ISO 27001 certification in Norway at a glance
NSM refers to ISO/IEC 27001, yet none of the Norwegian instruments checked makes it compulsory. Buyers in Norway ask for it anyway.
Norwegian guidance reaches ISO/IEC 27001 from two directions. NSM's advice lists it among the management frameworks organisations can use, and Helsedirektoratet's Normen for the health and care sector cross-references its requirements to ISO 27001 and ISO 27002, binding anyone who commits to it by agreement. Banks and insurers face the DORA-loven, in force from 1 July 2025, and look to their suppliers for evidence of ICT security, while providers of essential societal and digital services notify incidents to NSM under the Digital Security Act. The certificate itself comes from a certification body accredited by Norsk akkreditering, whose public register shows which bodies hold ISO/IEC 27001 in scope. Sterling's Enschede office prepares the risk assessment, Statement of Applicability, controls, internal audit and management review, with Effivity and Sterling Academy included, so that the audit meets a system already in daily use.
Who needs ISO 27001 in Norway, and what happens without it
In Norway the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Public bodies and suppliers to themNSM's ICT security principles list ISO/IEC 27001 among the management frameworks organisations can use.
- Health and care organisations and their IT suppliersThe Normen annex cross-references its requirements to ISO 27001 and ISO 27002, and suppliers commit to Normen by agreement.
- Banks, insurers and their ICT providersDORA-loven puts ICT risk, incident reporting and provider follow-up on financial firms, and customers look for evidence from their suppliers.
- Providers of essential societal and digital servicesThe Digital Security Act brings incident notification to NSM, which a documented security management system supports.
- SaaS, cloud and data-processing companiesCustomers who must meet the GDPR ask processors for evidence of security measures.

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.
In Norway these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How long does ISO 27001 certification take in Norway?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Norway these are the factors that set the timeline.
- Number of sites, systems and cloud services in scope
- Maturity of the risk assessment and Statement of Applicability
- Customer, Normen or DORA-driven requirements to map into the controls
- Availability of internal audit and management review records
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27001 certification cost in Norway?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Norway these factors move both.
- Scope size and headcount
- Security remediation needed before the audit
- Certification body fees quoted separately from consulting
- Integration with other management systems
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27001 consultants and certification bodies in Norway
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Norway are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Norway
Certification by a certification body accredited by Norsk akkreditering or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). The register run by Norsk akkreditering lists ISO/IEC 27001 in the scope of several bodies; confirm the edition and the body's scope before you apply. Edition and transition details: ISO/IEC 27001 hub →
Audit language
Norwegian and English are both workable for audits; agree the audit language and the language of controlled documents with the certification body at application, and follow any language clause in a tender or customer contract.
Remote and on-site
Remote audit elements are at the certification body's discretion; production, office and service sites are normally visited.
ISO 27001 in Norway: questions clients ask
Does NSM require ISO 27001 for Norwegian organisations?
No, it offers it as an option. NSM's advice lists ISO/IEC 27001 as an international standard for information security management, alongside NSM's own security management guide and the Digdir internal control guide, and ISO/IEC 27002 as a control framework. It is guidance rather than a mandate, so the duty to protect systems comes from the laws that apply to you.
Is ISO 27001 part of the Norwegian health sector norm?
Normen cross-references its requirements to ISO 27001:2023 and ISO 27002:2022 in an annex, which helps organisations build and maintain their management system. Normen applies to any organisation that has committed to follow it by agreement, so a supplier meets it through the contract, not through ISO certification alone. Check the agreement with your customer.
Who accredits ISO 27001 certification bodies in Norway?
Norsk akkreditering, the national accreditation body. Its public register lists the standards in the scope of each accredited management-system certification body, and ISO/IEC 27001 appears in several of them. A body accredited elsewhere within the same recognition arrangements is also an option, so compare the scope on the certificate with your own.
Does the Norwegian DORA law mean financial firms need ISO 27001?
Not by name. Finanstilsynet describes the DORA-loven, in force from 1 July 2025, as covering ICT risk management, incident reporting, testing, ICT service contracts and follow-up of ICT providers, without naming ISO/IEC 27001. A certificate can still evidence a supplier's controls to a bank. Ask Finanstilsynet or counsel what your firm must show.
