 22000 in Pakistan, and what happens without it

In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Packaged food and beverage exporters supplying global retailersRetail buyers abroad often name a benchmarked food safety scheme in supplier conditions.
  • Packaging and ingredient manufacturers in the food chainFood companies expect upstream suppliers to run a scheme-grade food safety system.
  • Agri-food and animal-product exportersThe National Agri-trade and Food Safety Authority Act, 2026 regulates quality aspects of goods traded internationally, and buyers add their own scheme conditions.
  • Halal food producersHalal controls need the food safety foundations the Pakistan Halal Authority Act, 2016 treats as prerequisites.

Requirements

FSSC 22000 requirements in Pakistan

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Pakistan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.

  • Food chain category and scheme requirements beyond ISO 22000
  • State of prerequisite programmes, food defence and food fraud controls
  • Traceability and recall records
  • Certification body scheduling, including unannounced audit rules and seasonal peaks

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Pakistan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Pakistan these factors move both.

  • Number of sites and product categories
  • Additional scheme requirements and monitoring equipment
  • Certification body audit fees quoted separately from consulting
  • Hygiene or layout works the gap review finds

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Pakistan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive FSSC 22000 in Pakistan (3)

    InstrumentHow it treats the standard
PNAC recognition for ISO 22000 certificationAccreditation
The legacy mutual recognition site shows PNAC recognised for ISO 22000 (FSMS) via ISO 22003-1 from 28 August 2025; the FSSC 22000 scheme is not shown among PNAC's recognition entries.
National Agri-trade and Food Safety Authority Act, 2026Does not name FSSC 22000
Regulates quality and sanitary and phytosanitary compliance for traded agricultural and animal products.
    Provincial food authoritiesDoes not replace
Licences for food businesses are issued by the provincial authorities; a scheme certificate is separate.

Accreditation, audit language and remote audits in Pakistan

FSSC 22000 is a scheme owned by its own foundation and certificates come from certification bodies licensed by the scheme owner, so check the body's approval for the scheme as well as its accreditation. PNAC's recognition entries on the legacy mutual recognition site list ISO 9001, ISO 14001 and ISO 22000 for management systems; PNAC's ISO 22000 recognition is shown from 2025, but the scheme itself is not shown. Ask each body for its accreditation certificate, scope and scheme licence. Edition and transition details: FSSC 22000 hub →

    Audit language

Business records, standards and tenders are mostly in English, and the Constitution allows English for official purposes; interviews with operators and suppliers may run in Urdu or a regional language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Audits are on-site across production, storage and hygiene areas, and some audits under the scheme may be unannounced; document review can be partly remote.

FSSC 22000 in Pakistan: questions clients ask

Is FSSC 22000 required by law in Pakistan?

No. The National Agri-trade and Food Safety Authority Act, 2026 and the provincial food authorities regulate quality and licensing, and neither names FSSC 22000. The scheme is a commercial requirement that retail and manufacturing customers write into supplier conditions. Check your customer's contract and the destination market's rules.

Does PNAC accredit bodies for FSSC 22000?

The legacy mutual recognition site shows PNAC recognised for ISO 22000 certification from 28 August 2025, but it does not show the FSSC 22000 scheme among PNAC's entries. Ask any certification body for its accreditation certificate and its licence from the scheme owner, and check your customer accepts them.

How does FSSC 22000 relate to the provincial food licence?

They are separate obligations. Punjab, Sindh and Khyber Pakhtunkhwa food authorities issue the licence needed to run a food business, and a scheme certificate does not replace it. Hold the licence first, then use the scheme to evidence control of hazards, defence and fraud to your customers.

What extra work does FSSC 22000 add beyond ISO 22000?

It brings scheme-specific requirements on top of the ISO standard, and the planning factors are the food defence and food fraud controls, prerequisite programme depth, and the audit rules of the scheme, including unannounced audits. A gap review against the scheme's current rules shows how large the difference is for your site.
