ISO 27701 certification in Norway at a glance
Helsedirektoratet refers to ISO/IEC 27701, yet none of the Norwegian instruments checked makes it compulsory. Buyers in Norway ask for it anyway.
Datatilsynet calls certification under the GDPR voluntary and accredits certification bodies itself or through Norsk akkreditering, which leaves ISO/IEC 27701 in a different place: an international management system for privacy that sits on top of ISO/IEC 27001. Helsedirektoratet points to it as a useful tool for integrating privacy into the management system in the health and care sector, whose Normen binds organisations that commit by agreement. For processors serving Norwegian and EEA controllers, a certificate from a body accredited by Norsk akkreditering offers independent evidence of privacy controls, without claiming to be a GDPR certificate. Sterling's Enschede office maps processing activities, processors, rights handling and impact assessments onto the standard, with Effivity and Sterling Academy included with the engagement, and can combine the work with ISO/IEC 27001.
Who needs ISO 27701 in Norway, and what happens without it
In Norway the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Processors and sub-processors serving Norwegian and EEA customersCustomers who answer to Datatilsynet look for evidence of privacy controls from processors.
- Health and care suppliers working to NormenHelsedirektoratet names NS-ISO/IEC 27701 as a tool for integrating privacy into the management system.
- Organisations that already hold ISO/IEC 27001The privacy extension builds on the existing information security system.
- Controllers weighing an external benchmarkDatatilsynet describes certification as a voluntary tool, mainly at enterprise level.

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.
In Norway these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How long does ISO 27701 certification take in Norway?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Norway these are the factors that set the timeline.
- Existing ISO/IEC 27001 coverage and scope alignment
- Records of processing and data flow mapping
- Processor and sub-processor arrangements
- Privacy impact assessment and rights handling procedures
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27701 certification cost in Norway?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Norway these factors move both.
- Scope of processing activities and systems
- Privacy documentation uplift
- Certification body fees quoted separately from consulting
- Combined audit with ISO/IEC 27001
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27701 consultants and certification bodies in Norway
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Norway are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Norway
Certification by a certification body accredited by Norsk akkreditering or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). ISO/IEC 27701 is an optional benchmark, not a GDPR certificate; Norsk akkreditering's register shows ISO/IEC 27701 in the scope of accredited bodies, so check the edition in the scope. Audit language
Norwegian and English are both workable for audits; agree the audit language and the language of controlled documents with the certification body at application, and follow any language clause in a tender or customer contract.
Remote and on-site
Remote audit elements are at the certification body's discretion; production, office and service sites are normally visited.
ISO 27701 in Norway: questions clients ask
Is ISO 27701 a GDPR certificate in Norway?
No. Datatilsynet explains that the GDPR allows voluntary certification mechanisms with approved criteria and accredited certification bodies, which is a separate framework. ISO/IEC 27701 is an international management system standard that can serve as an external benchmark. Holding it does not by itself prove compliance with the Personal Data Act or the GDPR.
Does Helsedirektoratet mention ISO 27701?
Yes. Its guidance on management systems for information security and privacy says NS-ISO/IEC 27701 describes a privacy information management system built on NS-EN ISO/IEC 27001 and can be a useful tool for integrating the management system on privacy as well. The guidance supports Normen, which binds organisations that commit to it by agreement.
Which Norwegian certification bodies hold ISO 27701 in their accredited scope?
Norsk akkreditering's public register shows ISO/IEC 27701 in the scope of accredited management-system bodies, with edition years listed against each body. Compare the edition and scope with your own, and remember that bodies accredited elsewhere within the same recognition arrangements are also acceptable if their scope covers the standard.
Do I need ISO 27001 before ISO 27701?
In practice yes, or at least a comparable information security system. Helsedirektoratet describes the privacy standard as based on the ISO/IEC 27001 management standard, so most organisations build the extension on a working security system. Ask your certification body whether it will audit the two together, which can save duplicated effort.
