SOC 2 attestation in Norway at a glance
Two Norwegian instruments bear on SOC 2. Not one of them names it. So why do buyers in Norway keep asking for the report?
SOC 2 is an attestation, not a certificate, and in Norway it arrives through customers rather than statute. The AICPA describes the SOC suite as service offerings that CPAs may provide over a service organisation's system-level controls, and the report is issued by a licensed CPA firm, never by Norsk akkreditering or a certification body. Norwegian SaaS and cloud providers meet the request from enterprise buyers and from US customers, and fintech suppliers meet it from financial firms that must follow up their ICT providers under the DORA-loven, although that law does not name SOC 2. Sterling's Enschede office prepares the control environment, the system description, the evidence and the readiness review before the CPA firm starts, with Effivity and Sterling Academy included with the engagement. The opinion remains the CPA firm's.
Who needs SOC 2 in Norway, and what happens without it
In Norway the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- SaaS, cloud and managed service providers selling to enterprisesEnterprise buyers ask service organisations for independent assurance over system controls.
- Fintech and payment suppliers to Norwegian financial firmsDORA-loven puts ICT provider follow-up on financial firms, which suppliers answer with assurance reports.
- Norwegian companies selling into the US marketUS customers may ask vendors for a SOC 2 report in procurement.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.
Take the SOC 2 readiness checkSOC 2 requirements in Norway
Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.
In Norway these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How long does SOC 2 attestation take in Norway?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Norway these are the factors that set the timeline.
- Choice of Type 1 or Type 2 report and the review period
- Trust services criteria selected and system boundary
- Control operation evidence over the period
- CPA firm availability and readiness assessment
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does SOC 2 attestation cost in Norway?
The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Norway these factors move both.
- Scope of systems and trust services criteria
- Control remediation and tooling
- CPA firm fees quoted separately from consulting
- Repeat reporting cycles
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
SOC 2 consultants and auditors in Norway
Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Norway are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive SOC 2 in Norway (3)
| Instrument | How it treats the standard |
|---|---|
| AICPA — System and Organization Controls (SOC) suite | Attestation framework The AICPA describes SOC as a suite of service offerings CPAs may provide in connection with system-level controls of a service organisation. |
| Lov om digital operasjonell motstandsdyktighet i finanssektoren (DORA-loven) | Expected in practice Financial firms must follow up ICT providers; SOC 2 is not named. |
| Lov om behandling av personopplysninger (personopplysningsloven) and the GDPR | Expected in practice Processors must provide appropriate security; a SOC 2 report can support the evidence, but is not cited. |
"Expected in practice" means the instrument asks for the outcomes SOC 2 covers without naming a standard, and SOC 2 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Norway
Attestation, not certification: a SOC 2 report is issued by a licensed CPA firm under AICPA standards after examining the service organisation's controls. It is not issued by Norsk akkreditering or by a certification body, and no firm is named here. Edition and transition details: SOC 2 hub →
Audit language
Norwegian and English are both workable for audits; agree the audit language and the language of controlled documents with the certification body at application, and follow any language clause in a tender or customer contract.
Remote and on-site
Remote audit elements are at the certification body's discretion; production, office and service sites are normally visited.
SOC 2 in Norway: questions clients ask
Who issues a SOC 2 report for a Norwegian company?
A licensed CPA firm, following AICPA standards, after examining the service organisation's controls. It is an attestation report, not a certificate, so neither Norsk akkreditering nor a certification body issues it. Choose the firm early, because it sets the period and criteria, and a readiness review beforehand reduces surprises.
What is the SOC suite according to the AICPA?
The AICPA describes System and Organization Controls as a suite of service offerings that CPAs may provide in connection with system-level controls of a service organisation, or entity-level controls of other organisations. The reports give users information needed to assess and address the risks of outsourcing services, which is why customers ask for them.
Does the Norwegian DORA law mean financial firms require SOC 2 from suppliers?
Not by name; SOC 2 is absent from Finanstilsynet's notice on the law. Financial firms must still oversee their ICT providers, and a bank may ask for an assurance report as one way of doing so. What a given customer demands is set out in its own supplier requirements, which are the place to look.
Is SOC 2 required by Norwegian law?
No Norwegian statute is recorded as requiring it. Demand comes from enterprise and US customers who ask service providers for independent assurance, and from contracts with regulated customers. Where a contract or regulator does call for assurance, that text decides, and your counsel can confirm what applies to your services.
