HACCP certification in Pakistan at a glance
In Pakistan, HACCP is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
In Pakistan a food business is licensed before it is certified. The Sindh Food Authority Act, 2016 requires registration and a valid licence for any place used for food business, the Punjab Food Authority publishes licence categories and SOPs for food businesses, and the KP Food Safety & Halal Food Authority registers and inspects food businesses in its province. HACCP is the hazard-control method that sits behind those inspections, yet none of those texts makes a HACCP certificate compulsory, and the National Agri-trade and Food Safety Authority Act, 2026 does not name it either. Buyers and importing markets are the ones that ask for the certificate. Sterling's Mumbai office helps processors, caterers and exporters write the hazard analysis, build prerequisite programmes, train staff and test the system with internal audits, with Effivity software and Sterling Academy training included with the engagement. Certificates come from accredited certification bodies.
Who needs HACCP in Pakistan, and what happens without it
In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food processors, bakeries, dairies and beverage plantsProvincial food authorities licence food businesses by category and inspect hygiene; HACCP is the usual way to show the hazards are controlled.
- Meat, poultry and seafood exportersImporting markets and the National Agri-trade and Food Safety Authority look at sanitary controls on traded animal products.
- Restaurants, caterers and food service chainsAuthorities inspect premises and licence them, and customers ask for documented food safety procedures.
- Halal food producersHalal food guidelines treat food safety and traceability as prerequisites.

Take the HACCP readiness checkHACCP requirements in Pakistan
Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.
In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

How long does HACCP certification take in Pakistan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.
- Number of product categories, process steps and lines
- State of prerequisite hygiene programmes and training
- Validation and monitoring records already held
- Provincial food authority inspection and licensing schedule
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does HACCP certification cost in Pakistan?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Pakistan these factors move both.
- Number of sites and product lines
- Laboratory testing and monitoring equipment
- Certification body audit fees quoted separately from consulting
- Hygiene, layout or sanitation works found by the hazard analysis
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
HACCP consultants and certification bodies in Pakistan
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Pakistan
HACCP is applied through the food authority's licence and inspection regime; a HACCP certificate from an accredited certification body is a voluntary extra that buyers may ask for. Use a body accredited for the scope you need by PNAC or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), and check the scheme it certifies against. Confirm licence requirements with your provincial authority. Edition and transition details: HACCP hub →
Audit language
Business records, standards and tenders are mostly in English, and the Constitution allows English for official purposes; interviews with operators and suppliers may run in Urdu or a regional language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Hygiene and process controls are checked on-site; hazard analysis workshops and document review can be partly remote.
HACCP in Pakistan: questions clients ask
Does a food business need a licence as well as HACCP?
Yes, the licence is a legal step in its own right. The Sindh Food Authority Act requires registration and a valid licence for a place used for food business, and the Punjab Food Authority runs a licence-category tool and application portal. HACCP is the system that keeps hazards controlled; it is not a substitute for the licence.
Which authority licenses food businesses in Khyber Pakhtunkhwa?
The KP Food Safety & Halal Food Authority, which states that it was established under the 2014 Act and that all food businesses must be registered and regularly inspected. It also runs food testing laboratories and food-handler training. Check its site for the licence forms and the categories that apply to your premises.
Is a HACCP certificate mandatory for food exports?
There is no blanket rule in the National Agri-trade and Food Safety Authority Act, 2026, which regulates quality and sanitary compliance of traded goods without naming HACCP. Importing countries and buyers set their own conditions, which differ by product. Check the destination market's requirements and the customer's contract before deciding what certificate to obtain.
What does a HACCP project start with?
With the product and process scope: categories, steps and lines. Then comes the state of prerequisite hygiene programmes and training, because the hazard analysis rests on them, followed by validation and monitoring records. Small businesses often find that straightening out prerequisites does most of the work before the plan itself is written.
