ISO 22301 certification in Norway at a glance
In Norway, ISO 22301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Resilience duties in Norway come from sector law rather than from ISO 22301 itself. Finanstilsynet's DORA-loven, in force from 1 July 2025, puts ICT risk, incident reporting, testing and provider follow-up on financial firms, and NSM receives incident notifications under the Digital Security Act from providers of essential societal and digital services. Havtil supervises safety offshore, where interruption has serious consequences, and Helsedirektoratet's Normen aims to prevent and handle incidents in health sector systems. A certified business continuity management system turns those duties into impact analysis, recovery objectives and exercises that an auditor can test. Norsk akkreditering's register lists ISO 22301:2019 for an accredited body, a short list worth checking early. Sterling's Enschede office builds the analysis, plans and testing, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 22301 in Norway, and what happens without it
In Norway the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Banks, insurers and payment firmsDORA-loven covers ICT risk, incident reporting and testing, which continuity planning supports.
- Providers of essential societal servicesThe Digital Security Act requires notification of incidents to NSM and the sector supervisor, and continuity arrangements shape how they respond.
- Offshore energy operators and critical suppliersHavtil's supervision spans petroleum and newer offshore energy activities where disruption carries safety consequences.
- Health and care organisations and their IT suppliersNormen aims to prevent, detect and handle unwanted incidents in the sector's networks and information systems.

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.
In Norway these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

How long does ISO 22301 certification take in Norway?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Norway these are the factors that set the timeline.
- Number of critical services and sites in scope
- Business impact analysis and recovery objectives
- Exercise and test history for continuity plans
- Interdependencies with ICT and outsourced providers
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22301 certification cost in Norway?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Norway these factors move both.
- Number of sites and critical activities
- Testing and exercise effort
- Certification body fees quoted separately from consulting
- Integration with ISO/IEC 27001
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22301 consultants and certification bodies in Norway
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Norway are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Norway
Certification by a certification body accredited by Norsk akkreditering or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). ISO 22301:2019 appears in the scope of an accredited body in the register kept by Norsk akkreditering; the number of bodies is smaller than for ISO 9001, so check availability early. Audit language
Norwegian and English are both workable for audits; agree the audit language and the language of controlled documents with the certification body at application, and follow any language clause in a tender or customer contract.
Remote and on-site
Remote audit elements are at the certification body's discretion; production, office and service sites are normally visited.
ISO 22301 in Norway: questions clients ask
Does the Norwegian DORA law require ISO 22301 from financial firms?
No standard is named in Finanstilsynet's notice on the DORA-loven, which took effect on 1 July 2025 and focuses on ICT risk, incident reporting, testing and contracts with ICT providers. A certified continuity system can evidence some of that work, yet the legal duties apply with or without a certificate. Ask Finanstilsynet or counsel what covers your firm.
What does the Digital Security Act require of essential service providers?
NSM explains that the Act addresses two categories, providers of essential societal services and providers of digital services, and that covered organisations must notify incidents. Essential-service providers must also register with both NSM and the supervisory authority of their sector, as quickly as possible. Check with NSM or your sector supervisor whether you are covered.
Are there many ISO 22301 certification bodies accredited in Norway?
Fewer than for ISO 9001. In Norsk akkreditering's public register ISO 22301:2019 shows up in one accredited body's scope, whereas ISO 9001 shows up in many. Bodies accredited elsewhere within the same recognition arrangements are possible too, so approach them early and compare what each scope actually lists.
Is a business continuity certificate mandatory in Norway?
No general duty to hold an ISO 22301 certificate is recorded. Sector rules such as the DORA-loven and the Digital Security Act set resilience and incident duties without naming the standard, while customers and tenders may ask for the certificate as evidence. Where a contract or regulator does call for it, that text decides.
